APPROVAL OF MINUTES It was moved by Flechsig, seconded by Kitchell, that the Council Minutes of February 17, 1976 be approved as mailed. MOTION CARRIED PUBLIC HEARINGS Mayor Kersey declared Public Ilcaring open on the request of David and Pearl Dehline to rezone from R-2 (Single Family) to a Conditional Use Permit fora parcel of Zand 7.07 acres i.n size lying on the wort side of "M" Street N.E. between 18th and 20th Streets N.E. (Application 1Vo. 28-75) The Planning Commission recommcn~l. approval of a Conditional Use Permit because it will conform to our ComprehensivE~ Land Use Plan for the area and to the density of the planned mobile home park adjacent. City Clerk read letters from Joseph R. Sickler and Earl L. Johnson, in protest of the rezone request. Paul Anderson who is leasing property adjoining the rezone property spoke against the request. Bill Belles and Don Kirkman, representing Mr. Dehline, said they were available for this project to answer questions. ROLL CALL VOTE: A11 Councilmen voting YES. MOTION CARRIED Mayor Kersey declared Public Hearing open on the request of John D. Wadkins to rezone from C-1 (Light Commercial) to C-3 Heavy Commercial) a parcel of land located on the west side of Howard Road approximately 250 feet north of 21st Street S.E. AKA 2015 Howard Road. (Application No. 31-75) The Planning Commission recommends approval of this request provided that a condition be imposed upon the rezoning that would pro}iibit they outside storage of materials or products upon the property unless they are stored within a completely fenced area. Said fence is to ba a minimum of 6 feat in height and shall bc~ sa constructed to screen the materials being stored from the adjacent streets and/or properl:ics. Consideration should bc~ given, when final dc:ve~lopment i.s being planned, to ttic re>commendations of the Public Works Department. Mrs. L'randt, 1920 M Street SE asked if Mr. Wadkins was going to have heavy equipment and stated it would be awful noisy and requested that before the request is granted that the Council take a Zook at the premises and see what ho has. Betty Drane, 1905 M Street S.E. stated something needs to be done to clean up the premises and that she is against the rezone request. ~" ,:,` ., t ~, ~` .,. AUBURN, WASHINGTON MONDAY MARCH 1, 1976 It was moved by Craig, seconded by Roegner, that the Public Hearing be closed. MOTION CARRIED Councilman Craig stated there is much. to consider of the adjacent property and what is going to be done with this property, it is a junk yard. Councilman Craig has asked the Planniny Commission, the City Attorney and the Police Department to do something about the mess. If we cannot control the situation now why should we allow another junk yard and the application should be den.i.ed and pressure put on to clean the junk yard up. s. Ann Hieggelke, 2135 2lst 5E complained about the noise commencing at six in the rni n y . was moved by Lea, seconded by Craig, that this application be tabled until the next Council Meeting so that the Council and staff can do some research of the situation. MOTION CARRIED It was moved by Craig, seconded by Lea, that the Planning Department staff investigate the activity at this site and report back to the Council whether or not a business has been operating at this site. MOTION CARRIED Mayor Kersey declared the Public Hearing opened on the request of Oscar and Eva Leonard to ,,~:rc~zone from NS (Neighborhood Shopping) to R-4 (Multi Family) a parcel of land located at ~Lhc southwest. corner of 29th and "R" Streets S.E. (Application No. 38-75) ~Phe P_lanniny L'omrnission recommends approval of this request because it does conform to our omprc~hensi.vcr Land Use Plan. It was movcrd by Craig, seconded by Anderson, to close the Public Hearing. MOTION CARRIED was moved by Craig, seconded by Larson, that the request of Oscar and Eva Leonard, placation No. 38-75, be approved and the City Attorney be directed to draw up necessary dinance to rezone from N5 (Neighborhood Shopping) to R-4 (Multi Family). International for approval of a preliminary plat to be known as Skycrest Terrace, Division No. 2, on a parcel of land lying west of Dogwood Street S.E. and south of the Plat of Skycrest Terrace. (Application IVo. P-3-75) The Planning Commission recommends approval of the preliminary plat by the Planning Commission and City Council, the owner and/or developer shall prepare construction drawings and specifications for the public improvements. MOTION CARR IIiD PROCLAMATIONS, APPOINTMENTS AND ANNOUNCEMENTS Mayor Kersey announced that a week from this Friday, March 12th at 5:00 P.M, is the last chance for voter registration for the School Election April 13. Mayor Kersey asked the Council what they had decided with regard to the possibility of tlte~ merger of Metro in King County. It came out Choy were not in support of the proposition as proposed by King County and gave the Mayor authority to so state at the meeting. Mayor Kersey asked if the Council wanted to go i.nta an Executive Session to discuss the appointment of the Airport Manager. It was moved by Lea, seconded by Flechsig, that a five minute recess be had whi1~~ an Executive Session was held on the appointment of the Airport Manager, at 10:25 P,M, MO~'IdN CARRIED Mayor Kersey called .the meeting to order at 10:30 P.M, following the Bxecutive Session by the Council. Mayor Kersey asked for Council confirmation of the appointment of Randall Ta. Berg to the position of Airport Manager. MOTION CARRIED It was moved by Flechsig, seconded by Kitchell, that payment to King County Department of Public Health in the amount of $9,947.02 representing the last half of 1975. MOTION CARRIED It was moved by Flechsig, seconded by Lea, that the Cemetery Board be authorized to enter into a purchase agreement for property adjacent to the present property and that the appraised value of the Assessor's Office be accepted and sale is contingent upon the receipt of clear title being received, the Mayor be authorized to sign earnest money agreement.
