CITY COUNCIL
MEETING MINUTES
September 17, 2007 7:30 PM
A. Flag Salute
Mayor Peter B. Lewis called the meeting to order at 7:30 p.m. and
led those in attendance in the Pledge of Allegiance.
B. Roll Call
Mayor Lewis and the following Councilmembers were present:
Rich Wagner, Sue Singer, Gene Cerino, Nancy Backus, Bill
Peloza, Roger Thordarson and Lynn Norman.
Staff members present included: Police Chief Jim Kelly; Senior
Center Supervisor Radine Lozier; Parks, Arts and Recreation
Director Daryl Faber; GIS Manager Ashley Riggs; City Attorney
Daniel B. Heid; City Engineer Dennis Selle; Traffic Engineer Laura
Philpot; Finance Director Shelley Coleman; Interim Director of
Planning, Building and Community David Osaki; and City Clerk
Danielle Daskam.
C. Announcements and Appointments
1. Announcements
a) Proclamation - "Senior Center Month"
Mayor Lewis presented a proclamation to Senior
Center Supervisor Radine Lozier proclaiming
September 2007 as Senior Center Month in the city of
Auburn and urged citizens to acknowledge and
recognize the special contributions of the senior
center participants and the special efforts of staff and
volunteers that work every day to enhance the well-
being of the older citizens of Auburn.

a) Auburn Tourism Board
City Council to confirm the appointment of Philip
Edwards to the Auburn Tourism Board for a three
year term expiring December 31, 2009.
Councilmember Singer moved and Councilmember
Wagner seconded to confirm the appointment of
Philip Edwards to the Auburn Tourism Board.
MOTION CARRIED UNANIMOUSLY. 7-0.
D. Agenda Modifications
The agenda was modified to include the addition of Resolution No.
4243 transmitted under Item VI11.B.9.
II. CITIZEN INPUT, PUBLIC HEARINGS & CORRESPONDENCE
A. Public Hearings
1. 2008-2013 Six Year Transportation Improvement
Program
State law requires the City of Auburn to annually prepare
and adopt a comprehensive transportation improvement
program for each ensuing six calendar years. Prior to
adoption of a six year transportation program a public
hearing is held to review the work accomplished under each
Six Year Transportation Improvement Program for the
purpose of determining current city street needs, and to
adopt a revised and extended comprehensive transportation
improvement program.
Traffic Engineer Laura Philpot, using PowerPoint slides,
presented the Six Year Transportation Improvement
Program for the years 2008-2013.
RCW Chapter 35.77 requires that the City adopt a Six Year
Transportation Program and to update it annually. The
Program must be financially constrained for the first three
years, showing revenue sources for at least the first three
years. The Program serves as a planning and budgeting
tool and informs neighboring jurisdictions with information to
assist them in coordinating their projects and ensuring
compatibility with the City's projects.

Staff determines the transportation needs by reviewing the
adopted Transportation Improvement Program, accident
history throughout the City, growth trends, traffic volumes
and various traffic studies. The Public Works Committee
and staff prioritize the projects by considering safety,
capacity needs, funding (particularly available grant funding),
and community interest.
The forecasted revenue is developed with the help of the
Finance Department. Beginning fund balances are reviewed
for each fund that is transportation related.
Recently completed and those projects anticipated to be
completed this year include: West Main Street Streetscape,
Auburn/Pacific Trail Phase 1), Arterial Pavement
Preservation including 6 n Street SE from A Street SE to
Auburn Way South and Auburn Way from 4tH Street NE to
4tH Street SE, and Save Our Streets (SOS) projects including
M Street SE Reconstruction and the third year of local street
overlays.
New projects on the Six Year Transportation Improvement
Program this year include:
• West Valley Highway (SR 18 to West Main Street)
• Stn Street NE Widening (Pike to R Street NE)
• 49tH Street NE (Auburn Way North to M Street NE)
• Auburn Way South and M Street SE
• C Street and West Main Street Intersection
• Olympic Middle School Safe Routes to School
• Auburn Way North Pedestrian Crossing
• Auburn Community and Lakeland Shuttles
• 41St Street SE and A Street SE Access Management
Study
• Lea Hill Road/8tH Street NE Capacity Study
• Comprehensive Transportation Improvement Plan
Update for Annexation Areas
• Truck Route Upgrade Program
Mayor Lewis opened the public hearing at 7:44 p.m.

