CITY COUNCIL
MEETING MINUTES
MARCH 5, 2007 7:30 PM
A. Flag Salute
Mayor Lewis called the meeting to order at 7:30 p.m. and led those
in attendance in the Pledge of Allegiance.
B. Roll Call
Mayor Lewis and the following Councilmembers were present: Sue
Singer, Gene Cerino, Nancy Backus, Bill Peloza, Roger
Thordarson and Bill Peloza. Councilmember Rich Wagner was
excused.
Staff members present included: Chief of Police Jim Kelly;
Information Services Director Lorrie Rempher; Planning, Building
and Community Director Michael Davolio; Assistant City Attorney
Joseph Beck; Public Works Director Dennis Dowdy; Finance
Director Shelley Coleman; Human Resources and Risk
Management Director Brenda Heineman; Parks, Arts and
Recreation Director Daryl Faber; and City Clerk Danielle Daskam.
C. Announcements and Appointments
1. Announcements
a) Proclamation - "Absolutely Incredible Kid Day"
Mayor Lewis read a proclamation declaring March 15,
2007 as Absolutely Incredible Kid Day in the city of
Auburn. The following representatives of Camp Fire
USA were on hand to receive the proclamation:
Courtney Gray, Catherine Sergis, Madelynn
Nassirian, Amanda Nassirian, Joshua Hales, Lauryn
Hales Caylean Jewett and Calise Jewett. Caylean
Jewett spoke regarding the value of Camp Fire USA

and thanked the Mayor and Council for the
proclamation.
b) Proclamation - "Auburn Family Week"
Mayor Lewis read and presented a proclamation
declaring March 19 through 25, 2007 as "Auburn
Family Week" in the city of Auburn to Mrs. Julie
Molen. Ms. Molen thanked the community for its
support of Family Week.
2. Appointments
a) Auburn Tourism Board
City Council to confirm the appointment of Dave Aust
to the Auburn Tourism Board for a three year term
expiring December 31, 2009.
Councilmember Singer moved and Councilmember
Cerino seconded to confirm the appointment of Dave
Aust to the Auburn Tourism Board.
MOTION CARRIED UNANIMOUSLY. 6-0.
b) Human Services Committee
City Council to confirm the appointment of Virginia
Barron-Lloyd to the Human Services Committee for a
three year term expiring December 31, 2009.
City Council to confirm the appointment of JoAnne
Walters to the Human Services Committee for a three
year term expiring December 31, 2009.
Councilmember Singer moved and Councilmember
Cerino seconded to confirm the appointment of
Virginia Barron-Lloyd and JoAnne Walters to the
Human Services Committee.
MOTION CARRIED UNANIMOUSLY. 6-0.
D. Agenda Modifications
Agenda modifications included a revised Resolution No. 4166
transmitted under Item VI11.B.3 of these minutes and removal of
Resolution No. 4168 from the agenda.

A. Public Hearings
No public hearing was scheduled for this evening.
B. Audience Participation
This is the place on the agenda where the public is invited to speak
to the City Council on any issue. Those wishing to speak are
reminded to sign in on the form provided.
No one from the audience requested to address the Council.
C. Correspondence
There was no correspondence for Council review.
COUNCIL COMMITTEE REPORTS
A3.7.6
A. Municipal Services
Chair Cerino reported the Municipal Services Committee met this
evening at 5:00. The Committee approved consent items and
Resolution No. 4167 approving an amended interlocal agreement
regarding the Valley Special Response Team. The Committee
discussed Resolution No. 4164, Ordinance No. 6084, Resolution
No. 4165, and Resolution No. 4166. The next regular meeting of
the Municipal Services Committee is scheduled for March 19, 2007
at 5:00 p.m.
B. Planning & Community Development
Chair Norman reported the Planning and Community Development
Committee met February 26, 2007. The Committee discussed the
North Auburn senior apartment project developed under the City's
new development agreement process, the status of the wayfinding
project, the Buxton Economic Development scorecard, renaming of
the Auburn Golf Course, residential uses in industrial zones, and
street frontage and parking in the Auburn North Special Area Plan.
The next regular meeting of the Planning and Community
Development Committee is scheduled for March 12, 2007 at 5:00
p.m.
C. Public Works
Vice Chair Thordarson reported the Public Works Committee met
February 26, 2007. The Committee approved consent items
including aright-of-way permit for groundwater monitoring wells,

