HomeMy WebLinkAbout07-30-2007 Special Meeting~ ~ CITY OF WASHINGTON CITY COUNCIL SPECIAL MEETING MINUTES July 30, 2007 12:00 PM Mayor Lewis called the emergency special meeting to order at 12:06 p.m. Councilmembers present included: Rich Wagner, Gene Cerino, Nancy Backus, Roger Thordarson, and Lynn Norman. Councilmembers Sue Singer and Bill Peloza were excused. Staff members present included: City Attorney Daniel B. Heid, Interim Planning, Building and Community Director David Osaki, Senior Planner Elizabeth Chamberlain, Communications Assistant Dana Hinman, Systems Analyst Chrissy Malave, and Deputy City Clerk Cathy Richardson. Also present was Valley Regional Fire Authority representative Mike Gerber. Mayor Lewis explained that the purpose of the special emergency meeting is to endeavor to meet King County Council election deadlines with regard to placing two unincorporated island areas, known as the Klump and Totem Potential Annexation Areas (PAA's), located within the City's boundaries before the voters for annexation in November 2007. City Council considers this to be an emergency for the following reasons: ~ Emergency services contract with King County Fire District No. 31 for the Klump and Totem PAA's expire on January 1, 2008 Fire District No. 31 is now defunct as it has no active commissioners, no property, no officials or representatives who are willing or able to take action in connection with the purposes and functions of the fire district ~ The City of Auburn has been providing fire protection services to the PAA's without benefit of regular contract payments, without benefit of compliance with contracts or agreements for service, or without compensation or contributions towards such services by the residents who would benefit from such services ~ The City of Auburn has learned that the King County Council does not meet within the month of August 2007 Page 1 City of Auburn Council Special Meeting Minutes July 30, 2007 ~ July 30, 2007 is that last meeting date of the King County Council prior to November 2007 ballot deadlines; a timetable that is critical in light of the new election schedules ® The next earliest date to put the annexations before the voters is February 2008 ~ The combination of all these factors poses a serious emergency in terms of the continued ability to provide fire protection service to the PAA's Mayor Lewis stressed that if Council does not take action today, there may be no fire services in the Totem and Klump PAA's. The City is attempting to request that King County Council consider a resolution to place the Totem and Klump PAA's on the November 2007 ballot to provide the opportunity for the residents in those areas to vote. Discussion followed regarding appropriate ballot title language. Resolution No. 4218 A Resolution of the City Council of the City of Auburn, Washington, establishing November 6, 2007 as the date of a special election on the question of annexation to the City of Auburn, of an unincorporated area known as the "Klump Annexation Area" passed at a special meeting of the City Council Councilmember Wagner moved and Councilmember Cerino seconded to adopt Resolution No. 4218. MOTION CARRIED UNANIMOUSLY. 5-0. Resolution No. 4219 A Resolution of the City Council of the City of Auburn, Washington, establishing November 6, 2007 as the date of a special election on the question of annexation to the City of Auburn, of an unincorporated area known as the "Totem Annexation Area" passed at a special meeting of the City Council Councilmember Wagner moved and Councilmember Cerino seconded to adopt Resolution No. 4218. MOTION CARRIED UNANIMOUSLY. 5-0.
