Lewis called the meeting to order at 7:30 p.m. and led those in attendance in the Pledge of Allegiance. B. Roll Call Mayor Lewis and the following Councilmembers were present: Rich Wagner, Sue Singer, Gene Cerino, Nancy Backus, Bill Peloza, and Roger Thordarson. Councilmember Lynn Norman was excused. Staff members present included: City Attorney Daniel B. Heid, Information Services Director Lorrie Rempher, Chief of Police Jim Kelly, Deputy Chief of Police Bob Lee, Human Resources/Risk Management Director Brenda Heineman, Parks, Arts and Recreation Director Daryl Faber, Public Works Director Dennis Dowdy, Finance Director Shelley Coleman, Planning, Building and Community Director Michael Davolio, Communications Assistant Dana Hinman, Police Commander Bill Pierson, and Deputy City Clerk Cathy Richardson. C. Announcements and Appointments 1. Announcements a) Proclamation - "Waiver of Building Permit Fees for Storm Related Damage" Mayor Lewis read and presented a Proclamation declaring the wavier of building permit fees for storm related damages to be effective until January 31, 2007. Page 1 City of Auburn Council Meeting Minutes January 2, 2007 b) Proclamation - "Cancer Awareness Week" Mayor Lewis read and presented a Proclamation declaring the week of January 15-21, 2007 as "Cancer Awareness Week" to DECA Club Members Rachel Hernandez and Tiffany McBurney. On behalf of DECA, Ms. McBurney thanked Mayor Lewis and Councilmembers for their support. c) Cultural Development Authority of King County (4Culture) Grant Mayor Levvis announced that the Cultural Development Authority of King County (4Culture) awarded the City of Auburn a grant in the amount of $30,000 to be used for phase one improvements to the Auburn Avenue Theatre. d) Washington State Office of Public Defense Grant Mayor Lewis announced that the Washington State Office of Public Defense awarded the City of Auburn a grant in the amount of $60,000 to be used for improving delivery of public defense services in the Auburn community. Mayor Lewis stated that the City received the grant due to the outstanding efforts of Employee Relations and Compensation Manager John Fletcher. Mayor Lewis read the letter of notification of the grant award issued by Washington State Office of Public Defense which commended Mr. Fletcher for his excellent grant submittal. e) United States of America Administrator of General Services (GSA) Mayor Lewis announced that he and Councilmembers recently attended a ceremony to accept a quit claim deed from GSA for the 815 Building with 8.39 acres. At the time of acceptance, this building was occupied by the Auburn Fire Department which is now the Valley Regional Fire Authority. Mayor Lewis reported that it took over five years to complete the process for the transfer of this property. Page 2 City of Auburn Council Meeting Minutes January 2, 2007 f) Police Department Announcement - Organizational Changes and Promotions Chief of Police Jim Kelly stated that, through a department re-organization, the Police Department has been afforded the opportunity to make the following promotions: Detective Brian Williams was commissioned as an Auburn Police Officer in 1996 and has served as Patrol Officer, Bicycle Officer and Police Explorer Advisor, and currently serves as a detective in the Special Investigations Unit. Detective Williams earned a Bachelor of Arts Degree in Sociology from Western Washington University in 1993. He also served as the President of the Auburn Police Officers Association from 2000-2005 and led fundraising efforts that raised aver $100,000 for local charities during that time. He is currently a law enforcement volunteer for the Washington Chapter Special Olympics and also volunteers for the Detlef Schrempf Foundation which provides assistance for northwest children. Chief Kelly proudly announced the promotion of Detective Williams to the rank of Sergeant. Mayor Lewis congratulated Sergeant Williams and presented him with his Sergeant's commission card and badge. Sergeant Williams was joined by his wife, Kim, who pinned his badge. Sergeant Steve Stocker was commissioned as an Auburn Police Officer in 1990 and served as a Patrol Officer, the first SuperMall Officer, Detective, and Major Crimes Sergeant. He served six and one-half years on the Regional Valley Special Response Team (SWAT) and is currently serving as the Administrative Services Sergeant, Less Lethal and Taser Instructor, and Training Sergeant for the Police Department. In 1999 he was awarded the Medal of Distinction for crowd control and SRT response during the WTO riots. Sergeant Stocker received his Associate's Degree in Law Enforcement from Spokane Community College and a Bachelor of Arts Degree in Society and Justice from the University of Page 3 City of Auburn Council Meeting Minutes January 2, 2007 Washington. Chief Kelly proudly announced the promotion of Sergeant Stocker to the rank of Gommander. Mayor Lewis congratulated Commander Stocker and presented him with his Commander's commission card and badge. Commander Stocker was joined by his wife, Laurie, who pinned his badge. Commander Larry Miller was commissioned as an Auburn Police Officer in 1991 after atwenty-year career in the United States Army. He has served as a Patrol Officer, Detective, Patrol Sergeant, Special Services Sergeant, Major Crime Sergeant, and Patrol