modifications to pavement design standards, a consultant
agreement for SCADA System Improvements, a water utility
adjustment and several contract administration items. The
Committee also recommended approval of Ordinance No. 6082
relating to parking and Ordinance No. 6083 regarding public
improvements. The Committee discussed the street vacation code,
the 2007 Comprehensive Sewer Plan, and capital projects
including the SR 164 Corridor Study. The next regular meeting of
the Public Works Committee has been rescheduled to meet on
March 9, 2007 at 2:30 p.m.
D. Finance
Chair Backus reported the Finance Committee met this evening at
6:30. The Committee approved consent items including claims and
payroll vouchers, Resolution No. 4164 regarding surplus property,
Resolution No. 4165 designating The Seattle Times as the City's
official newspaper, Resolution No. 4166 regarding emergency
repairs to the Auburn Avenue Theater. The Committee also
discussed Resolution No. 4168 relating to a revised lease of the
Auburn Avenue Theater, Resolution No. 4167 regarding an
amendment to the Valley Special Response Team interlocal
agreement, a water utility adjustment, and Ordinance No. 6086
amending the 2007-08 Biennial Budget. The next regular meeting
of the Finance Committee is scheduled for March 19, 2007 at 6:30
p.m.
IV. REPORTS
At this time Councilmembers and the Mayor may report on items not
specifically described on the agenda, which are of interest to the
community.
A. From the Council
Mayor Pro Tem Singer provided a PowerPoint presentation
regarding preservation of the Auburn Avenue Theater and other
notable historic buildings in Auburn.
The Auburn Avenue Theater was originally constructed as a bus
depot or auto livery in 1926 by the North Coast Transportation
Company. It was remodeled in 1943 as a theater.
The Auburn Dance Studio, originally a Carnegie library building,
located at 306 Auburn Avenue, was constructed in 1914 with a
$9,000 donation from the Andrew Carnegie Foundation on two lots
donated by Arthur Ballard. The building served as the City's

Library until 1962. The building was placed on the National
Register of Historic Places in 1982.
The City's original post office, located 126 Auburn Avenue, and
which now houses the Public Health Offices, was constructed in
1937. There is speculation that the building was constructed under
the Works Progress Administration (WPA). The post office building
was dedicated on March 29, 1938.
Mayor Pro Tem displayed several historical photos of the buildings
and spoke in support of the protection and preservation of the
City's historic buildings.
Mayor Pro Tem Singer reported she attended the Puget Sound
Regional Council Operating Committee and Executive Board
meetings, the Green River Community College TRIO Student
Support Services Program, graduation of the third Community
Emergency Response Training (CERT) class, a meeting with the
developer of Cascadia, the Suburban Cities Association meeting,
and the Tourism Board meeting.
Councilmember Norman reported that she also attended the
meeting with the developer of Cascadia and other economic
development and visioning meetings.
Councilmember Cerino spoke regarding the origins of Green River
Community College. He explained that Green River Community
College was originally part of the Auburn School District until such
time as the Washington State Board of Education took over the
college.
Councilmember Cerino reported that he attended the last annual
awards banquet for the Auburn Fire Department and the Pierce
County Cities and Towns meeting.
Councilmember Thordarson reported that he attended an State
Route 167 planning meeting, a Regional Transit meeting, the last
annual awards banquet for the Auburn Fire Department, the
graduation of the third Community Emergency Response Training
(CERT) class, the Suburban Cities Association meeting, and the
BRAVO! performance of the Young Ambassadors from Brigham
Young University. Councilmember Thordarson also noted that
Auburn's three high schools will be represented in the 3A
Basketball Tournament; Auburn High School is in the boys'

tournament and Auburn Riverside and Auburn Mountainview are in
the girls' tournament.
Councilmember Peloza reported that he participated in the
interview panel for the new PGA golf pro for the Auburn Golf
Course. Mr. Chris Morris, Class A PGA Pro, was the successful
candidate. Councilmember Peloza also reported that he attended
the Sons of Italy scholarship benefit dinner.
B. From the Mayor
Mayor Lewis commented on the Auburn Firefighters Banquet
where firefighters honor their own with medals of valor and
recognize a Firefighter and Officer of the year as well as those who
have retired. Mayor Lewis noted that the banquet was the last
banquet held for the Auburn Fire Department as it has been
replaced with the Valley Regional Fire Authority, which serves the
cities of Auburn, Algona and Pacific. Mayor Lewis also spoke
regarding the recent meeting of the Suburban Cities Association
and participation by members of the Council in the Suburban Cities
Association and many other regional and national committees.

All matters listed on the Consent Agenda are considered by the City
Council to be routine and will be enacted by one motion in the form listed.
