Lewis called the meeting to order at 7:30 p.m. and led those in attendance in the Pledge of Allegiance. B. Roll Call Mayor Lewis and the following Councilmembers were present: Sue Singer, Gene Cerino, Nancy Backus, Bill Peloza, Roger Thordarson, and Lynn Norman. Councilmember Rich Wagner arrived at 7:31. C. Announcements and Appointments 1. Announcements a) Proclamation - Mayor Lewis rE December 7, 2( city of Auburn. Mountainview representatives thanked Mayor support. "Entrepreneurship Day" ;ad the proclamation and declared X07 as "Entrepreneurship Day" in the High School DECA Chapter Brenda Bussell and Tasha AI-Nakib Lewis and Councilmembers for their Page 1 City of Auburn Council Meeting Minutes December 3, 2007 b) Proclamation - "Don't Drink and Drive Week" Mayor Lewis read the proclamation and declared the week of December 9 - 15, 2007 as "Don't Drink and Drive Week" in the city of Auburn. Mayor Lewis presented the proclamation to Auburn High School DECA Chapter representatives Rachel Hernandez and Chantel Wieber. c) Proclamation - "Significant Tree Designation" Mayor Lewis read the proclamation and declared the Oak tree located at 901 East Main Street in the city of Auburn as a "Significant Tree" and designated the Law Offices of Schneider, Gibson and Jarvey as "2007 Tree Stewards" for preserving the seventy year-old Oak tree. Mayor Lewis was joined by Auburn Tree Board representatives Len Elliott and Lonnie Sundal who presented the proclamation, certificate and plaque to Landon Gibson of the Law Office of Schneider, Gibson and Jarvey. Mr. Gibson thanked Mayor Lewis, Councilmembers, and Auburn Tree Board members for the awards. d) Proclamation - "Miss Auburn Scholarship Program" Mayor Lewis read the proclamation and declared February 1 - 2, 2008 as days to recognize and support the "Miss Auburn Scholarship Program" in the city of Auburn. Mayor Lewis presented the proclamation to Miss Auburn Scholarship Program Board Co-executive Director Donna Hamilton. Mayor Lewis pointed out that the work of the Board is performed by volunteers and commended the outstanding efforts of the Board. Ms. Hamilton reported that there are twenty-four Miss Auburn contestants this year. The Miss Auburn Scholarship Program is the largest program in state of Washington and is one of largest scholarship Page 2 City of Auburn Council Meeting Minutes December 3, 2007 programs in the United States. In 2006, approximately $60,000 in scholarship funds were awarded. Ms. Hamilton thanked the Auburn community, program sponsors, and the many volunteers who have donated their time and donations to the program. The program is scheduled for February 1 - 2, 2008 at the Auburn Performing Arts Center. 2. Appointments There were no appointments for Council consideration. D. Agenda Modifications Agenda modifications included a corrected utility billing adjustment under Item V.D and the Council Committee designation for Resolution No. 4261 under Item VIII.B.2 of these minutes. II. CITIZEN INPUT, PUBLIC HEARINGS & CORRESPONDENCE A. Public Hearings No public hearing was scheduled. B. Audience Participation This is the place on the agenda where the public is invited to speak to the City Council on any issue. Those wishing to speak are reminded to sign in on the form provided. No one in the audience requested to speak. C. Correspondence No correspondence was received. III. COUNCIL COMMITTEE REPORTS A3.7.6 A. Municipal Services Chair Cerino reported that the Municipal Services Committee met this evening at 5:00. The Committee discussed and recommends approval of contract administration items, and Resolution Nos. 4261 and 4270. The Committee also discussed Resolution No. 4263 and Ordinance Nos. 6132, 6133, 6136, 6137 and 6139, and the Committee's matrix. The next regular meeting of the Municipal Page 4 City of Auburn Council Meeting Minutes December 3, 2007 Services Committee is scheduled for December 17, 2007 at 5:00 p.m. B. Planning & Community Development Chair Norman reported that the Planning and Community Development Committeemet on November 26, 2007 at 5:00 p.m. The Committee discussed and recommends approval of Ordinance No. 6138. The Committee also discussed mid-biennial budget amendments, downtown design standards, and code revisions related to land clearing, grading and filling permits. The Committee received a report on parks inventory, and discussed senior housing parking code amendments, home occupation code amendments, zoning for Lea Hill and West Hill annexation areas, and the Committee's matrix. The next regular meeting of the