Commander. He currently serves as the Administration Services Commander. Commander Miller was instrumental in regionalizing the Police Department's Civil Disturbance Unit and was also awarded the Medal of Distinction for crowd control operations during the WTO riots in the City of Seattle. He assists in the coordination of the Honor Guard and was responsible for publishing the Police Departments first annual report in 2006, Commander Miller earned a Bachelor's Degree in Business Administration and a Master's Degree in Organizational Leadership. Chief Kelly proudly announced the promotion of Commander Miller to the rank of Assistant Chief of Police. Mayor Lewis congratulated Assistant Chief of Police Miller and presented him with his Assistant Chief of Police commission card and badge. Assistant Chief Miller's wife Susie unable to attend, so he was joined by Director Heineman who pinned his badge. Mayor Lewis noted that public support and passage of the Valley Regional Fire Authority provided the City of Auburn the opportunity for re-organizational changes within the Police Department and will also provide the opportunity to hire additional police officers in the near future. Agenda Modifications Agenda modification included the addition of Resolution No. 4130 under Item V111.B.1 of these minutes. II. CITIZEN INPUT, PUBLIC HEARINGS & CORRESPONDENCE A. Public Hearings 1. Used Manufactured Homes Moratorium City Council to conduct a public hearing on the moratorium established December 18, 2006 by Resolution No. 4128 on the filing with the City of applications for licenses, permits and approvals for the siting, placement or installation of used manufactured homes within the City of Auburn, other than in mobile home parks. Planning, Building and Community Director Michael Davolio reported that Senate Bill 6593, which passed in 2004, requires cities and counties to regulate most manufactured homes no differently than they regulate other types of homes. Generally, it has not created any problems in the Auburn area and the City has been much more liberal in its regulations regarding used manufactured homes. Director Davolio explained that most communities place limitations on the age of the unit or restrict allowable locations for placement of used manufactured homes. Recently, staff encountered situations which involved proposed placement of manufactured homes within existing neighborhoods in a manner that would have resulted in detraction in the value of existing homes in that area. For that reason, staff requested and Council adopted a resolution on December 18, 2006 to establish a moratorium on the placement of used manufactured homes. Staff intends to present proposals in the near future regarding how manufactured homes should be considered for placement within the city of Auburn. The moratorium is an appropriate measure to ensure stability regarding placement of used manufactured homes within the City of Auburn. Audience Participation This is the place on the agenda where the public is invited to speak to the City Council on any issue. Those wishing to speak are reminded to sign in on the form provided. No one in the audience requested to speak. C. Correspondence No correspondence was received. III. COUNCIL COMMITTEE REPORTS A3.7.6 A. Municipal Services Chair Cerino reported that the Municipal Services Committee met this evening at 5:30. The Committee discussed and recommends approval of On-call Consultant Agreement No. AG-C-225. The Committee also discussed Resolution No: 4131, a revision of the Wesley Homes proposal, a change of address request, the Auburn Golf Course concessionaire agreement, Sound Transit parking garage agreement, and the Municipal Services Committee matrix. The next regular meeting of the Municipal Services Committee is scheduled for Tuesday, January 16, 2007 at 5:00 p.m. B. Planning & Community Development Vice Chair Backus reported that the Planning and Community Development meeting scheduled for December 26, 2006 was cancelled. The next regular meeting of the Planning and Community Development Committee is scheduled for January 8, 2007 at 5:00 p.m. C. Public Works Chair Wagner reported that the Public Works Committee meeting scheduled for December 26, 2006 was cancelled. The next regular meeting of the Public Works Committee is scheduled for January 8, 2007 at the new meeting time of 2:30 p.m. Page 6 City of Auburn Council Meeting Minutes January 2, 2007 D. Finance Chair Backus reported that the Finance Committee met this evening at 6:30. The Committee discussed and recommends approval of claims and payroll vouchers, and Resolution Nos. 4130 and 4131. The Committee also discussed the Golf Course concessionaire agreement and Sound Transit parking garage agreement. The next regular meeting of the Finance Committee is scheduled for Tuesday, January 16, 2007 at 6:30 p.m. IV. REPORTS At this time Councilmembers and the Mayor may report on items not specifically described on the agenda, which are of interest to the community. A. From the Council Mayor Pro Tem Singer presented a City of Auburn five-year pin to Mayor Lewis. Councilmember Backus reported that she, Mayor Lewis, and fellow Councilmembers attended the last performance held at the Auburn Avenue Dinner Theatre, Miracle on 34t" Street. There was standing room only and it was a privilege to be in attendance