Lewis called the meeting to order at 7:30 p.m. and led those in attendance in the Pledge of Allegiance. B. Roll Call Mayor Lewis and the following Councilmembers were present: Rich Wagner, Sue Singer, Gene Cerino, Nancy Backus, Roger Thordarson, Bill Peloza, and Lynn Norman. Staff members present included: City Attorney Daniel B. Heid, Interim Planning, Building and Community Director David Osaki, Public Works Director Dennis Dowdy, Information Services Director Lorrie Rempher, Assistant Police Chief Bob Lee, Human Resources and Risk Management Director Brenda Heineman, Parks, Arts and Recreation Director Daryl Faber, Finance Director Shelley Coleman, Domestic Violence Advocate Shelly David, and Deputy City Clerk Cathy Richardson. C. Announcements and Appointments Announcements a) Mayor Pro Tem Sue Singer presentation on Japan Visit Mayor Pro Tem Singer displayed a power point presentation on her recent visit to Japan via a scholarship provided by the Puget Sound Regional Council to participate in an International Study Mission. The purpose of the mission was to glean ideas to improve the Puget Sound region and to train regional leaders in the importance of international trade in the world of globalization. A group of seventy-five Page 1 City of Auburn Council Meeting Minutes June 4, 2007 regional delegates from the private and public sector visited the most southern Japanese island and visited the port cities of Fukuoka and Kitakyushu. During the mission, delegates performed the following three duties: ® Represented the Puget Sound region by bringing business, government and education leaders to Fukuoka and Kitakyushu ~ Learned about emerging businesses in Fukuoka and the Japanese market a Investigated community assets in Fukuoka While in Japan, delegates also performed a number of official duties and learned about the following: ~ Japan's emerging robot industry ~ Investigated community assets including the "Green Green" building and the Community Disaster Prevention Center ® Agreed to collaborate on Puget Sound Regional Council's Prosperity Partnership's International Benchmarking project ~ Toured innovative recycling plants in Fukuoka ® Received a presentation regarding Japan's increasing aging population ® Visited City of Tacoma's sister city, Kitakyushu ~ Visited City of Seattle's sister city, Kobe Mayor Pro Tem Singer also visited Auburn's sister city, Tamba, and met with delegations from Tamba, the high school and the International Association. Mayor Pro Tem Singer was tasked with strengthening sister city ties with specific proposals for cultural and student exchanges. Highlights of her visit to Tamba included the following: ® Presentation to Tamba of a new City of Auburn flag ~ Personal tour of a complete dinosaur skeleton recently discovered by an amateur archeologist ~ Home stay with friends of Mayor Lewis ~ Tour of flower preserving company Page 2 City of Auburn Council Meeting Minutes June 4, 2007 b) "Stepping Out Against Domestic Violence" South King County Community Network (SKCCN) Communications and Training Director Diane Heidi reported on their upcoming event on "Stepping Out Against Domestic Violence". SKCCN is part of a family policy council system of thirty-six networks across the state of Washington. Ms. Heidi thanked the City of Auburn for providing financial support to SKCCN which focuses on children that are victims of domestic violence. The second annual "Stepping Out Against Domestic Violence" walk-a-thon is a regional collaboration of domestic violence task forces throughout South King County. The South King County task forces are endeavoring to build a regional vision for the needs for services and share ideas. Ms. Heidi distributed brochures and individual and team pledge forms .and encouraged Mayor Lewis, Councilmembers, and the Auburn community to participate in the fund raiser. c) Proclamation "Great Strides 2007 -Taking Steps to Cure Cystic Fibrosis" Mayor Lewis read the proclamation and declared Sunday, June 10, 2007 as "Great Strides 2007 - Taking Steps to Cure Cystic Fibrosis" day in the city of Auburn. Mayor Lewis presented the proclamation to Deanne Plunkett and her mother, Deanne White. Ms. Plunkett stated that sign-ups for the walk will begin at noon at Roegner Park. The walk is approximately 1.5 miles and the purpose of the walk is to raise awareness of the affects of cystic fibrosis. Ms. Plunkett thanked Mayor Lewis for his participation in and support of this event and presented him with a "Team CF" tee-shirt. 