Flag Salute Mayor Lewis called the meeting to order at 7:30 p.m. and led those in attendance in the Pledge of Allegiance. B. Roll Call Mayor Lewis and the following Councilmembers were present: Rich Wagner, Sue Singer, Gene Cerino, Nancy Backus, Bill Peloza, Roger Thordarson and Lynn Norman. Staff members present included: Chief of Police Jim Kelly; City Attorney Daniel B. Heid; Information Services Director Lorrie Rempher; Public Works Director Dennis Dowdy; Risk Manager Rob Roscoe; Finance Director Shelley Coleman; Parks, Arts and Recreation Director Daryl Faber; and City Clerk Danielle Daskam. C. Announcements and Appointments 1. Announcements a) Miss Auburn Goodwill Ambassador Proclamation Mayor Lewis read and presented a proclamation designating 2007 Miss Auburn Devanni Partridge as City of Auburn Goodwill Ambassador. Miss Partridge was present to accept the proclamation and thanked the Mayor and City Council for their support and the honor to act as a Goodwill Ambassador for the City of Auburn. b) Certificate of Appreciation for Don Stevenson Mayor Lewis presented Mr. Don Stevenson, the Pacin' Parson, with a certificate of appreciation commending Mr. Stevenson for his valuable work and Page 1 City of Auburn Council Meeting Minutes February 20, 2007 energy in hiking thousands of miles to raise awareness and funds for Alzheimer's, Multiple Sclerosis, cancer research, Huntington's Disease, and other worthy causes. Pastor Stevenson recently began a 10,000 mile awareness walk for Huntington's Disease and just completed his first 1,000 miles yesterday. Pastor Stevenson presented Mayor Lewis and Councilmembers with information and donation packets for his current walk to benefit Huntington's Disease Society of America. 2. Appointments City Council to confirm the following reappointments for three-year terms expiring December 31, 2009: a) Airport Advisory Board Robert Myers b) Parks and Recreation Board Julie Parascondola Councilmember Singer moved and Councilmember Wagner seconded to confirm the appointments to the Airport Advisory Board and Parks and Recreation Board. MOTION CARRIED UNANIMOUSLY. 7-0. D. Agenda Modifications There was no agenda modification. II. CITIZEN INPUT, PUBLIC HEARINGS & CORRESPONDENCE A. Public Hearings No public hearing was scheduled for this evening. B. Audience Participation This is the place on the agenda where the public is invited to speak to the City Council on any issue. Correspondence No correspondence was received for City Council review. III. COUNCIL COMMITTEE REPORTS A3.7.6 A. Municipal Services Chair Cerino reported the Municipal Services Committee met this evening at 5:00. The Committee discussed animal control, video surveillance relating to graffiti enforcement, red light and school zone photo enforcement, police service in proposed annexation areas, and jail alternatives. The next regular meeting of the Municipal Services Committee is scheduled for March 5, 2007. B. Planning & Community Development Chair Norman reported the Planning and Community Development Committee met February 12, 2007. The Committee discussed and recommended approval of Resolution Nos. 4157 and 4158, relating to concessionaire agreements, and approved amended downtown design standards. The Committee discussed the plaza sidewalk design, a proposed senior housing development in North Auburn, Les Gove Park Community Center conceptual footprint, the Shoreline Master Program, proposed wetland mitigation for two development sites, and electronic message board sign requirements. The next regular meeting of the Planning and Community Development Committee is scheduled for February 26, 2007 at 5:00 p.m. C. Public Works Chair Wagner reported the Public Works Committee met February 12, 2007. The Committee approved the surplus of vehicles, right- of-way use permits, Resolution No. 4154 approving an interlocal agreement with Pacific for the Auburn/Pacific Trail, and Resolution Nos. 4160 and 4161 regarding right-of-way vacation. The Committee reviewed the water leak adjustment policy and discussed online utility payments, a LID write-off, a telemetry monitoring system, arterial pavement preservation, Lakeland water service feasibility study, the half street ordinance, and the parking ordinance. The next regular meeting of the Public Works Committee is scheduled for February 26, 2007 at 2:30 p.m. D. Finance Chair Backus reported the Finance Committee met this evening at 6:30. The Committee approved consent items, including claims and payroll vouchers and a LID bad debt write off. The Committee Page 3 City of Auburn Council Meeting Minutes February 20, 2007 also approved Resolution No. 4163 regarding surplus property. The Committee discussed Public Works Project C524A relating to a telemetry monitoring system, animal control and rescue, Sound Transit parking options, and 2006 fourth quarter investment reports. The next regular meeting of the Finance Committee is scheduled for March 5, 2007 at 6:30 p.m. IV. REPORTS At this time Councilmembers and the Mayor may report on items not specifically described on the agenda, which are of interest to the community. A. From the Council Mayor Pro Tem Singer reported that she attended the opening of the latest exhibit at the White River Valley Museum called "Amazing Lace," the first Senior Center coffee hour with Councilmember Peloza, an Auburn Youth Resources fund raising event, a Soroptimist Club fund raising event, the Association of Washington Cities (AWC) legislative conference in Olympia, and Auburn Tourism Board meetings. Mayor Pro Tem Singer announced that this Friday she will be speaking at the Green River Community College as part of the TRIO Student Support Services Program. Councilmember Wagner reported that he attended the Auburn Youth Resources fund raising breakfast where Washington State University Coach Doba was the featured