for the incredible dinner and performance. Councilmember Backus expressed her gratitude to owners Jamie and Jillian Douglas for entrusting the City of Auburn with their theater. Councilmember Peloza reported that he assisted at the Rotary Club Christmas luncheon held at the Auburn Senior Center. Councilmember Peloza wished all Auburn citizens a happy and healthy new year. B. From the Mayor Mayor Lewis expressed his appreciation for the number of attendees at the last performance at the Auburn Avenue Dinner Theatre. Mayor Lewis thanked owners Jamie and Jillian Douglas for their willingness to lease the theater to the City of Auburn. The theater, which was formerly open two or three nights per week, will provide a much needed evening attraction in downtown Auburn. The theater will be open on Thursday, January 4, 2007 for the Miss Auburn Scholarship Program "Sneak Preview" after which it will be closed for renovations for approximately ninety days. The City will utilize the theater for many of its functions and performances. Page 7 City of Auburn Council Meetinq Minutes January 2, 2007 Mayor Lewis read the following 2006 accomplishments for various City departments: HUMAN RESOURCES, RISK AND PROPERTY MANAGEMENT DEPARTMENT Created a volunteer database to better utilize specific skills and resources available to the City Researched and made recommendations concerning the establishment of a centralized Property Management Program <~ Obtained certification by Washington State to become a certified drug and alcohol assessment agency ~~ Assisted court in developing and implementing a mental health treatment release program ~«~ Researched and recommended probation tracking software to update present system and support workload <~ Reduced industrial insurance costs by reducing workplace injuries Improved management and reduced on-the-job time loss related to injuries/illness by timely reporting Improved department efficiencies and customer service through timely processing of internal forms <+ Updated safety and health policies and procedures FINANCE DEPARTMENT • Prepared 2006 Final Budget and 2007-2008 Preliminary Budget consistent with best practices in budgeting Submitted the 2006 Budget document to the Governmental Finance Officers Association (GFOA) and received the Distinguished Budget Presentation Award for 2006 Began a biennial budget process vs. annual Prepared 2005 Comprehensive Annual Financial Report (CAFR) and submitted document to GFOA to receive the Certificate of Achievements for Excellence in Financial Reporting • Updated the six-year Capital Facilities Plan and Revenue Manual Conducted a rate study for the Solid Waste Utility • Prepared for monthly utility billing Implemented Internet-based system to assist escrow companies in the preparation of Golf Course Clubhouse and Cemetery improvements ~ Provided financial plan for the Regional Fire Authority (now known as the Valley Regional Fire Authority) Planning Committee including Fire Benefits Charge analysis <z Began process allowing for on-line utility payments SOLID WASTE DIVISION o Maintained the measured rate of residential recycling at 42% by volume o Measured the participation rate in residential recycling and maintained an average of 73% o Measured the volume-based rate of shifting from 30- gallon cans to mini and micro cans, as a result of residential recycling, and maintained at 21 o Increased multifamily complexes to 70% recycling participation ° Worked with the Auburn School District and gave recycling and solid waste presentations to elementary grade three and high school and community organizations as requested o Promoted commercial recycling using a King County grant and increased participation of recycling to 60% o Identified that many businesses recycle with other vendors o Maintained assessment of route checks within one day and 95% response within ten days o Continued to provide citizens with recycling ability at all City facilities o Maintained and postcard mailings AIRPORT FUND o Continued crack sealing/repair of asphalt o Continued campaign concerning the value of the Airport to citizens and the surrounding area o Advertised regionally to promote the use of Auburn Airport (fourth busiest airport in the State of Washington) o Increased Airport securities o Continued to increase services o Developed an Airport Business Plan LEGAL DEPARTMENT <~ Worked with the Police Department and Municipal Court to develop procedures to enhance effective pursuit of prosecution cases <~ Worked with the Court and Public Defender and Defense Bar to better handle caseload management and streamline court processes to improve public access to the courts and the adjudication of cases Developed internal prosecution strategies, such as standard dispositional recommendations and approaches to cases in the Municipal Court to enhance prosecution effectiveness Worked with the Mayor and City's Intergovernmental Services Coordinator as well as regional and state participants to develop strategies for legislative bills to enhance the ability of Auburn and cities in the State to carry out their municipal responsibilities Continued working with attorneys and city clerks from neighboring cities to address regional and statewide municipal issues Worked with regional governmental agencies and organizations to identify statewide processes applied