Ms. Haugen expressed support for the proposed Six Year
Street Improvement Program projects and expressed
concern with the amount of traffic on R Street SE.
There being no further public comment, Mayor Lewis closed
the hearing at 7:46 p.m.
B. Audience Participation
This is the place on the agenda where the public is invited to speak
to the City Council on any issue. Those wishing to speak are
reminded to sign in on the form provided.
Virginia Haugen, 2503 R Street SE, Auburn
Ms. Haugen spoke regarding pedestrian safety in the city. She
recalled an incident where she was struck by a bicyclist while
exiting her car at the sidewalk in the vicinity of East Main Street and
D Street SE. She expressed concern with bicyclists and
pedestrians sharing the sidewalks.
C. Correspondence
There was no correspondence for City Council review.
III. COUNCIL COMMITTEE REPORTS
A3.7.6
A. Municipal Services
Chair Cerino reported the Municipal Services Committee met this
evening at 5:00. The Committee approved consent items and
discussed Resolution No. 4235 regarding addresses in the area of
the Auburn Municipal Airport and Resolution No. 4239 relating to
an addendum to an existing consulting contract with Bradley $s
Guzzetta. The Committee also discussed Resolution No. 4233
relating to a Purchase and Sale Agreement with James K.
Strachan. The next regular meeting of the Municipal Services
Committee is scheduled for October 1, 2007 at 5:00 p.m.
B. Planning & Community Development
Chair Norman reported the Planning and Community Development
Committee met September 10, 2007. The Committee reviewed
Resolution No. 4235 regarding addressing of buildings at the
airport and discussed the Six Year Transportation Improvement
Program, the Kersey 3 landscape buffer, a Development
Agreement with Utility Vault, proposed zoning for the Lea Hill and
West Hill annexation areas, and off-street parking standards. The

next regular meeting of the Planning and Community Development
Committee is scheduled for September 24, 2007 at 5:00 p.m.
C. Public Works
Chair Wagner reported the Public Works Committee met
September 10, 2007. The Committee approved a consulting
agreement with Carollo Engineers, Ordinance No. 6112 requiring
the installation of City-owned conduit, Resolution No. 4236
accepting grant funds for the Intelligent Transportation System, and
Resolution No. 4237 accepting grant funds for the pedestrian
safety crosswalk on Auburn Way North. The Committee
recommended denial of Resolution No. 4119 relating to a payback
agreement with WH Hughes Homes as the Committee determined
the fees were not defensible. The Committee also discussed right-
of-way use permit changes, a Development Agreement with Utility
Vault, the Auburn Environmental Park (AEP) water quality facility
plans, and the Six `Year Transportation Improvement Program. The
next regular meeting of the Public Works Committee is scheduled
for September 24, 2007 at 2:30 p.m.
D. Finance
Chair Backus reported the Finance Committee met this evening at
6:30. The Finance Committee approved consent items including
claims and payroll vouchers and a call for public hearing on the
mid-biennial review of the 2007-2008 Biennial Budget. The
Committee also recommended approval of Resolution No. 4233
regarding a Purchase and Sale Agreement with James K.
Strachan, Resolution No. 4239 regarding an addendum to the
agreement with Bradley and Guzzetta, Ordinance No. 6124
amending the biennial budget, and Resolution No. 4243 expressing
support to The Boeing Company and their efforts to garner the KC-
767 advanced tanker project. The next regular meeting of the
Finance Committee is scheduled for October 1, 2007 at 6:30 p.m.
IV. REPORTS
At this time Councilmembers and the Mayor may report on items not
specifically described on the agenda, which are of interest to the
community.
A. From the Council
Mayor Pro Tem Singer reported on her attendance at the Chamber
Awards Banquet, the Auburn Symphony Gala, the Council meeting
with the Lea Hill Annexation Area Citizens Advisory Committee, the

