ROLL CALL Councilmen present: Councilman Roegner, Kitchell, Craig, Larson, Anderson, Flechsig, and Lea. APPROVAL OF MINUTES Councilman Flechsig requested the Council minutes of March 15, 1976, include a correction on the last line of Page 6 where the date of March 16th should be March 23rd, and on page 7 in the second paragraph should be an addition on the first line, "Workshop wi1Z ~ be held on March 29th at 7:30 P.M. to review some questions the new Councilmen have with~i' ,~ er of business. re and to ord g It was moved by Flechsig, seconded by Kitchell, that the Council minutes of March. l5, 1976, be approved as corrected. MOTION CARRIED PUBLIC HEARINGS Mayor Kersey declared the Public Hearing open on the request of G. L. Honeysett, Agent for the Owner, to rezone from R-2 (Single Family) to R-4 (Multiple Family) property located on both sides of 7th Street N. E., 120 feet west of "H" Street N. E. (Application No. 2-76) - The Planning Commission recommends approval of this request, provided that the right- of-way for the extension of 7th Street N. E. be dedicated and that 7th Street N. E. be built to City specifications. The Clerk read a petition with 67 signatures against the request to xezone, and a Zetter from Otto and Marian Janssen, 628 "X" Street N. E., against the xezone. Bi11 Donais, speaking for G. L. Honeysett, commented on the request and stated he i would answer questions regarding same. The Clerk read a letter from Gordon B. Bunker, 904 5th Street N. E., voicing disapproval regarding the proposed construction of multiple unit dwellings. Herman Ansjngh spoke stating the property values would go down Yn the area, and that no one wanted to live next to an apartment house, and requested the council re-study the rezone request. Bi11 Trumbull spoke thanking the Council for their time and effort to look at the problem.. He stated he would very much prefer something less dense and aesthetically more pleasing. Robert Knights 631 "H" Street N. E. stated lie felt the traffic flow would be increased and create a problem, and requested the Council look at the Gbrgprehensive Zoning plan. Bi11 Benson, 529 "H" Street N. E. stated his concern about the traffic problem. James Hodson, 903 "H" Street N. E. stated he was against the rezone and wants the , property left as it js.,. Elizabeth Sanders, 734 "H" Street N. E. stated she had lived in her home for ~3 years and would .like to see the. area remain Like it is. •---~ George Nickelson stated he believed that the street should go through regardless. i,~ ) Stan Wolever, 635 "H".Street N. E. indicated that tl~e only place to voice their opinion to go to the elected officials. Robert P:night stated he was the one to take the petition around the neighborhood and tyre pei:_ition covers .both sides of the street. lie stated if these units are built, tJlere would be apartments all around the neighborhood. ~~rs. Leslie stated she felt the traffic problem was bad enough, and heels the street is at capacity at present. Ctan Wolever stated }u' felt n7r. Honeysett bought the property on the assumption that it- would be zoned R-~4. t3i11 Trumbull stated tic was in .favor of a review of the Comprehensive Plan, and rcmaiizs opposed. Dr. Ansingh stated he does not feel the apartments need to be built right there and the traffic problem would be great. Lloyd Towne, 712 8th lJ. E. stated there was already traffic problems and he felt he was already living .in a fish :bowl and would Zike to keep his privacy. Mr, Honeysett spoke in favor of the rezoning. `~; It was moved by Larson, seconded by Roegner that the Public ,lea ring be closed. ~4 r-v It was moved by Lea, seconded by .Craig that this request be referred .back to the '..~ Planning Commission with the recommendation of a Conditional Use Permit which would lower the density of that property, and ma1~e a recommendation to the Planning `~"'" Cornrnission to require fencing, lights and additional screening of trees and shrubs. Kersey declared the Public Hearing open of the request of Howard Brown to rezone from C-1 (Light Commercial) to a Conditional Use Permit for property Located at 805 "1±" Street S. E. for construction of a six (6) unit apartment building. (Application No. 3-76) The Planning Commission recommends approval of a Conditional Use Permit because it will conform to the Comprehensive Land Use Plan and it will male a good transition from the heavy commercial zoned property to the south and the R-3 duplex zoned property to the north and it will upgrade the area. Howard Brown was in the audience to answer any questions. It was moved by Anderson, seconded by Craig that the Public Hearing be closed. MOTION CARRIED It was moved by Anderson, seconded by F'lechsig, that the request of Howard Brown be approved and the City Attorney be instructed to draw up the necessary Ordinance.'