ROLL CALL COUNCILMEN PRESENT: Councilmen Roegner, Kitchell, Craig, Larson, Anderson, Flechsig and Lea. APPROVAL OF MINUTES It~was moved by Flechsig, seconded by Lea, that the September 7, 1976 Council Minutes be :approved as mailed with the following corrections: ;;Page 5, Public Safety Committee Meeting, second paragraph should read: "Chairman Anderson -announced that the motor in-Fire Engine #1 was damaged this afternoon and will need to be repaired as soon as possible. It was determined that the money would have to come from. the Fire Cumulative Reservg Fund, since no other money was available." Page 6, under Ordinance,Nr. 3111, under ROLL CALL VOTE: should read: "All Councilmen 5toting YE5 . " MOTION CARRIED CORRESPONDENCE City Clerk read conditional usepermi~.application from Auburn Security Corp. DBA Green Acres Rest Home, property located at 4'14 17~.h Street S. E. (Application 28-76). It was moved by 'Craig, seconded by Larson,. that Application 28-76 be referred to the P~.annng Commission. MOTION CARRIED ' .~ City Clerk read letter from Randy Berg, Airport Manager, requesting permission to make application to the Washington State Aeronautics for matching funds for the purchase ,of a wind direction indicator-for the Auburn Municipal Airport. It was moved by Kitchell, seconded by Larson,. that Randy Berg be authorized to make applic~ to-the Washington~State Aeronautics for matching funds for the-purchase of a wind direction indicator for the Auburn Municipal Airport. Councilman Craig voiced his objections to the purchase; of a wind direction indicator for tlYe reason the Airport does not ;have the funds for sucH•purchase and advised: he would vote toy make application but would ndt be in favor of the'purghase. ROLL CALL VOTE: All Councihr~en voting YES. MOTION CARRIED \ ., -City Clerk read petition 'for .Street Vacation from City of Auburn Cemetefy~;fo'r 328th Street situated between Lot 51 and Lo,t 60 of the West Auburn Five Acre Tracts::" Yt was moved by Lea, seconded by Craig, that the City Attorney, be instructed to prepare ;.necessary Resolution setting public hearing on petition-for Street Vacation.. MOTION CARRIED. AUDIENCE PARTICIPATION 13ir. Ted Fitzgerald ,presented a;petition-.protesting the proposed plans for the construction of a service station by the Time pit Company or any other oil company on property bordered by 17th St. S. E. on the South of A'Streef SE dh the West and 16th Stz?eet SE on the North, petition contained eleven names. Petition was'revieWed by the Council and Niayor and filed with the City Clerk. Ralph Ripley asked when the City was going to fix the signal light at Auburn Avenue NE and Main Street. Mayor Kersey advised that this matter would be looked into. ~ -1- AUBURN, WASHINGTON MONDAY SEPTEMBk,R 20, l~a?6 RECOMMENDATIONS The following items were submitted by the Department of Planning and., Community Development for Council approval: ~ ~ The request of SEA Engineers and J. J. Harkey Company for the ,approval of the Final Plat of Rivervista Estate Division No. 1 located adjacent to the Green River between 14th 5t. N.E. and the existing Riverview Drive in the Plat of Green River Gardens. Application No. P-2-75. It was moved by Lea, seconded by Craig, that the Council approve the request of SEA Engineers and J. J. Harkey Company final plat of Rivervista Estate Division No. 1 and the City Attorney e instructed to draw up the necessary ordinance. LL CALL VOTE: All Councilmen voting YES. MOTION CARRIED For review and approval the plans for a self-service gasoline service station on a parcel of land between 16th and 17th St. S.E. on the east side. of "A" St. S.E., Time Oil Service Station. It was moved by Lea, seconded by Craig, that the Council authorize and approve the plans for self-service station and encompassing the plans as submitted to inclixde six foot higrr screen fence and a stipulation that t'rrere will be no servicing of automobiles on the premises and incorporating the Planning Commission and Planning Department recommendations.. ROLL CALL VOTE: ,Councilman Lea, Roegner, Kitchell, and Craig voting YP;5. Councilman Larson and Anderson ABSTAINED. Councilman Flech~g excused. MOTION CARRIr'D C.r. ~~•• Call for Public Hearing on the request of Ron Murray & Associates for a Conditional Use Permit on a parcel of land located on the north side of 29th St. S.E. approximately ~a 301 feet east of "M"Street S.E. zoned R-3 (Duplex) for the construction of a six ,,,. "°" plex building in lieu of three duplex units. (Application No. 26-76) ~.:, : . Call for public hearing on the request of Robert L. Porter to rezone from R-3 (Suplex) to R-4 (Multi-Family) a parcel of land 14,250 sq. ft. in size located on the southeast corner of 15th and "B" Streets S.E. (Application No. 25-76) Call for hearing on the request of Norman G. Heutmaker, Jr., to rezone from C-1 (Light Commercial to C-3 (Heavy Commercial) a parcel of land 9906 sq. ft. in size located at 1021 Auburn Way South. (Application No. 27-76) __ It was moved by Craig, seconded by Larson, that Public Hearing be-field on October 4, 1976 on Application No. 25-76, 26-76 and 27-76. ' MOTION CARRIED The following item was submitted by the Department of Public Works for Council approval: Authority to call for bids for Street Imp. 190, street repairs "F" St. S.E., Main to 2nd S.E., bulbed section "F" St. S.E., S of 4th, and "G" St. S.E., S. of Main. It is also requested this project be funded by use of 1/2 cent Gas Tax Funds. It was moved by Lea, seconded by Anderson, that the Department of Public Works be authorized to call for bids for Street Imp. 190 and this project be funded by use of 1/2 cent Gas Tax Funds. ROLL CALL VOTE: All Councilmen voting YES. MOTION CARRIED PROCLAMATIONS, APPOINTMENTS AND ANNOUNCEMENTS Mayor Kersey announced there would be a meeting at 7:30 P.M., Wednesday, September 22, 1976 t Kent City Hall for a hearing on increase of transit fares. t the request of Donald C. Sutcliffe, Regional Commissioner for Region X, Department of ealth, Education & Welfare, Social Security Administration, the Mayor presented a certificate to John Holmes and the staff of the Auburn City Library, as a token of appreciation for efforts in making the programs of Social Security and Supplemental Security Income more understandable and available to the Citizens of the Auburn Community. Mr. Holmes accepted the certificate. COUNCIL COMMITTEE REPORTS MUNICIPAL BUILDING CODES COMMITTEE - Chairman Roegner It was moved by Roegner, seconded by Larson, that the Mayor and Planning Department be authorized to submit an application to EDA for funds under the Public Works Employment Bill.
