CITY COUNCIL
MEETING MINUTES
December 17, 2007 7:30 PM
A. Flag Salute
Mayor Lewis called the meeting to order at 7:30 p.m. and led those
in attendance in the Pledge of Allegiance.
B. Roll Call
Mayor Lewis and the following Councilmembers were present:
Rich Wagner, Sue Singer, Gene Cerino, Nancy Backus, Bill
Peloza, Roger Thordarson, and Lynn Norman.
Staff members present included: Chief of Police Jim Kelly; Parks,
Arts and Recreation Director Daryl Faber; Human Resources and
Risk Management Director Brenda Heineman; Planning, Building
and Community Development Director Cindy Baker; Information
Services Director Lorrie Rempher; Finance Director Shelley
Coleman; Assistant City Attorney Joseph Beck; Public Works
Director Dennis Dowdy; Development Services Coordinator Steven
Pitcher; Senior Planner Elizabeth Chamberlain; Planner Stacey
Borland; and City Clerk Danielle Daskam.
C. Announcements and Appointments
1. Announcements
Mayor Lewis announced that the City received a letter from
the Washington State Office of Financial Management that
the count for the Lea Hill annexation had exceeded the
10,000 population threshold for state tax incentives. Mayor
Lewis reminded that the Council had already adopted
ordinances approving the Lea Hill and West Hill annexations
subject to meeting the 10,000 population threshold. The
annexations will be effective January 1, 2008.

There were no appointments for Council consideration.
D. Agenda Modifications
Agenda modifications included revised Resolution No. 4281 and
revised Resolution No. 4282 which were distributed prior to the
meeting.
II. CITIZEN INPUT, PUBLIC HEARINGS 8~ CORRESPONDENCE
A. Public Hearings
1. Moratorium Extension
03.4.2.1.2
Resolution No. 4128, adopted December 18, 2006,
established an initial six-month moratorium on the filing with
the City of applications for licenses, permits and approvals
for the siting, placement or installation of used manufactured
homes within the City of Auburn, other than in mobile home
parks. On June 4, 2007, the City Council adopted
Resolution No. 4194 extending the moratorium for an
additional six months until December 17, 2007. An
additional six-month extension of the moratorium is
proposed.
Development Services Coordinator Pilcher presented the
staff report on the proposed extension of the moratorium.
Mr. Pilcher advised that although the proposed extension is
for six months, he anticipates that the new code
amendments will be presented to the Council prior to the six
month term. The Planning and Community Development
Committee has reviewed draft language to amend the
zoning code regarding the placement of manufactured
homes. It is anticipated that the Planning Commission will
act on the proposed zoning code amendment next month.
Mayor Lewis opened the public hearing at 7:34 p.m. No one
in the audience requested to speak during the hearing,
therefore, the hearing was closed.
B. Audience Participation
This is the place on the agenda where the public is invited to speak
to the City Council on any issue. Those wishing to speak are
reminded to sign in on the form provided.

