Flag Salute Mayor Lewis called the meeting to order at 7:30 p.m. and led those in attendance in the Pledge of Allegiance. B. Roll Call Mayor Lewis and the following Councilmembers were present: Rich Wagner, Sue Singer, Gene Cerino, Nancy Backus, Bill Peloza, Roger Thordarson, and Lynn Norman. Staff members present included: Interim Planning Director David Osaki, Human Resources and Risk Management Director Brenda Heineman, Chief of Police Jim Kelly, GIS Manager Ashley Riggs, City Attorney Daniel B. Heid, Parks, Arts and Recreation Director Daryl Faber, Community Services Coordinator Steven Pitcher, Financial Planning Manager Dawna Truman, Communications /Community Relations Manager Duanna Richards, Public Works Director Dennis Dowdy, Finance Director Shelley Coleman, Senior Planner Elizabeth Chamberlain, Recreation Special Program/Marketing Supervisor Julie Brewer, Communications Assistant Dana Hinman, and City Clerk Danielle Daskam. C. Announcements and Appointments 1. Announcements a) Hometown Hero Mayor Lewis awarded Auburn's 2006 Hometown Hero Award to Kellen Kiilsgaard for his lifesaving efforts to save a man and his young daughter from drowning while on vacation in Hawaii on February 19th. Page 1 City of Auburn Council Meeting Minutes May 7, 2007 The criteria for award of the Hometown Hero Award is that a person must reside or work in Auburn and be a person that has contributed to the Auburn community through service, dedication and ingenuity or has gone beyond their call of duty in their work or daily life. Mayor Lewis noted that Kellen holds a 3.95 grade- point average, led the Auburn High School football team to its first ever appearance in the state championship game and will be attending Stanford University next year on a football scholarship. Kellen thanked Mayor Lewis and Councilmembers for the honor of being named Auburn's Hometown Hero, and thanked his father, Kijl Kiilsgaard, who is a teacher and former lifeguard, and who taught Kellen his lifesaving skills. b) Proclamation - "Safe Boating Week" Mayor Lewis proclaimed May 19-25, 2007 as "Safe Boating Week" in the city of Auburn and presented the proclamation to Jack Green of the Poverty Bay Power Squadron. Mr. Green explained that the mission of the Power Squadrons across the country is to promote boater safety and provide boating education. The Power Squadrons also provide free vessel safety checks. Mr. Green thanked Mayor Lewis for the proclamation and urged all citizens to observe safe boating. c) Certificate of Achievement for Excellence in Financial Reporting Mayor Lewis presented Finance Director Shelley Coleman with the Government Finance Officers' Association Certificate of Achievement for Excellence in Financial Reporting for the year ending December 31, 2005. Auburn is one of 68 cities and counties in the state to receive the award. d) Distinguished Budget Presentation Award Mayor Lewis presented the Government Finance Officers' Association Distinguished Budget Presentation Award to Finance Director Shelley Page 2 City of Auburn Council Meeting Minutes May 7, 2007 Coleman and Financial Planning Manager Dawna Truman. Auburn is one of 37 Washington State entities to receive the Distinguished Budget Award. Finance Director Coleman stated that all Finance staff work diligently to prepare the financial reporting and budgeting documents. Director Coleman noted that there are only 27 local governments in the state of Washington to receive both awards for the years recognized. e) Washington Recreation & Park Association's Spotlight Award Mayor Lewis presented the 2007 Washington Recreation and Park Association's Spotlight Award in recognition of the City's Community Calendar to Councilmember Lynn Norman, Parks and Recreation Director Daryl Faber, Recreation and Special Program Marketing Manager Julie Brewer, Communications/Community Relations Manager Duanna Richards, Auburn Downtown Association Director Debbie Luce, Communications Assistant Dana Hinman and other community partners. f) Mill Pond Fishing Derby Mayor Lewis introduced Lions Club Member Bob Darrigan to report on the Mill Pond Fishing Derby. Mr. Darrigan reported on the third Annual Fishing Derby for Special Needs Youth which was held at Auburn Mill Pond. Members and their families from nine different clubs joined together to bring this event to Auburn. Special needs children, their families and their friends were invited to this year's event and approximately 110 special needs children and an equal number of family members attended. Mr. Darrigan thanked Mayor Lewis, Parks Maintenance Manager Mike Miller, Auburn Sports and Marine, and Green River Steelhead Trout Club for their cooperation in organizing this event. g) Legislative Update Senator Claudia Kauffman, representing the 47tH Legislative District, provided the Council with a brief Page 3 City of Auburn Council Meeting Minutes Mav 7, 2007 post-session update on legislative issues. Senator Kauffman spoke on economic development measures, veterans' issues and funding for education. Senator Kauffman commended City staff for their responsiveness to her office and requests for information. 