for significant grant funding for the Auburn Environmental Park Adopted the Environmental Park (EP) District and associated rezone to encourage compatible development in the proximity to the Auburn Environmental Park • Secured grant funding to design new culverts along Mill Creek under 15th Street NW to re-establish normal flows, relieve flooding and improve salmon habitat Continued process of improving services from the One-Stop Permit Center Made significant progress in adopting an updated Shoreline Master Program • Adopted new Sign Code consistent with recent case law Organized and supported the Other People's Money (OPM) Committee which has succeeded in bringing millions of dollars of outside funding to the Auburn community • Increased the number of permits and Worked with members of the prosecutor's office, domestic violence advocates and victims assistance programs to reduce the cycle of violence Implemented the use of Photo Safe Red Light Enforcement and Speed Enforcement within the .city of Auburn to enhance the public safety of our pedestrian and vehicular traffic FIRE DEPARTMENT Mayor Lewis noted that this is the last opportunity to report on the Auburn Fire Department due to the establishment of the Valley Regional Fire Authority. Reorganized the fire mechanics position to a contractual service with King County Fire Protection District #37 Proceeded with the program to evaluate fire station needs and continued design work on the site approved by Council ~• Reorganized the Fire Department administration in order to provide for better management Successfully lobbied for the necessary changes in Regional Fire Service Protection Authority Legislation to make it a viable funding alternative for municipal fire departments • Improved department efficiency by tracking dollar loss value of fire incidents and critically analyzing effectiveness of fire suppression resources PUBLIC WORKS • Pursued short-term improvement funding in 2006 Legislature for SR 164 Study Participated in the SR 167 Corridor Study in preparation for Regional Transportation Improvement District (RTID) • Continued to support the proposed RTID package in preparation for the Fall 2007 ballot for voter approval <• Started design of the fair to good condition by crack sealing to prolong the need for overlays WATER UTILITY DIVISION o Continued to implement conservation initiatives o Completed citywide chlorination initiative o Began design of the SCADA System o Continued development of a water security plan for all water utility assets o Continued to replace malfunctioning meters o Continued to replace undersized pipes for .fire flow improvements o Constructed the Academy Rezone Project o Completed Lakeland Hills Service area rezone o Began implementation of Facilities Management Software o Improved customer service and core utility services o Continued system improvements by monitoring system losses SANITARY SEWER UTILITY DIVISION o Completed the construction of the Auburn Way South Phase 1 Replacements, began construction on Phase 2, and finished the design of Phase 3 o Continued annual pipeline repair and replacement program o Established program for extending sanitary sewer service into developed regions 2, 2007 o Implemented a replacement of manhole covers that were having a negative impact on public roads STORM DRAINAGE UTILITY DIVISION o Continued to update the storm drainage model to improve coordination with development applications and to prioritize Capital Improvements o Responded as necessary to the West Nile Virus threat and implemented program for public storm drainage ponds o Continued the Sense of Community Vision to enhance neighborhoods through capital investment/maintenance and tree planting by retrofitting storm drainage facilities o In support of the Auburn Environmental Park project, pre- design of a Detention and Water Quality Facility to serve the downtown o Continue to implement the storm improvements to alleviate storm capacity problems giving consideration to the location of other transportation and utility projects Mayor Lewis also reported that the Auburn Golf Course Plan was completed and that the Golf Course Clubhouse groundbreaking was held. Completion of the Clubhouse is anticipated in July, 2007. Mayor Lewis thanked staff for all their hard work throughout 2006 and commended their many accomplishments. V. CONSENT AGENDA All matters listed on the Consent Agenda are considered by the City Council fo be routine and will be enacted by one motion in the form listed. A. Minutes 1. C. Contract Administration 1. 2007 Annual On-call Consultant Agreement A3.16.9, A3.16.5 City Council approve the 2007 Annual On-call Consultant Agreement No. AG-C-225 with Architects BCRA. Councilmember Singer moved and Councilmember Wagner seconded to approve the consent agenda. MOTION CARRIED UNANIMOUSLY. 6-0. VI. UNFINISHED BUSINESS There was no unfinished business. VII. NEW BUSINESS There was no new business. VIII. ORDINANCES AND RESOLUTIONS A. Ordinances There were no ordinances for Council consideration. B. Resolutions 1. Resolution No. 4130 A Resolution of the City Council of the City of Auburn, Washington designating The Seattle Times as the City's official newspaper, pending a more formal selection process Councilmember Backus moved and Councilmember Thordarson seconded to adopt Resolution No. 4130.