2. Appointments There was no appointment for Council consideration. CITIZEN INPUT, PUBLIC HEARINGS & CORRESPONDENCE A. Public Hearings No public hearing was scheduled. B. Audience Participation This is the place on the agenda where the public is invited to speak to the City Council on any issue. Those wishing to speak are reminded to sign in on the form provided. Brenda Hradecky, 1025 West Main Street, Auburn Ms. Hradecky expressed a complaint regarding a contractor working in the City. C. Correspondence No correspondence was received. COUNCIL COMMITTEE REPORTS A3.7.6 A. Municipal Services Chair Cerino reported that the Municipal Services Committee met this evening at 5:00. The Committee discussed and recommends approval of contract administration items. The Committee also discussed Resolution Nos. 4196, 4197, 4198, taxiway alterations and improvements, and the Committee matrix. The next regular meeting of the Municipal Services Committee is scheduled for June 18, 2007 at 5:00 p.m. B. Planning & Community Development Chair Norman reported that the Planning and Community Development Committee met on May 29, 2007 at 5:00 p.m. The Committee discussed and recommends approval of Resolution No. 4193. The Committee also received a wayfinding report and discussed the Sunndalen Condominium Development Agreement and public arts funding strategies. The Committee received presentations on the Port of Seattle and Auburn I Street NE Real Estate Exchange Agreement and the Auburn Avenue Theater preliminary plan for usage proposals and interior design and also reviewed the Committee matrix. The next regular meeting of the Page 4 City of Auburn Council Meeting Minutes June 4, 2007 Planning and Community Development Committee is scheduled for June 11, 2007 at 5:00 p.m. C. Public Works Chair Wagner reported that the Public Works Committee met on May 29, 2007 at 2:30 p.m. The Committee discussed and recommends approval of contract administration items and Resolution Nos. 4121 and 4196. The Committee also granted two Right-of-Way Use Permits and discussed Kersey III Development offsite road construction impacts. The next regular meeting of the Public Works Committee is scheduled for June 11, 2007 at 2:30 p.m. D. Finance Chair Backus reported that the Finance Committee met this evening at 6:30. The Committee discussed and recommends approval of claims and payroll vouchers, Ordinance Nos. 6098, 6099, 6100, and 6101, and Resolution Nos. 4192, 4197, and 4198. The Committee also discussed Airport taxiway improvements. The next regular meeting of the Finance Committee is scheduled for June 18, 2007 at 6:30 p.m. IV. REPORTS At this time Councilmembers and the Mayor may report on items not specifically described on the agenda, which are of interest to the community. A. From the Council Mayor Pro Tem Singer reported that she presided at the Puget Sound Regional Council meeting and attended the Auburn Valley Human Services Association meeting. Mayor Pro Tem Singer invited Latino business and church leaders to attend the Friends of the Latino Friendship Center meeting scheduled for June 8, 2007 at 9:00 a.m. in the Auburn Council Chambers. Councilmember Backus reported that she attended ceremonies honoring those who have served in the Armed Forces and given their lives in the course of freedom at Mountain View Cemetery and Veterans Memorial Park on Memorial Day. Councilmember Norman reported that she attended the King County 4Culture Local Arts Agency meeting at which the City of Auburn was praised for their innovative efforts and commitments related to promoting Page 5 City of Auburn Council Meeting Minutes June 4, 2007 the arts in Auburn. She also attended an Auburn Tourism Board meeting and the Communities and Schools fundraising event. Councilmember Thordarson reported that he attended a Memorial Day ceremony in Seattle with his granddaughter. He also attended Mrs. Hill's exhibit at the White River Valley Historical Society Museum. He also attended the Community and Schools fundraising event and stressed the importance of this program. Councilmember Peloza reported that he attended ceremonies at the Mountain View Cemetery and Veterans Memorial Park on Memorial Day. Councilmember Peloza commented on the memorial located in Veterans Memorial Park which was designed by American Legion and Veteran's of Foreign War member Bill Warren. Councilmember Peloza also attended the King County Town meeting at Olympic Structure Park to discuss cleaning up the eco-system in Puget Sound. There are more than 300 plant and animal species that are endangered due to toxic chemicals flowing from our rivers into the Puget Sound. B. From the Mayor Mayor Lewis reported that he attended and spoke at the Memorial Day ceremonies at Mountain View Cemetery and Veterans Memorial Park. He also attended ceremonies at the City of Puyallup honoring the Fort Lewis Striker Brigade and City of Milton dedication of their new Memorial Park. V. CONSENT AGENDA All matters listed on the Consent Agenda are considered by the City Council to be routine and will be enacted by one motion in the form listed. A. Minutes 1. Ordinance No. 6098 F4.3 An Ordinance of the City Council of the City of Auburn, Washington, amending Sections 13.06.280, 13.06.300 and 13.06.511 of the Auburn City Code relating to water fees and the collection of water charges Councilmember Backus moved and Councilmember Thordarson seconded to introduce and adopt Ordinance No. 6098. MOTION CARRIED UNANIMOUSLY. 