Auburn Leadership Foundation, and a meeting with the Latino
community leaders. Mayor Pro Tem Singer also reported that she
was recently interviewed by the Puget Sound Business Journal for
a story on Auburn tourism and attended a bi-monthly meeting of
the Tourism Board. As President of the Puget Sound Regional
Council, Mayor Pro Tem Singer met vvith Suburban Cities
Association's leadership and toured Kitsap County infrastructure
and economic development points of interest. Mayor Pro Tem
Singer also spoke regarding the Seattle International
Benchmarking Consortium comprised of a network of city-centered
metro areas that have found it mutually beneficial to compare
themselves to each other.
Councilmember Wagner reported on his attendance at the
Regional Access Mobility Project meeting where discussion
centered on the taxation of port activities. Councilmember Wagner
also reported on his attendance at the Valley Regional Fire
Authority Governance Board and Finance Committee meetings.
Councilmember Backus commented on the Council's meeting with
the Lea Hill Annexation Area Citizens Advisory Committee held
September 12th. Councilmember Backus reported that a number of
the Committee members attended and good lines of
communication were developed.
Councilmember Norman reported that she attended fund raising
events for King County Sexual Assault Resource Center, Valley
Cities Counseling and Consultation and the Auburn Symphony
Orchestra. Councilmember Norman also announced that she and
Museum Director Patricia Cosgrove reviewed the historic buildings
in the downtown core which emphasized the need to preserve the
City's heritage. Councilmember Norman also advised that she
attended the Green River Community College retreat, a meeting
with Puget Sound Energy to discuss the Auburn Environmental
Park, and the Puget Sound Regional Council Growth Management
Policy Board.
Councilmember Cerino reported on his attendance at the Puget
Sound Regional Council Transportation Committee where
discussion included the Commute Trip Reduction Program and the
Regional Transportation Improvement District. Councilmember
Cerino also attended the Council's meeting with the Lea Hill
Annexation Area Citizens Advisory Committee.

Councilmember Thordarson reported on his attendance at the King
County Sexual Assault Resource Center fund raiser, the Auburn
Chamber of Commerce Awards Banquet, and the unveiling of the
new soccer fields at Game Farm Park. Councilmember
Thordarson announced that beginning Monday, Sound Transit will
be adding two additional trains, including a new morning
southbound train.
Councilmember Peloza reported that he attended fund raising
events for King County Sexual Assault Resource Center, Valley
Cities Counseling and Consultation and the Auburn Symphony
Orchestra. Councilmember Peloza also reported on his
participation on the Metropolitan Water Pollution Abatement
Advisory Committee, Solid Waste Advisory Committee, and the
unveiling of the new synthetic turf soccer fields at Game Farm
Park.
B. From the Mayor
Mayor Lewis spoke regarding the King County Sexual Assault
Resource Center, Valley Cities Counseling and Consultation and
the Chamber of Commerce fund raising events, the unveiling of the
new synthetic turf soccer fields at Game Farm Park, and the Grace
Community Church veterans' fair sponsored by Congressman
Reichert. Mayor Lewis also announced that several street
improvement projects are either ongoing or will begin shortly and
include Kersey Way, Auburn Way from 4t" to 4t", and 6t" Street SE
between Auburn Way South and A Street SE.

At 8:24 Mayor Lewis recessed the regular meeting to executive
session and closed session for approximately one hour in order to
discuss potential/pending litigation pursuant to RCW
42.30.110(1)(1), real estate purchase and sale pursuant to RCW
42.30.110(1)(c), and for an update on labor negotiations pursuant
to RCW 42.30.140(4) with possible Council action following the
executive session.
At 9:16 p.m. Mayor Lewis reconvened the meeting, and City
Attorney Heid read the title of Resolution No. 4240.

Sale Agreement between Puget Sound Energy and
the cities of Auburn, Bonney Lake and Sumner
Councilmember Wagner moved and Councilmember Thordarson
