ROLL CALL COUNCILMEN PRESENT: Councilmen Roegner, Kitchell, Craig, Larson, Anderson Flechsig and Lea. APPROVAL OF MINUTES It was moved by Lea, seconded by Kitchell, that the Council minutes of July 6, 1976, be approved as amended, with the following correction; .Page 3, last paragraph under Recommendations to read as follows: It was moved by Lea, seconded by Flechsig that the Street Striping Contract be awarded to Paint-A-Line, in the amount of $7,922.60. Funding: $3,000 from Operating Supplies of the Street Department Budget, and balance from budgeted amounts. MOTION CARRIED CORR,~5PONDENCE A letter dated July I5, 1976, from Auburn Youth Resources, directed to the Auburn City Council, requesting a meeting betwedz~the Board of Directors of Auburn Youth Resources and the Auburn City Council regarding the future planning of AYR, was read by the Clerk. AUDIENCE PARTICIPATION Mr. Ron Hegewald, Board President of Auburn Youth Resources, requested a meeting with the full Council, or the Finance Committee, to discuss where AYR is today. Councilman Flechsig suggested that the AYR Board of Directors meet with the Finance Committee at their regular meeting on August 12, 1976, at 7:30 P.M., in Council Chambers. RECOMMENDATIONS The following items were submitted for Council Approval by the Director of Public Works: 1. Permission to advertise for construction of 1976 overlay program, St. Imp. #189. It was moved by Flechsig, seconded by Craig to authorize the Director of Public Works to advertize for construction of the 1976 overlay program, St. Imp. #189. ROLL CALL VOTE: A11 Councilmen voting YES MOTION CARRIED 2. Creation of LID 288, surfacing, storm drainage, curb and gutter, sidewalks and fire hydrants on 23rd N. E., east and west of "E" Street N. E. Estimate of improvements $14,701.92. 100 of frontage and area property owners signed petition. It was moved by Flechsig, seconded by Lea to instruct the City Attorney to prepare the necessary Ordinance to implement LID #288. ROLL CALL VOTE: A11 Councilmen voting YES MOTION CARRIED The following items were submitted by the Department of Planning and Community Devel ment for Council Approval. 1. Ca11 for a Public Hearing on the request of Imperial Homes, Inc. for a preliminary plat to be known as Imperial Estates and located on the north side of loth St. N. E., approximately 127 feet east of "N" Street N. E. (Application No, P-2-76) 2. Ca11 for a Public Hearing on the request of Kurtis R. Mayer/Mayer Built Homes, Inc. to rezone from a Conditi onal Use Permit to a Condi tional Use Permit (Revised) for property located on 31st Street S. E. between "O" and "R" Streets S. E. (Application No. 14-76) (1) 1 AUBURN, WASHINGTON MONDAY JULY 19, 1976 3. Call for a Public Nearing on the request of Stephen A. Hynes to rezone from M-2 (Heavy Industrial) to R-TP (Mobile Home Park) a parcel of land 120 x 1290 feet located on 29th Street S. E. in the 700 block. (Application No. I6-76) 4. Ca11 for a Public Hearing on the request of John V. Fairchild to rezone from R-2 (Single Family) to R-4 (Multiple Family) for property located on the south side of 10th Street N. E. in the 700 block. (Application No. 17-76) 5. Ca11 for Public Hearing on the request of Puget Sound Power and Light Company to rezone from A-1 (Agricultural) to C-3 (Heavy Commercial) with a Conditional Use Permit to allow an electrical substation on property located on the west side of Auburn Way North, 125 feet north of 37th Street N. E. (Application No. 18-76) 6. Ca11 for a Public Hearing on the request of James L. Parmelee and Associates to rezone from R-2 ( Single Family ) to R-4 (Multiple Family) property located at 922 14th Street N. E. (Application No. 19-76) 7. Ca11 for a Public Hearing on the request of Ronald Buzzard, Kenneth