The regular meeting of the Auburn City Council convened at 8:00 P.M., in the Auburn
City Council Chambers.

Mayor Kersey declared the Public Hearing open for the purpose of amending the 1976

It was moved by Larson, seconded by Kitchell, that the Public Nearing be closed.

It was moved by Flechsig, seconded by Roegner that the Council Minutes of August 2,
1976, be approved as mailed.

CORRESPONDENCE
Zone change application from Norman S. Hodges, requesting a change of zoning from R-1 to
R-4 for property located at 924 "M" Street 5. E. (Application No. 24-76)
Zone change application from Robert L. Porter, requesting a change of zoning from R-3
to R-4 for property located on the Southeast corner of 15th and "B" Streets S. E.
(Application No. 25-76)
It was moved by Flechsig, seconded by Larson, that Application No. 24-76 and Application
No. 25-76 be referred to the Planning Commission.
It was moved by Flechsig, seconded by Larson to authorize the segregations of Assessments,
as printed in the August 2, 1976, agenda.

MOTION CARRIED
A letter dated Auq~ust 13, 1976, from Shaughnessy & Company, Inc., directed to the Mayor
and Members of the City Council regarding the operation of a crane in the vicinity of
the Auburn Municipal Airport was read by the Clerk.
Mayor Kersey stated that a form must be filled out and submitted 38 days prior to the
date the crane will be in operation. The City Attorney stated that this was between
Shaughnessy & Company, Inc., and the F. A. A.

AUDIENCE PARTICIPATION
Mr. Warren Dahiem, Attorney representing,Mr. Mayer on the previous application #14-76,
stated that after reviewing the records of the City Council, felt that there were
some misunderstandings in regard to this request. Mr. Nahiem requested another
public hearing on this matter because of these misunderstandings. Mr. Dahiem stated
that the application for a revised Conditatonal Use Permit was for a down zoning from
48 units to 40 units, and because of this feels the Council should reconsider this
application.
Mr. Chris Leper, AZ1-Points Realty, 1621 So. Central, Kent, representing Americology
International, voiced his objections to Ordinance No. 3106, the rezone request of
Puget Sound Power and Light. Mr. Leper stated that Americology is putting in a Shopping
Center near the location of the proposed sub-station site. Mr."Leper requested that
the Council's decision be delayed, as the sub-station will interfer with the Shopping
Center, and would like it moved to a better location. Americolpgy,is in the process
of negotiating with P. S. P. & L on the location.
Mr. Frank Shaughnessy stated that the operation of the crane is not germane to the
Council's actions, and stated that if they were forced to deal with the F. F. A., and
are denied the ability to use the crane, the financial consequences to the City would
be substantial.
Herman Nirschl., 405 Auburn. Way No., stated his property was adjacent to the ground
that Puget Power wanted to put the sub-station on, and requested that. the Council
postpone this request to give them more time to work with Pug~st Powex on this.
Glen Vi g, again stated his objection to the rezone request of Puget Power, and stated
that there must be a more suitable place for the sub-station.
Ph31 Wood, Puget Sound Power & Light, Bellevue, stated he would be glad to answer
any questions concerning this matter.
At 8:27 P.M., the meeting was recessed for an executive work shop to discuss

It was moved by Roegner, seconded by Kitchell, to call for a public hearing to re-
consider application #14-76, to be held September 7, 1976, at 8:00 P.M., in Council
Chambers.

BID OPENINGS
Bids were opened August 10, 1976, at 11:00 A.M. for the Sanitary Sewer Imp. #29,
Contract No. 76-07. Bids were received as follows:

It is the recommendation of the Public Works Director that Contract No. 76-07, Sanitary
Sewer Imp. #29, be awarded to Morris Construction Co., on their alternate bid of
$103,569.00 plus sales tax of $5,592.73, for a total at unit price bid of $109,161.73.
It was moved by Anderson, seconded by Flechsig that Contract No. 76-07 for Sanitary
Sewer Imp. #29 be awarded to Morris Construction Co., on their°1ow bid of $109,161.73,
and the Mayor and City Clerk be authorized to sign the contract. Bid bonds to be returned
to E. J. Rody & Sons, and upon signing of the contract, bid bonds be returned to Holt
Construction Company and Campbell Construction Co., Ind.

RECOMMENDATIONS
The following was submitted by the Department of PZanning and Community Development
for Council Approval:
Pay Estimate No. 1, to Mel Streeter/Paul Dermanis ~ Associates for basic services-
Phase 3 (Design Development) for development of a New Auburn City Hall Master Plan
in the amount of $3,700.00.
Total Contract Amount $25,000.00
Total Phase 3 Amount 9,000.00
Earned to Date 3,700.00
It was moved by Roegner, seconded by Flechsig, that Pay Estimate No. 1 to Mel 5treeter/
Paul Dermanis ~ Associates, for $3,700.00, be approved for payment.

It was moved by Flechsig, seconded by Kitchell that a Public Hearing be held on the
request of Park Associates, Application No. 22-76, on September 7, 1976, at 8:00 P.M.
in the Council Chambers.

8:00 P.M. in the Council Chambers.

PROCLAMATIONS, APPOINTMENTS AND ANNOUNCEMENTS
Mayor Kersey announced that Saturday, August 21, 1976 would be the last day for
Citizens to register to vote for the Primary Election, and because of this the
City Clerk's Office will be open until 8:00 P.M., Friday, August 20, 1976.
COUNCIL COMMITTEE REPORTS
MUNICIPAL BUILDING CODES COMMITTEE - Chairman Roegner
Chairman Roegner commented on the changes that are being made in the plans of the
proposed new City Ha11.
The next regular meeting of the Municipal Building Codes Committee will be held
August 23, 1976, at 7:30 P.M.
AIRPORT COMMITTEE - Chairman Kitchell
The Airport Committee will be meeting August 17, 1976, at 7:30 P.M. Guest Speaker
will be a Mr. Bob Brown, and will be discussing F. A. A. site approval for the Airport.
PLANNING AND BEAUTIFICATION COMMITTEE - Chairman Larson
It was moved by Larson, seconded by Kitchell that the Building Department proceed with
the necessary legal steps to demolish a dwelling and accessory buildings located between
16th and 17th Streets S. E., and that authorization be given to call for bids to
demolish these buildings upon completion of all the necessary legal steps.

MOTION CARRIED
It was moved by Larson seconded by Kitchell to authorize the Planning Department to
accept the quote from Earth Enterprises, Inc., for completion of the Bicentennial Park,
in the amount of $2,659.00 plus tax, and that the Planning Department be authorized
to notify the contractor to proceed with the work. Funding to come from Revenue
Sharing.

It was moved by Flechsig, seconded by Larson that the progress payment for the Housing
Authority of King County, in the amount of $2,028.65, be authorized for payment.

MISCELLANEOUS
Councilman Roegner requested that he or Planning Director George Schuler be authorized
to attend a 1 day seminar regarding the Public Works Employment Act of 1976, to be
held in San Francisco on August 31, 1976, requiring out-of-state travel.
It was moved by Roegner, seconded by Larson, that Councilman Roegner or George Schuler
be authorized to attend the 1 day seminar on August 31, 1976, at a cost not to exceed
$210.00.

Being no further business to come before the Council, the meeting was adjourned at 9:10
P.M., with the members going directly into an Executive Work Session to discuss wage
negotiations.