. ROLL GILL VOTl': All Counc.ilrnen voting YES MOTION CARR II'D Mayor Kersey declared the 1'ubl.ic Ilearing open on the request of ACAP Group Homes requesting approval of the site location of the blest portion of property belonging to the South King County YMCA whicl-~ is located at 1005 12th Street S. E., in Auburn, Washington for t_he construction of a new group home facility. Mr. James Armstrong, representing ACAP was in the audience to answer any questions. E., Auburn, spoke stating that he does not feel it is right that the Council go along with this proposal. He does not feel this type of home for boys belongs in tree City of Auburn. He also feels the money should go for tennis courts, parks, etc. Miss Burch, l08 I Street S. E., Auburn spoke stating she felt the money could go .for better LISeS. It was moved by Lea, seconded by ,~~oegner. that the Public Hearing be closed. MOTION CARRIED Mr. Armstrong spoke regarding what type of boys would be placed in the home, stating it wou.Zd be limited to eight boys. It was moved by Craig, seconded by Roegner, to approve the site location at 1005 10th S. E. for construction of ACAP Group Home facilities, subject to the receipt of a grant from the State and the signing of a proper lease. ROLL CALL VOTE: A11 Councilmen voting YES MUTTON CARRIED Mayor Kersey declared the Public Hearing open on the proposed vacation of street right-of-way situate 622 feet North of Auburn Enumclaw highway adjacent to Chinook I;lernentar_y School within t:f~c corporate limits of the City of Auburn. Tony Shelter questioned as to t-ric.^ exact location of the proposed vacation street ri.ght- of~-~~/.zy. It was moved by And<~rson, seconded by Flcchsig that the Public hearing be closed. MOTION CARRIF,D It was moved by Lea, seconded by Anderson that the Council approve the street vacation and the City Attorney be instructed to draw up the necessary papers, including the provision that the City would retain a utilities easement. ROLL CALL VOTE: A11 Councilmen voting YES MOTION CARRIED Mayor Kersey declared the Public Hearing open on the proposed vacation street right- of-way situate West 340 feet of'5th Street N. E., North of the School Administration Building within the, corporate limits of the City of Auburn. Bi11 Trumbull questioned the Council as to the exact location of this property, and was informed that it was School District property. It was moved by Craig, seconded by Anderson that the Public Bearing be closed. MOTION CARRIED It was moved by Craiy, seconded by Kitchell the street vacation be approved and to instruct the City Attorney to draw up the necessary Ordinance to include the provision that the City retain the right-of-way for utilities. ROLL CALL VOTE: A1Z Councilmen voting YES MOTION CARRIED 1 CORRESPONDENCE The Clerk read a letter dated April 2, 1976, from Hawkins & Ingalls, Attorneys at Law regarding objections to a portion of Preliminary Plat of Rivervista Estates, Di vision:•~#1. kk, It was moved by Lea, seconder;i by Craig that this matter be referred back to the Planning Commission for additional input and further public hearing, and to look at the six items, excludinj item #4 in memo from George Schuler. The meeting was recessed at 10:35 P.M. I~Iayor_ Kersey reconvened the meeting at 10:45 P.M. A short slide presentation was presented on the plans for a new City Ha11. These will be show~~ again at the next Municipal Building Committee meeting to be he.id Monday, April 12, 1976, at 7:30 P.M. It was the recorrunendation of the Committee to allow Pat Nevins to attend the National Congress and Equipment Show to be held in Las Vegas. The only expense to the City w.i11 be Mr. Nevins salary while he is out of town. It was moved by Craig, seconded by Anderson to authorize Mr. Nevins to attend the conference. PLANNING AND 13EAI1TIFICATION COMMITTEE: Chairman Larson MOTION CARRIED The next meeting of the Planning and Beautification Committee will be held April 1.3, 1976, at 7:30 Y.M. It was moved by Larson, seconded by P.oegner that 'the developer proceed with the final impact staternent~ on thn. Auburn 400 Industrial site. PUBLIC SAFETY COMMITTEE: Chairman Anderson MOTION CARRIED The next meeting of the Public Safety Committee will be held April 20, 1976, at 7:30 P.M. The Public Hearing on the proposed ATV Park has been cancelled. FINANCE COMMITTEE: Chairman Flechsig The minutes of the April 1, 1976, meeting are a matter of public record. Phil Smith from AYR presented information covering current activities. - 4- ~~ ` AUBURN, WASHINGTON MONDAY " ' " "' APRIL 5 ":1976 The Committee recommended paying the 1976 Quarter payment, in the amount of $4,351.25. This payment is recorded on the March 31, 1976, voucher Approval List. The progress payment from the King County Housing Authority was recommended to the Council for payment, in the amount of $1,376.19. This amount recorded in the Voucher Approval Tist of March 31, 1976. It was moved by Flechsig, seconded by Lea that the Director of Finance be autrlorized to make investments to give us the most interest possible. MOTION CARRIED Councilman Flechsig stated that a member of the State Auditor's office, handlincl c.iuipmenl= Rental and R<~volviny Fund activity will work with the Finance Department for twee days concerning tlri_s area of operation.