Planning and Community Development Committee is scheduled for December 10, 2007 at 5:00 p.m. C. Public Works Chair Wagner reported that the Public Works Committee met on November 26, 2007 at 2:30 p.m. The Committee discussed and recommends approval of the Auburn Design Standards Manual revisions and Ordinance No. 6137. The Committee recommends that Ordinance No. 61,36 be removed from the Council agenda for further Committee review. The Committee also discussed West Hill Springs security measures, manufactured homes code amendments, 2007 Comprehensive Plan amendments, downtown sidewalk standards, land clearing, grading and filling code revisions, contract contingency authority levels, 2"d Street and F Street SE traffic circle, and budget amendments. The next regular meeting of the Public Works Committee is scheduled for December 10, 2007 at 2:30 p.m. D. Finance Chair Backus reported that the Finance Committee met this evening at 6:30. The Committee discussed and recommends approval of claims and payroll vouchers, a utility billing adjustment, Ordinance Nos. 6128, 6132, and 6133, and Resolution Nos. 4257, 4266, and 4268. The Committee also discussed solid waste rate changes, school impact fees, Project No. C310A0, Agreement No. AG-S-022, and Resolution No. 4261. The next regular meeting of the Finance Committee is scheduled for December 17, 2007 at 6:30 p.m. E. Committee on Committees Page 5 City of Auburn Council Meeting Minutes December 3, 2007 Chair Wagner reported that the Committee on Committees met this evening at 7:10. Chair Wagner explained the importance of this Committee which determines Councilmember assignments to the four Council Committees. The Committee discussed and recommends approval of .Committee assignments as distributed. The Committee also discussed presentation of Councilmember reports and submitted a recommendation to Mayor Lewis in an effort to promote efficiency of reporting. A resolution will be presented for Council consideration at the December 17, 2007 Council meeting. Mayor Lewis noted that members of the Committee on Committees consist of Councilmembers Wagner, Singer and Cerino. IV. REPORTS At this time Councilmembers and the Mayor may report on items not specifically described on the agenda, which are of interest to the community. A. From the Council Mayor Pro Tem Singer extended an invitation to Councilmembers to attend a meeting and bus tour hosted by the City of Auburn for a group of regional business representatives and elected officials to be held at the Junior Achievement Building on December 14, 2007. Councilmember Wagner reported that he and Mayor Lewis attended atwo-day course at the Washington State University (WSU) Extension on Tribal Relations with Business and Government. The course focused on methods to improve relations between tribal governments, businesses and governmental agencies and provided very useful information. Councilmember Backus reported on the Santa Parade .and commended Parks Director Daryl Faber and Parks Department and Maintenance and Operations staff for their efforts in making this a very successful event Councilmember Cerino reported that, although he had no official meetings to attend on behalf of the City as many organizations do not meet in late November and December, he attended all the community meetings. Councilmember Thordarson reported that, after four years of effort, he, Carolyn Robertson, and Joe Welsh met with Metro and Pierce Page 6 Citv of Auburn Council Meeting Minutes December 3, 2007 Transit with regard to the Lakeland and downtown shuttles. They were able to agree upon the shuttle routing and type of vehicles. Details are still under discussion as to when services will commence. Services were slated to begin in year 2011, but should now commence operations in year 2009. Mayor Lewis expressed his appreciation for the outstanding efforts of Councilmember Thordarson with regard to the transit issues. Councilmember Peloza reported that he and Mrs. Peloza waited tables at the Senior Center Thanksgiving Day luncheon. Councilmember Peloza also reported that he is putting forth efforts to establish a farmer's market in the city of Auburn. A steering committee has been formed and the first meeting was held last week. The Committee outlined plan concepts fora market including potential sites and establishing an international theme. The cities of Algona and Pacific have been invited to participate. Councilmember Peloza invited interested parties to attend the next meeting of the Committee which will be conducted next Monday