Prior to the audience participation, Assistant City Attorney Beck
cautioned that no testimony will be taken this evening regarding
Application No. CUP07-0003 as the application will be set for a
closed record hearing. Additionally, Mr. Beck commented
regarding possible audience participation relating to Ordinance
Nos. 6142 and 6143 regarding pre-zoning for the Lea Hill and West
Hill Annexation Areas. He stated that public hearings have
previously been held on these issues, and it may not be
appropriate to allow additional testimony this evening.
Scott Missall of Short Cressman and Burgess PLLC, 999 Third
Avenue, Suite 3000, Seattle
Mr. Missall spoke on behalf of Bob Eichler owner of Auburn Hills
Mobile Home Park regarding the proposed pre-zoning for Lea Hill.
Mr. Missall submitted a letter dated December 17, 2007, in which
he urges the Council to amend Ordinance No. 6142 to apply R-3
zoning to the three mobile home parks in the Lea Hill Annexation
Area.
Councilmember Cerino commented that nothing precludes the
owner of the mobile home park to apply for a rezone at a later date.
Mike Van Steenwyk, 5617 Auburn Way South, Auburn
Mr. Van Steenwyk spoke regarding the proposed Comprehensive
Plan Amendments under Ordinance No. 6138. Mr. Van Steenwyk
stated that he represents four property owners who collectively live
on Auburn Forest Estates which adjoins the Kersey 3 Project. He
urged the Council to reject the recommendation to deny a
Comprehensive Plan amendment to change the designation from
Rural to R1 and approve Comprehensive Plan Amendment #3.
Mary Bontempo, 502 East Main Street, Auburn
Ms. Bontempo advised that she owns a business at 502 East Main
Street. She urged the City to evaluate the traffic pattern at E Street
and Main Street and parking in the vicinity. She reported that two
rear-end accidents have occurred recently near the intersection.
Greg Watson, 904 Stn Street NE, Auburn
Mr. Watson advised that he did not receive the notice for the
Hearing Examiner hearing on Application No. CUP07-0003,
although he owns property adjacent to the subject property. Mr.
Watson further advised that his neighbor, Nils Fagerlund at 807 Stn
Street NE, did not receive the Hearing Examiner notice.

C. Correspondence
No further correspondence was received for Council review.
III. COUNCIL COMMITTEE REPORTS
A3.7.6
A. Municipal Services
Chair Cerino reported the Municipal Services Committee met this
evening at 4:00. The Committee reviewed contract administration
items and Ordinance No. 6139. The next regular meeting of the
Municipal Services Committee will be held January 14, 2008 at
3:30 p.m.
B. Planning & Community Development
Chair Norman reported the Planning and Community Development
Committee met December 10, 2007. The Committee reviewed
Ordinance No. 6134 relating to school impact fees, Ordinance No.
6170 relating to off-street parking requirements for senior living
facilities, Ordinance No. 6141 related to home occupations,
Ordinance No. 6142 regarding Lea Hill zoning, Ordinance No. 6143
regarding West Hill zoning, Ordinance No. 6148 amending the
Auburn City Code relating to lot averaging in the LHRS zone, and
Ordinance No. 6138 relating to Comprehensive Plan amendments.
Additionally, the Committee discussed the JRC .Housing Finance
Program, supportive housing, Ordinance No. 6146 relating to land
clearing, a Memorandum of Understanding with Valley Cities
regarding trails, Urban Center Neighborhood preservation, Request
for Qualifications for a youth sports facility, and wayfinding. The
next regular meeting of the Planning and Community Development
Committee is scheduled for January 14, 2008 at 5:00 p.m.
C. Public Works
Chair Wagner reported the Public Works Committee met
December 10, 2007. The Committee reviewed and recommended
approval of several contract administration items and Ordinance
No. 6146 relating to grading and filling. The Committee also
discussed Ordinance No. 6147 regarding the purchasing policy,
Ordinance No. 6140 relating to off-street parking for senior living
facilities, Ordinance No. 6141 revising development standards for
home occupations, Ordinance No. 6142 relating to Lea Hill zoning,
Ordinance No. 6143 relating to West Hill zoning, Ordinance No.
6136 regarding parking adjustments on 4t" Street NE near Auburn
High School, and 3~d Street NE C-curb. The next regular meeting

