CITY COUNCIL
MEETING MINUTES
February 5, 2007 7:30 PM
A. Flag Salute
Mayor Pro Tem Sue Singer called the meeting to order at 7:30 p.m.
and led those in attendance in the Pledge of Allegiance.
B. Roll Call
Mayor Pro Tem Singer and the following Councilmembers were
present: Rich Wagner, Gene Cerino, Nancy Backus, Bill Peloza,
and Roger Thordarson. Councilmember Lynn Norman was
excused.
Staff members present included: Parks, Arts and Recreation
Director Daryl Faber, Human Resources and Risk Management
Director Brenda Heineman, Police Chief Jim Kelly, Public Works
Director Dennis Dowdy, Information Services Director Lorrie
Rempher, Planning, Building and Community Director Michael

Councilmember Wagner moved and Councilmember Cerino
seconded to confirm the reappointments as recommended.
MOTION CARRIED UNANIMOUSLY. 6-0.
b) Airport Advisory Board
City Council to confirm the appointment of Lee Potter
to the Airport Advisory Board to fill an unexpired term
expiring December 31, 2008.
Councilmember Wagner moved and Councilmember Cerino
seconded to confirm the appointment of Lee Potter to the
Airport Advisory Board.
MOTION CARRIED UNANIMOUSLY. 6-0.
D. Agenda Modifications
Agenda modifications included the removal of the water utility
adjustment, revised Ordinance No. 6077 under Item VIII.A.1,
revised Resolutions No. 4152 under Item VIII.B.8, and revised
Resolution No. 4156 under Item VIII.B.11 of these minutes.
II. CITIZEN INPUT, PUBLIC HEARINGS & CORRESPONDENCE
A. Public Hearings
There was no public hearing.
B. Audience Participation
This is the place on the agenda where the public is invited to speak
to the City Council on any issue. Those wishing to speak are

Paul Wilson, 11553 SE 323~d Place, Auburn
Mr. Wilson spoke regarding vandalism occurring in his
neighborhood prior to annexation to the City of Auburn. Mr. Wilson
indicated that, when reporting the vandalism to the King County
Sheriff's Department, he received poor response. He also stated
that he and his neighbors continue to receive poor response from
the Auburn Police Department when making reports. Mr. Wilson
shared an incident involving a BB gun which occurred at his
neighbor's home and the interaction that occurred with the Sheriff's
Department. Mr. Wilson expressed his frustration and
disappointment regarding his neighborhood situation and
requested assistance in controlling vandalism and improving police
response in his neighborhood.
Mayor Pro Tem reported that the City of Auburn will be hiring
several new officers in 2007 and 2008 which will help alleviate
coverage issues in the Lea Hill area.
Vince DeAugustine 11547 SE 323~d Place, Auburn
Mr. DeAugustine indicated that he resides in the same
neighborhood as Mr. Wilson. Mr. DeAugustine reported that he
was a victim of vandalism. He stated that he waited in the Police
Department lobby for over an hour to report the incident and was
then told that there were no officers available to take the report. He
was contacted approximately two hours later by Officer Doll who
took his report, but stated that there was not enough police staff to
respond to his complaint and suggested he contact his insurance
carrier. Mr. DeAugustine expressed his displeasure with the way
the vandalism situation in his neighborhood is being handled.

No correspondence was received.
III. COUNCIL COMMITTEE REPORTS
A3.7.6
A. Municipal Services
Chair Cerino reported that the Municipal Services Committee met
this evening at 5:00. The Committee discussed and recommended
approval of Resolution Nos. 4146, 4150, and 4153. The
Committee also discussed Resolution Nos. 4151, 4152, and 4156,
and Ordinance No. 6079. The Committee also reviewed the
Committee matrix including red light photo enforcement and animal
control and rescue. The next regular meeting of the Municipal