at Auburn City Hall at 10:00 a.m. B. From the Mayor Mayor Lewis reported that the two-day WSU Extension course on Tribal Relations with Business and Government presented a different perspective appreciated by both he and Councilmember Wagner and provided valuble information. Mayor Lewis also gave a presentation at the Evergreen Annual Trails Conference. Mayor Lewis explained that the Valley Cities Association discovered the connections that were missing from the Interurban and Foothills Trails which would provide uninterrupted trails from north of Seattle to Mount Rainier and the Foothills Trail to downtown Puyallup. There are less than two miles missing from the trails in the south end of the City of Pacific and the middle of the City of Sumner. There is cooperative effort by the nine valley cities to lend support to the cities of Pacific and Sumner as they seek funding for the trails. The trails are regional facilities and provide economic development tools. Mayor Lewis reported on the Santa Parade, which is his favorite parade of the year. The parade included bands, kids, and Santa. Attendees gathered at City Hall for the tree lighting and sang carols. Mayor Lewis expressed his appreciation to Page 7 City of Auburn Council Meeting Minutes December 3, 2007 Councilmembers, staff, and the Auburn community for their efforts and their attendance at the parade. Mayor Lewis also attended the Washington State 133~d Battalion Army Band Red, White and Blue Christmas concert at which he was presented with a Commander's Coin. The Commander's Coin was awarded for excellence in working with the Corp. Mayor Lewis expressed his gratitude for the gift of this very special coin and commended the efforts of the National Guard for all that they do. V. CONSENT AGENDA All matters listed on the Consent Agenda are considered by the City Council to be routine and will be enacted by one motion in the form listed. A. Minutes 1. Claims Claims check numbers 368663 through 368976 in the amount of $1,063,394.42 and dated December 3, 2007. 2. Payroll Payroll check numbers 521638 to 521754 in the amount of $293,144.48 and check numbers 521782 through 521819 in the amount of $73,163.30, plus electronic deposit transmissions in the amount of $1,088,634.25 for a grand total of $1,454,942.03 for the pay period covering November 15, 2008 to November 28, 2007. Utility Billing Adjustment F4.5.2 City Council approve a reduction to garbage utility billing for account #56847, Sy and Kimberly Coleman, for a total adjustment of $190.87. Councilmember Singer moved and Councilmember Wagner seconded to approve the consent agenda. MOTION CARRIED UNANIMOUSLY. 7-0. VI. UNFINISHED BUSINESS There was no unfinished business. VII. Resolution No. 4261 F4.3, 02.7 A Resolution of the City Council of the City of Auburn, Washington, authorizing the Mayor and City Clerk to execute an Interlocal Services Agreement between the cities of Algona, Auburn and Pacific for Valley Regional Fire Authority fees Councilmember Backus moved and Councilmember Thordarson seconded to adopt Resolution No. 4261. MOTION CARRIED UNANIMOUSLY. 7-0. 3. Councilmember Backus moved and Councilmember Thordarson seconded to adopt Resolution No. 4266. MOTION CARRIED UNANIMOUSLY. 7-0. 5. Resolution No. 4268 F4.7 A Resolution of the City Council of the City of Auburn, Washington, authorizes the transfer of funds for the purpose of making a loan or loans from the General Fund and/or Cumulative Reserve Fund to the Golf Course Fund for up to a three year period of time Councilmember Backus moved and Councilmember Thordarson seconded to adopt Resolution No. 4268. MOTION CARRIED UNANIMOUSLY. 7-0. 6. Resolution No. 4270 F4.3, 04.4.9.3 A Resolution of the City Council of the City of Auburn, Washington, providing for amendment to the City of Auburn Fee Schedule, to adjust Airport rental rate fees Councilmember Cerino moved and Councilmember Peloza seconded to adopt Resolution No. 4270. MOTION CARRIED UNANIMOUSLY. 7-0. 7. Resolution No. 4271 03.4.1.1 A Resolution of the City Council of the City of Auburn, Washington, amending Chapter 10.00 of the City of Auburn Design Standards, establishing Auburn downtown sidewalk design guidelines Page 12 City of Auburn Council Meeting Minutes December 3, 2007 Councilmember Norman moved and Councilmember Backus seconded to adopt Resolution No. 4271. MOTION CARRIED UNANIMOUSLY. 7-0. At 8:21 p.m., Mayor Lewis recessed the meeting for a five minute break then adjourned the meeting to closed session to discuss labor negotiations pursuant to RCW 42.30.140(4). IX.