2. Appointments City Council to confirm the following appointments for three- yearterms expiring December 31, 2009: a) Tourism Board Jeffrey Sabree Bob Dunn Debbie Luce Jennifer Corona Councilmember Singer moved and Councilmember Wagner seconded to confirm the appointments to the Tourism Board. MOTION CARRIED UNANIMOUSLY. 7-0. D. Agenda Modifications There was no agenda modification. II. CITIZEN INPUT, PUBLIC HEARINGS & CORRESPONDENCE A. Public Hearings No public hearing was scheduled for this evening. B. Audience Participation This is the place on the agenda where the public is invited to speak to the City Council on any issue. Those wishing to speak are reminded to sign in on the form provided. No one in the audience requested to address the Council. C. Correspondence No correspondence was received for Council review. III. COUNCIL COMMITTEE REPORTS A3.7.6 Page 4 City of Auburn Council Meeting Minutes May 7, 2007 A. Municipal Services Chair Cerino reported the Municipal Services Committee met this evening at 5:00. The Committee approved consent items including contract administration items for Contract Nos. 03-07 and 06-22. The Committee reviewed and recommended approval of Ordinance No. 6096 regarding identification of officers for the Police Department, Resolution No. 4179 supporting the proposal to change certain King County elective offices to non-partisan, Resolution No. 4184 approving an interlocal agreement with Black Diamond, Pacific and Algona related to Washington State Patrol ACCESS and warrant confirmation. The Committee discussed Ordinance No. 6088, Ordinance No. 6089, utility taxes, fire hydrants, and the golf course driving range. The next regular meeting of the Municipal Services Committee is scheduled for May 21, 2007 at 5:00 p.m. B. Planning & Community Development Chair Norman reported the Planning and Community Development Committee met April 23, 2007. The Committee discussed proposed downtown sidewalk design standards, B Street Plaza improvements, Valley Cities Counseling and Consultation's residence project, and the parks system inventory. The next regular meeting of the Planning and Community Development Committee has been rescheduled to meet this Friday, May 11, 2007 at 5:00 p.m. C. Public Works Chair Wagner reported the Public Works Committee met April 23, 2007. The Committee reviewed right-of-way use permits; approved project initiation for the Well 5 upgrade, the 2006 Gateway Sign on M Street SE, the sewer relining on 19th Drive NE, the Lea Hill pump station decommissioning, the Save Our Streets program, 2007 Water Improvements, Main Street to 3~d Street SE sewer replacement; approved advertisement for projects C322A West Main Street Improvements and CP0737 2007 Citywide Pavement Patching; and approved consultant agreements. The Committee also approved Ordinance No. 6084 related to fraudulent utility billing practices. The Committee discussed proposed downtown sidewalk design standards, Auburn Way pavement improvements, and the City's sewer backup response policy. The next regular meeting of the Public Works Committee is scheduled for May 14, 2007 at 2:30 p.m. Page 5 City of Auburn Council Meeting Minutes May 7, 2007 D. Finance Chair Backus reported the Finance Committee met this evening at 6:30 p.m. The Committee approved claims and payroll vouchers and discussed Projects CP0640 and CP0727, Ordinance No. 6096 identifying Police Department officers and positions, Resolution No. 4180 approving a consultant agreement with Thompson Smitch Consulting Group, the quarterly investment portfolio, Resolution No. 4184 approving an interlocal agreement related to Washington State Patrol ACCESS and warrant confirmation, Ordinance No. 6089 regarding transportation impact fees and Ordinance No. 6088 updating the City's emergency services code provisions. The next regular meeting of the Finance Committee is scheduled for May 21, 2007 at 6:30 p.m. IV. REPORTS At this time Councilmembers and the Mayor may report on items not specifically described on the agenda, which are of interest to the community. A. From the Council Mayor Pro Tem Singer reported on her attendance at the Association of Washington Cities Conference on marketing your city, the Cities and Schools Forum, and her first Puget Sound Regional Council meeting as Chair. Mayor Pro Tem Singer also attended a meeting of the Friends of the Latino Friendship Center, the opening of the Auburn Environmental Park, the April 30tH Committee of the Whole meeting, a meeting on the one stop human services center, and the Kent-Auburn-Tamba Sister City dinner and auction. Councilmember Wagner reported on his attendance at the Cities and Schools Forum, the BioBlitz survey of wildlife and plant life at Auburn Game Farm Park, a Regional Transportation Investment District meeting, and the fiesta celebration at Les Gove Park. Councilmember Backus reported she attended the Auburn Noon Lions Club dinner auction, the Cities and Schools Forum at Mountainview High School, the grand opening of the Auburn Environmental Park, the Washington Elementary School's walkathon, the Auburn Parks, Arts and Recreation dance recital held at Auburn Riverside High School, and the Washington Elementary third grade class