Services Committee is scheduled for Tuesday, February 20, 2007
at 5:00 p.m.
B. Planning & Community Development
Vice Chair Backus reported that the Planning and Community
Development Committee met on January 22, 2007 at 5:00 p.m.
The Committee discussed and recommends approval of Ordinance
Nos. 6077 and 6078. The Committee also discussed downtown
design standards, access easements to critical areas, wayfinding
and gateway signage, the Hearing Examiner contract, and graffiti
abatement. The Committee also received updates on the theater
plan, shoreline master program, and the Committee matrix. The
next regular meeting of the Planning and Community Development
Committee is scheduled for February 12, 2007 at 5:00 p.m.
C. Public Works
Chair Wagner reported that the Public Works Committee met on
January 22, 2007 at 2:30 p.m. The Committee discussed and
recommends approval of contract administration items, and
Resolution Nos. 4147, 4148, and 4149. The Committee also
discussed a water leak adjustment, which was removed from this
evening's agenda for further review, and received updates on the
Water Comprehensive Plan and 2007 Save Our Streets (SOS)
financing options. The next regular meeting of the Public Works
Committee is scheduled for February 12, 2007 at 2:30 p.m.
D. Finance
Chair Backus reported that the Finance Committee met this
evening at 6:30. The Committee discussed and recommends
approval of claims and payroll vouchers, Ordinance No. 6079, and
Resolution Nos. 4151, 4152, and 4156. The Committee also
discussed Resolution Nos. 4150, 4153, and 4155, Ordinance Nos.
6077, and 6078, and online utility payments. The next regular
meeting of the Finance Committee is scheduled for Tuesday,
February 20, 2007 at 6:30 p.m.
IV. REPORTS
At this time Councilmembers and the Mayor may report on items not
specifically described on the agenda, which are of interest to the
community.
A. From the Council
Councilmember Thordarson reported that he attended the Gang
Awareness Night which was co-sponsored by the City of Auburn

and the Messiah Lutheran Church. The forum was very well
attended by parents and students. Many attendees volunteered to
assist with the graffiti and gang awareness programs. He also
attended the farewell banquet for retiring Senior Center Manager
Cheryl Sallee, a brass concert performed by the Auburn
Symphony, Uniquely Auburn, and the 100th birthday celebration for
Auburn pioneer Dorothy Bothell.
Councilmember Peloza reported that he attended the Federal Way
Chamber of Commerce 2007 Economic Forecast breakfast.
Speakers included Kate Warne, former member of the Presidential
Council of Economic Advisors and Gary Zimmerman, Senior
Economist for the Federal Reserve Bank in San Francisco,
California. Councilmember Peloza shared various economic
statistics reported at the breakfast. He also attended the Salmon
Recovery Council and Puget Sound Shared Strategy Committee
meeting. The main topic was formal approval by the National
Oceanic Atmospheric Administration (NOAH) of the Salmon Habitat
Plan to preserve the Green River, and Duwamish and Central
Puget Sound watershed. He also attended the Lakeland Hills
Elementary School dedication, Algona Council Committee
Workshop with King County staff, Water Resource Inventory Area
(WRIA 9) Steering and Forum Committee meetings, YWCA/Green
River Community College (GRCC) Career Development Center
grand opening, and Uniquely Auburn.
Councilmember Cerino reported that he attended the farewell
banquet for retiring Senior Center Manager Cheryl Sallee.
Councilmember Cerino commended Ms. Sallee for thirty years of
outstanding service to the City of Auburn and her contributions in
building the Auburn Senior Center into what it is today.
Councilmember Cerino also reported regarding the formation of the
Valley Regional Fire Authority (VRFA) with the cities of Auburn,
Algona, and Pacific. The VRFA Governance Board consists of
three elected officials from each jurisdiction. Auburn
representatives include Mayor Lewis, Councilmember Rich
Wagner, and himself. This is the first VRFA in the history of
Washington state. Eric Robertson was recently appointed as
Director of the VRFA. Councilmember Cerino reviewed Mr.
Robertson's governmental background.
Mayor Pro Tem Singer reported that she chaired the Auburn
Tourism Board Strategy meeting. She also attended the Puget
Sound Regional Council, of which she is Vice President, and the

Gang Awareness Night. Mayor Pro Tem Singer congratulated the
Auburn Parks Department on the success of the event. The Parks
Department worked closely with the Auburn School District and the
faith community to organize the event. Mayor Pro Tem Singer and
Councilmember Norman also conducted a sidewalk tour to assess
various sidewalk treatments within the City as they re-evaluate the
City's design guidelines, particularly standards in downtown
Auburn. Mayor Pro Tem Singer reported on the temporary repair
of the City Hall plaza which includes the replacement of bricks with
asphalt for safety purposes. Once the sidewalk design standards
are developed, the asphalt will be replaced to meet the new
standards. Mayor Pro Tem Singer also attended the Auburn Valley
Human Services Coalition, which is working on development of the
one-stop service center.

at 8:07 for approximately ten minutes in order to discuss potential
litigation.

IX. ADJOURNMENT
There being no further business to come before the Council, the meeting
adjourned at 8:17 p.m.