speaker, the Association of Washington Cities legislative conference in Olympia, a Valley Regional Fire Authority Board meeting and the first meeting of Finance Committee of the Valley Regional Fire Authority Board. Councilmember Backus reported that she attended the Auburn Youth Resources fund raising breakfast. Councilmember Norman thanked the Mayor, Council and staff for their patience this past week during a family medical event. Councilmember Cerino reported that he attended the Association of Washington Cities legislative conference in Olympia, the Pierce County Review Council General Assembly meeting, and the State Wrestling Tournament at the Tacoma Dome where Auburn High School and Riverside High School produced five state champions, one second place, two third place and two fifth place finishers. Auburn High School took home a fourth place state trophy. Page 4 City of Auburn Council Meeting Minutes February 20, 2007 Councilmember Thordarson reported that he attended the Auburn Youth Resources fund raising breakfast, the recent Auburn Symphony Orchestra performance, and the Auburn Adventist Academy annual scholarship fund raising event. Councilmember Peloza reported that he attended the opening of the "Amazing Lace" exhibit at the White River Valley Museum, the Metropolitan Water Pollution Abatement Advisory Committee meeting where the effects of the 2006 storms on the sewer flows were discussed, the Regional Water Quality Committee meeting where discussion centered on the Brightwater Treatment Plant, the 2007 Friends of Scouting breakfast fund raising event, a Senior Center coffee hour with Mayor Pro Tem Singer, the annual Auburn Youth Resources fund raiser, a Metropolitan Solid Waste Management Advisory Committee meeting, and the Association of Washington Cities legislative conference in Olympia. B. From the Mayor Mayor Lewis thanked Mayor Pro Tem Singer for presiding over the February 5, 2007 Council meeting. Mayor Lewis commented on a letter from the Water Resource Inventory Area (WRIA) 9 announcing that Councilmember Peloza has been selected as co-chair of the WRIA 9 steering committee. Mayor Lewis also announced that according to the Washington State Surveying and Rating Bureau, the Rating Bureau improved the City's building code effectiveness grading classification from a Class 3 to a Class 2 for one and two family residential properties and commercial properties. The change in grading classification will be a benefit for those insured. V. CONSENT AGENDA All matters listed on the Consent Agenda are considered by the City Council to be routine and will be enacted by one motion in the form listed. A. Minutes 1. Vouchers F4.9.2, F4.9.5 1. Claims Claims check numbers 359689 through 360100 in the amount of $2,670,175.98 and dated February 20, 2007. 2. Payroll Payroll check numbers 518579 to 518693 in the amount of $635,302.14 and electronic deposit transmissions in the amount of $920,190.75 for a grand total of $1,555,492.89 for the pay period covering February 1, 2007 to February 14, 2007. C. Bad Debt Write Off 1. Local Improvement District Account Number 337-006-B City Council approve the write-off of Local Improvement District Account No. 337-006-B in the amount of $190,624.40. Councilmember Singer moved and Councilmember Wagner seconded to approve the Consent Agenda. MOTION CARRIED UNANIMOUSLY. 7-0. VI. UNFINISHED BUSINESS There was no unfinished business. VII. NEW BUSINESS There was no new business. VIII. ORDINANCES AND RESOLUTIONS A. Ordinances There was no ordinance for Council consideration. Resolution No. 4154 04.9.1 C507A A Resolution of the City Council of the City of Auburn, Washington, authorizing the Mayor and City Clerk to execute an Interlocal Agreement with the City of Pacific to design and construct Project No. C507A, Auburn/Pacific Trail Councilmember Wagner moved and Councilmember Thordarson seconded to adopt Resolution No. 4154. MOTION CARRIED UNANIMOUSLY. 7-0. 2. Resolution No. 4157 05.1 A Resolution of the City Council of the City of Auburn, Washington, authorizing the Mayor and City Clerk of the City of Auburn to execute a Concessionaire Agreement between the City and the Optimists Club of Auburn, Washington for the concession operations at Game Farm Park ballfields for 2007 Councilmember Norman moved and Councilmember Backus seconded to adopt Resolution No. 4157. MOTION CARRIED UNANIMOUSLY. 7-0. 3. Resolution No. 4158 05.1 A Resolution of the City Council of the City of Auburn, Washington, authorizing the Mayor and City Clerk of the City of Auburn to execute a Concessionaire Agreement between the City and the Little League of Auburn, Washington for the concession operations at Brannan Park ballfields and at the Sunset Park ballfields for 2007 Councilmember Norman moved and Councilmember Backus seconded to adopt Resolution No. 4158. Resolution No. 4160 03.9 V-03-05 A Resolution of the City Council of the City of Auburn, Washington, receiving a petition for Street Vacation V-03-05 and setting a public hearing to consider the vacation of a portion of 26th Street NE east of I Street NE Councilmember Wagner moved and Councilmember Thordarson seconded to adopt Resolution No. 4160. MOTION CARRIED UNANIMOUSLY. 7-0. 5. Resolution No. 4161 03.9 V-04-06 A Resolution of the City Council of the City of Auburn, Washington, receiving a petition for Street Vacation V-04-06 and setting a public hearing to consider the vacation of 41St Street SE between Oravetz Road and Kennedy Avenue SE Councilmember Wagner moved and Councilmember Thordarson seconded to adopt Resolution No. 4161. MOTION CARRIED UNANIMOUSLY. 7-0. 6. Resolution No. 4163 F4.6.1 A Resolution of the City Council of the City of Auburn, Washington, declaring property as surplus and authorizing its disposal Councilmember Backus moved and Councilmember Thordarson seconded to adopt Resolution No. 4163.