tour of City Hall. Page 6 City of Auburn Council Meeting Minutes May 7, 2007 Councilmember Norman reported on her attendance at the Cities and Schools Forum, the Latino Friendship Center meeting, the inaugural opening of the Auburn Environmental Park, the Committee of the Whole meeting on April 30th, Auburn Regional Medical Center's ribbon cutting ceremony for their new critical care facility in Federal Way, a meeting of representatives that are interested in forming a theater company in Auburn, the Auburn Arts Commission's tour of Olympic Sculpture Garden in Seattle, the Sons of Italy 60th Anniversary celebration, and the Auburn Parks, Arts and Recreation dance recital. Additionally, Councilmember Norman facilitated the Auburn Symphony Orchestra's retreat. Councilmember Cerino reported on his attendance at the Pierce County Review Commission meeting and the Pierce County Cities and Town Association meeting. Councilmember Thordarson reported he attended the Lakeland Homeowners Association meeting, the Regional Transit Committee meeting, the volunteer luncheon held at the Auburn Senior Center, the Auburn Noon Lions Club dinner auction, the Buddhist Temple luncheon, the Cities and Schools Forum, the GriefWorks fundraising event, the Auburn Symphony Orchestra performance, and the inaugural opening of the Auburn Environmental Park. Councilmember Peloza reported that he participated in a tour of the Water Resource Inventory Area (WRIA) 9 watershed along the Green River, the surprise celebration at Auburn Riverside High School for teacher Geri Rohlff's induction in the National Teachers Hall of Fame, the Regional Water Quality Committee meeting, and Governor Gregoire's legislative bill signing event held in Des Moines today. B. From the Mayor Mayor Lewis announced that the Clean Sweep event will be held this Saturday beginning with a breakfast at 7:30 provided by the Kiwanis Club. This year's Clean Sweep will focus on planting 1,200 English Laurel bushes to create a hedge along "A" Street SE from 6th Street SE to 37th Street SE. Mayor Lewis also commented on redevelopment of the downtown area, the Save Our Streets Program, and the summer youth feeding program. V. CONSENT AGENDA All matters listed on the Consent Agenda are considered by the City Council to be routine and will be enacted by one motion in the form listed. Consultant Services Agreement No. AG-C-255 04.9.1 C207A, A3.16.9 City Council to approve Amendment No. 3 to Consultant Agreement No. AG-C-255 with INCA Engineers, Inc. for Engineering Services for Project No. C207A - A Street NW Extension. Councilmember Singer moved and Councilmember Wagner seconded to approve the Consent Agenda. MOTION CARRIED UNANIMOUSLY. 7-0. VI. UNFINISHED BUSINESS There was no unfinished business. VII. NEW BUSINESS A. Preliminary Plat Application No. PLT06-0003 03.5 PLT06-0003 City Council to consider the request for preliminary plat approval of a 16 lot subdivision called "Carter Estates". Councilmember Norman moved and Councilmember Backus seconded to schedule a closed record hearing on May 21, 2007. MOTION CARRIED UNANIMOUSLY. 7-0. VIII. ORDINANCES AND RESOLUTIONS A. Ordinances 1. Ordinance No. 6087 03.5 PLT06-0007 An Ordinance of the City Council of the City of Auburn, Washington, approving the final plat of Terrace View Townhomes, including and providing for a right of way use application approval, the relinquishment of easements and the authorization of a quit claim deed related thereto Councilmember Norman moved and Councilmember Backus seconded to introduce and adopt Ordinance No. 6.087. MOTION CARRIED UNANIMOUSLY. 7-0. 3. Ordinance No. 6089 A3.4.1.1, F4.3 An Ordinance of the City Council of the City of Auburn, Washington, amending Sections 19.04.020 and 19.04.070 of the Auburn City Code related to transportation impact fees Councilmember Wagner moved and Councilmember Thordarson seconded to introduce and adopt Ordinance No. 6089. Resolution No. 4179 A1.3 A Resolution of the City Council of the City of Auburn, Washington, stating the City Council's support for the proposal to change King County elective offices, including specifically, the King County Executive and the King County Council positions to non partisan positions Following reading of the title of Resolution No. 4179, Mayor Lewis offered anyone in the audience the opportunity to speak against Resolution No. 4179. No one requested to speak regarding Resolution No. 4179. Councilmember Backus moved and Councilmember Thordarson seconded to adopt Resolution No. 4179. MOTION CARRIED UNANIMOUSLY. 7-0. 2. Resolution No. 4184 02.0 A Resolution of the City Council of the City of Auburn, Washington, authorizing the Mayor and City Clerk to execute a contract with the cities of Black Diamond, Algona, and Pacific, Washington, for WSP Access, WASIS, WACIC and NCIC agency services Councilmember Cerino moved and Councilmember Peloza seconded to adopt Resolution No. 4184. MOTION CARRIED UNANIMOUSLY. 7-0. At 8:56 p.m., Mayor Lewis recessed the meeting to executive session for approximately twenty minutes in order to discuss property acquisition/disposal and pending and potential litigation. Mayor Lewis reconvened the meeting at 9:14.