Harris, Wm. Snodgrass, Arthur Harvey and Merle Grant to rezone from M-2 (Heavy Industrial) to R-4 (Multi-Family) five existing single family dwellings on the west side of "F" Street N. W., across from the West Auburn School. (Application No. 20-76) It was moved by Craig, seconded by Larson, to call for P-2-76, 14-76, 16-76, Z7-76, 18-76, 19-76, and 20-76, August 2, 1976, at 8:00 P.M. in Council Chambers. ROLL CALL VOTE: A11 Councilmen voting YES MOTION CARRIED PROCLAMATIONS, APPOINTMENTS AND ANNOUNCEMENTS Mayor Kersey announced a meeting in Kent, Wednesday, July 28th on Soil Drainage. Mayor Kersey proclaimed the week of July 19, 1976, as Rainier Radio Watch Week, stating this was a group of volunteer CB'ers, who are responsible for reporting accidents and emergency situations. Mayor Kersey asked for Council concurrence in support of the proposal of the PSGC, which will be voted on this Thursday in Seattle. The Mayor received full Council support of the proposed changes to the PSGC. COUNCIL COMMITTEE REPORTS MUNICIPAL BUILDING CODES COMMITTEE - Chairman Roegner The regular meeting of the Municipal Building Codes Committee was held July 12, 1976. Chairman Roegner stated he had spoke to the Citizens Group regarding the proposed new City Hall, and said they were coming along nicely. It was moved by Roegner, seconded by Kitchell to follow the Planning Department's recommendations on the lease agreement of Muriel's Cafe. The lease agreement will be for one year at $1,000.00, plus the lease hold tax, and that the lease be conditioned upon the lessor not to be obligated to supply heat to the building and that in the event the utilities costs exceed the minimum, the lessee will pay the additional utility costs. The Iease will be subject to a 90 day termination clause for the City and if j nvoked, the lessee will be reimbursed the pro-rated lease amount. The next meeting from Pacific Propeller will be Public Hearings on Applications at the next regular meeting (2) i I i I AUBURN, WASHINGTON MONDAY JULY 19, 1976 UTILITY COMMITTEE - Chairman Craig The next regular meeting of the Utility Committee will be held Thursday, July 22, 1976, in the Public Works Department. Mayor Kersey suggested the Committee contact Mr. Dick Southworth, regarding increases in the garbage rates, to take effect the first of the month. PLANNING AND BEAUTIFICATION - Chairman Larson The regular meeting of the Planning and Beautification Committee was held July 13, 1976, and the minutes are a matter of public record. It was moved by Larson, seconded by Kitchell that the short plat submitted by Mr. Charles Knechtel be withdrawn and his fee be returned. ROLL CALL VOTE: All Councilmen voting YES MOTION CARRIED Resolution No. 732 It was moved by Larson, seconded by Roegner, that Resolution No. 732, entitled "A RESOLUTION OF THE CITY OF AUBURN, WASHINGTON, AUTHORIZING AND DIRECTING THE MAYOR AND CITY CLERK TO SIGN, ON BEHALF OF THE CITY, AN AGREEMENT BETWEEN ORB ARCHITECTS- PLANNERS-ENGINEERS AND THE CITY OF AUBURN, WASHINGTON, FOR THE DESIGN WORK OF THE ACTIVITY BUILDING PHASE OF THE AUBURN INDOOR COMMUNITY CENTER", be adopted. ROLL CALL VOTE: A11 Councilmen voting YES MOTION CARRIED Resolution No. 731 It was moved by Larson, seconded by Roegner, that Resolution No. 731, entitled "A RESOLUTION OF THE CITY OF AUBURN, WASHINGTON, AUTHORIZING AND DIRECTING THE MAYOR AND CITY CLERK TO SIGN, ON BEHALF OF THE CITY, AN AGREEMENT BETWEEN SENIOR SERVICES AND CENTERS, A NON-PROFIT CORPORATION OF SEATTLE, AND THE CITY OF AUBURN, WASHINGTO TO PROVIDE A NUTRITIONAL PROGRAM FOR THE ELDERLY OF THE AUBURN AREA", be adopted. ROLL CALL VOTE: A11 Councilmen voting YES MOTION CARRIED It was moved by Larson, seconded by Kitchell that the request for a concession permit from the Offsiders CZub