7-0. 2. Ordinance No. 6099 F4.3 An Ordinance of the City Council of the City of Auburn, Washington, amending Section 13.20.390 of the Auburn City Code relating to the collection of sewer charges Councilmember Backus moved and Councilmember Thordarson seconded to introduce and adopt Ordinance No. 6099. MOTION CARRIED UNANIMOUSLY. 7-0. 3. Ordinance No. 6100 F4.3 An Ordinance of the City Council of the City of Auburn, Washington, amending Section 8.08.210 of the Auburn City Code relating to collection of stormwater charges Councilmember Backus moved and Councilmember Thordarson seconded to introduce and adopt Ordinance No. 6100. Ordinance No. 6101 F4.3 An Ordinance of the City Council of the City of Auburn, Washington, amending Section 13.48.120 of the Auburn City Code relating to collection of solid waste charges Councilmember Backus moved and Councilmember Thordarson seconded to introduce and adopt Ordinance No. 6101. MOTION CARRIED UNANIMOUSLY. 7-0. B. Resolutions 1. Resolution No. 4121 03.9 V-03-06 A Resolution of the City Council of the City of Auburn, Washington, initiating Street Vacation V-03-06 proceedings and setting a public hearing to consider the vacation of a portion of I Street NE, within the City of Auburn, Washington Councilmember Wagner moved and Councilmember Thordarson seconded to adopt Resolution No. 4121. MOTION CARRIED UNANIMOUSLY. 7-0. 2. Resolution No. 4180 A3.13.13 A Resolution of the City Council of the City of Auburn, Washington, authorizing the Mayor and City Clerk to execute an Agreement with Thompson Smitch Consulting Group, Inc. to assist the City to secure water rights from the Washington State Department of Ecology for the purposes of meeting the City's water needs Councilmember Wagner moved and Councilmember Thordarson seconded to adopt Resolution No. 4180. MOTION CARRIED UNANIMOUSLY. 7-0. 3. Resolution No. 4192 Page 9 City of Auburn Council Meeting Minutes June 4, 2007 F4.6.1 A Resolution of the City Council of the City of Auburn, Washington declaring certain items of property as surplus and authorizing their disposal Councilmember Backus moved and Councilmember Thordarson seconded to adopt Resolution No. 4192. MOTION CARRIED UNANIMOUSLY. 7-0. 4. Resolution No. 4193 04.9.2 A Resolution of the City Council of the City of Auburn, Washington changing the address of a single family residence from 1287 6th Street SE to 1129 6th Street SE at the property owner's request Councilmember Norman moved and Councilmember Backus seconded to adopt Resolution No. 4193. MOTION CARRIED UNANIMOUSLY. 7-0. 5. Resolution No. 4194 03.4.2.1.2 A Resolution of the City Council of the City of Auburn Washington renewing for an additional six (6) months the moratorium initially established on December 18, 2006, by Resolution No. 4128, on the filing of applications for licenses permits and approvals for the siting, placement or installation of used manufactured homes within the City of Auburn, other than in mobile home parks, and setting a public hearing for the 2nd day of July, 2007, to consider the moratorium on the filing of applications for certain permits and approvals for the siting, placement or location of used manufactured homes within the City Councilmember Norman moved and Councilmember Backus seconded to adopt Resolution No. 4194. MOTION CARRIED UNANIMOUSLY. 7-0. 6. Resolution No. 4196 A3.16.9, 04.9.3 A Resolution of the City Council of the City of Auburn, Washington, authorizing the Mayor and City Clerk to execute Page 10 City of Auburn Council Meeting Minutes June 4, 2007 an agreement between the City of Auburn and Gates, Gates, & Gates for completion of A Street NW, Auburn, Washington Councilmember Wagner moved and Councilmember Thordarson seconded to adopt Resolution No. 4196. MOTION CARRIED UNANIMOUSLY. 7-0. 7. Resolution No. 4197 03.1 A Resolution of the City Council of the City of Auburn, Washington, stating the City Council's support for Proposition One on the August 21, 2007 ballot which, if approved, would annex the Lea Hill Annexation Area into the City of Auburn Mayor Lewis inquired if anyone would like to speak regarding Resolution No. 4197. No one in the audience requested to speak. Councilmember Backus moved and Councilmember Thordarson seconded to adopt Resolution No. 4197. MOTION CARRIED UNANIMOUSLY. 7-0. 8. Resolution No. 4198 03.1 A Resolution of the City Council of the City of Auburn, Washington, stating the City Council's support for Proposition One on the August 21, 2007 ballot which, if approved, would annex the West Hill Annexation Area into the City of Auburn Mayor Lewis inquired if anyone would like to speak regarding Resolution No. 4198. No one in the audience requested to speak. Councilmember Backus moved and Councilmember Thordarson seconded to adopt Resolution No. 4198. MOTION CARRIED UNANIMOUSLY. 7-0.