of the Public Works Committee is scheduled for January 7, 2008 at
3:30 p.m.
D. Finance
Chair Backus reported the Finance Committee met this evening at
5:00 p.m. The Committee recommended approval of consent
items including claims and payroll vouchers and contract
administration items. The Committee also recommended approval
of Ordinance Nos. 6144 and 6145 amending the 2007-2008
Biennial Budget, Resolution No. 4272 amending the Auburn Fee
Schedule, Resolution No. 4273 approving a Collective Bargaining
Agreement with the Police Management Association, Resolution
No. 4274 approving a Collective Bargaining Agreement with the
Police Guild, Resolution No. 4275 regarding surplus property,
Resolution No. 4276 approving an agreement with Heartland LLC,
Resolution No. 4277 approving an agreement with Washington2
Advocates LLC, Resolution No. 4278 approving an agreement with
Thompson Smitch Consulting Group, Resolution No. 4279
approving an agreement with the Auburn Chamber of Commerce,
Resolution No. 4280 regarding an amendment to a service
agreement with .Harris & Associates, and Resolution No. 4283
approving an agreement with Barnett Schorr Architects. The
Committee also discussed Resolution No. 4281 regarding the
Council's standing committees, Resolution No. 4282 adopting the
Council's rules of procedure, Ordinance No. 6147 relating to the
purchasing policy, and solid waste services for the- West Hill
annexation area. Chair Backus thanked Councilmembers
Thordarson and Cerino for their service on the Finance Committee.
E. Committee on Committees
Chair Wagner reported the Committee on Committees met
December 3, 2007. Since that time, two more standing committees
are proposed: the Community Center Committee and the
Downtown Redevelopment Committee. Both committees will meet
at the call of the Chair

At this time Councilmembers and the Mayor may report on items not
specifically described on the agenda, which are of interest to the
community.

Mayor Pro Tem Singer reported that she hosted a group of regional
business and government leaders on a tour of South King County.
Mayor Pro Tem Singer also participated in training for newly
elected officials in the region. Mayor Pro Tem Singer announced
that tomorrow evening, the Puget Sound Regional Council will
conduct a hearing in the Auburn Council Chambers from 6:00 to
8:00 p.m. to receive comments on the long range visioning plan,
Vision 2040.
Councilmember Wagner reported on the process to select the
architects for the new Community Center/Teen Center at the Les
Gove Community Campus. A Request for Proposals was solicited
and sixteen firms responded. From the sixteen responses, four
firms were selected for interview. A panel, including
Councilmember Wagner and Mayor Pro Tem Singer, interviewed
the firms and selected BLRB as the architect for the new
Community Center.
Councilmember Backus reported that she attended the annual
Santa Breakfast held at the Auburn Senior Center.
Councilmember Cerino reported that he participated in the annual
Santa Breakfast at the Auburn Senior Center and mixed enough
pancake batter to serve the several hundred who attended.
Councilmember Peloza reported that the members of the four
Water Resource Inventory Areas attended a summit meeting at the
Cedar River Watershed Educational Center. The Education Center
sits above Rattlesnake Lake and is operated by Seattle Public
Utilities.
Councilmember Roger Thordarson bid farewell to the citizens of
Auburn and stated that it was an honor and privilege to serve as
part of the Auburn City Council for the past four years. He
congratulated the Council on its accomplishments during his
tenure, such as the dangerous dog ordinance, the shopping cart
ordinance, construction of a new golf course clubhouse,
construction of a new veterans' building at Veterans Memorial Park,
movement on the construction of a new community center, and
completion of several street projects. Councilmember Thordarson
also noted that the Council has also worked on traffic calming
measures in local neighborhoods, strengthened the regulations for
developers to create more family-friendly neighborhoods, and
taken steps to make land available for downtown redevelopment,

including plans to construct a new City Hall Annex in the downtown.
Additionally, the Council has made progress towards providing a
shopper shuttle and a Lakeland Hills shuttle to begin operation in
2009 and leased and renovated the Auburn Avenue Theater.
Councilmember Thordarson applauded the Council for their
dedication and commitment to the City.
B. From the Mayor
Mayor Lewis commented regarding downtown redevelopment and
modernization of Division Street and the City Plaza. He reported
that the City applied to the Puget Sound Regional Council
Economic Development Committee for $2 million towards the
project. Auburn ranked among the top two projects and will move
forward to the final application phase.
Mayor Lewis also commented on the efforts among the Valley
Cities to complete the Interurban Trail and the Foothills Trail
systems.