for Fulmer Field for July 19, 20, 21, 22nd and July 26, 27, 28 and 29th be issued. MOTION CARRIED PUBLIC SAFETY COMMITTEE - Chairman Anderson The next meeting of the Public Safety Committee will be held July 20, 1976, at 7:30 P.M. FINANCE COMMITTEE - Chairman Flechsig The next meeting of the Finance Committee will be held on July 29, 1976, at 7:30 P.M. STREET & ENGINEERING COMMITTEE - Chairman Lea The regular meeting of the Street & Engineering Committee was held July 7, 1976, and 25 citizens were in attendance. Mr. George Wannamaker, from the Soil Conservation Service, reviewed the S.C.S. Plan. Mr. Wannamaker's office was not totally ready to give their presentation, and intere d parties will be notified of the next meeting. Discussion was held on the proposed LID #288, on 23rd Street N. E. Council approval has been gi ven to initiate the LID. Councilman Lea stated he had received a letter from the League of Women Voters , requesting that an Environmental Impact Statement be prepared on the Americology request on Auburn Way North. The 1976 proposed Overlay program was discussed, with the following proposed projects: (1) 8th Street N. E. from "F" Street N. E. to "K" Street N. E., (2) Auburn Way North (3) OO' f AUBURN, WASHINGTON MONDAY JULY 19, 1976 from 5th to 10th N. E. and (3) 15th Street W. W. east from the Valley Freeway off-ramps to the Chicago-Milwaukee tracks. The next meeting will be held Wednesday, July 21, 1976,. at 7:30 P.M. in the Public Works Department. DEPARTMENT HEAD REPORTS Pat Nevins, Director of Public Works stated that the UAB has approved allocation of Funds for 3rd Street N. W., over to Auburn Way North. This is Street Imp. #186. Mr. Nevins also stated that the West Main Street project will have to be down graded and that we were getting good support from the local people, naming Gene Kasper, and John Ancock. ORDINANCES AND RESOLUTIONS Ordinance No. 3096 It was moved by Roegner, seconded by Lea that Ordinance No. 3096, entitled "AN ORDINANCE OF THE CITY OF AUBURN, WASHINGTON, AMENDING SECTION 6 OF ORDINANCE NO. 3095 RELATING TO THE ESTABLISHMENT OF AN EQUIPMENT RENTAL FUND", be introduced and adopted. ROLL CALL VOTE: A11 Councilmen voting YES MOTION CARRIED Ordinance No. 3097 It was moved by Flechsig, seconded by Lea that Ordinance No. 3097, entitled "AN ORDINANCE OF THE CITY OF AUBURN, WASHINGTON, PROVIDING FOR THE REZONING OF A PARCEL OF LAND LOCATED ON THE NORTH SIDE OF 21ST STREET SOUTHEAST, APPROXIMATELY 136 FEET WEST OF "R" STREET SOUTHEAST, SITUATE WITHIN THE CITY OF AUBURN, WASHINGTON, GRANTING A CONDITIONAL USE PERMIT ON A PARCEL OF LAND ZONED C-3", be introduced and adapted. ROLL CALL VOTE: All Councilmen voting YES MOTION CARRIED Ordinance No. 3098 It was moved by Anderson, seconded by Larson, that Ordinance No. 3098, entitled "AN ORDINANCE OF THE CITY OF AUBURN, WASHINGTON, REPEALING SECTION 18.58.020 OF THE AUBURN CITY CODE IN ITS ENTIRETY, CREATING A NEW SECTION TO BE KNOWN AS SECTION 18.58.020 TO BE KNOWN AS THE TABLE OF MINIMUM STANDARDS FOR OFF STREET PARKING", be introduced and adopted. ROLL CALL VOTE: Councilmen Roegner, Kitchell, Craig, Larson Anderson, and Flechsig voting YES Councilman Lea voting NO MOTION CARRIED Resolution No. 730 It was moved by Roegner, seconded by Larson, that Resolution No. 730, entitled "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AUBURN, WASHINGTON, ESTABLISHING A 1976 SCHEDULE FOR EQUIPMENT RATES FOR THE EQUIPMENT RENTAL AND REVOLVING FUND FOR THE PUBLIC WORKS DEPARTMENT OF THE CITY OF AUBURN, WASHINGTON, PURSUANT TO ORDINANCE NO. 3095", be adopted. !, ROLL CALL VOTE: A11 Councilmen voting YES MOTION CARRIED ~~ Being no further business to come before the Council, the meeting was adjourned at 8:33 P.M., going directly into an executive workshop.
