ROLL CALL COUNCILMEN PRESENT: Councilmen Roegner, Kitchell, Craig, Larsan, Anderson, Flechsig and Lea. APPROVAL OF MINUTES It was moved by Flechsig, seconded by Lea, that the October 4, 1976 council meeting minutes be approved as mailed. MOTION CARRIED CORRESPONDENCE The City Clerk read a zone change application from John T. Jones, requesting change of zoning from C-1 (Light Commercial) to C-3 (Heavy Commercial) for property located at 710 Auburn Way South (Application 30-76) It was moved by F1echssig, seconded by Lea, that Application 30-76 be referred to the Planning Commission. MOTION CARRIED AUDIENCE PARTICIPATION Roberta Morley, City Archivist, explained the city's historical booklet which is being developed with funds approved by the Finance Committee. BID. OPENINGS Bids were recei ved on Ca11 for Bids at 11:00 a.m., October 12, 1976, for the reconstruc- tion and repair of streets in "F" Street S. E. and "G" Street S. Funding: $10,000 for .the sidewalk repair from Community Block Grant Funds, remainder 1/24 Gas Tax Monies. It was moved by Lea, seconded by Flechsig, that Contract 76-10 be awarded to West .Coast Construction Co., on their Iow bid of $32,787.50, that the Mayor and City Clerk be authorized to sign the, contract, that hid bonds be returned to Valley Cement Construction and Morris Construction upon signing of the contract. MOTION CARRIED MONDAY OCTOBER 18, 1976 Bids were received on Call for Bids at 10:00 a.m., October 18, 1976, for the construction of Contract No. 76-11, Storm Sewer Imp. #l, Cemetery area. Hanson Excavating and Renton Construction Co., Inc. be returned, and that the-bid bonds of National Construction and Skip Jacobsen Construction be returned upon signing of the contract. ROLL CALL VOTE: A11 councilmen voting yes.. MOTION. CARRIED The Director of Public Works reported that some of the bidders on this contract were annoyed that Frank Coluccio Construction submitted only the one basic bid and no alternate bid. He explained that the basic bid specified use of concrete pipe and the alternate bid specified use of aluminum pipe. The City Attorney confirmed that the Frank Coluccio Construction bid is a proper bid as submitted. RECOMMENDATIONS The following items are submitted by the Department of Planning and Community Development for Council approval: Ca11 for Public Hearing on the request of Norman S. Hodges to rezone from R-1 (Single Family) to R-4 (Multiple Family) property Zocated at 924."M" St. S. E. (Application 24-76) Call for Public Hearing on the request. of Auburn Security Corp. DBA Green Acres REst Home for a Conditional Use Permit to construct addition to the. ,existing rest home at 414 17th Street S. E. (Application 28-76) Ca11 for Public Hearing on the request of River Glade Inc. to rezone from R-4 (Multiple family) to R-TP (Mobile Home Park) on a parcel of land lying east of "A" Street S. E. between 41st St. S. E. and the Stuck River. (App. 29-76) It was moved by Lea, seconded by Larson, that a Public Hearing be held November 1, 1976 at the City Council Meeting on Applications 24-76, 28-76 and 29-76. ' MOTION CARRIED PROCLAMATIONS, APPOINTMENTS AND ANNOUNCEMENTS Mayor Kersey noted there has been some confusion among citizens about eligibility for the reduced water, sewer and garbage rate offered by the city for the elderly and the disabled. CODES COMMITTEE - Chairman Larson The minutes of the October 12, 1976 committee meeting are a matter of public record. It was moved by Larson, seconded by Kitchell that the City of Auburn endeavor to work wi .the. Chamber of Commerce to sponsor a July 4, 1977 celebration similar to the one held Ju 4, 1976. MOTION CARRIED The next committee meeting will be held November 9, 1976, 7:30 p.m. PUBLIC SAFETY COMMITTEE -.Chairman Anderson It was moved by Anderson, seconded by Roegner, that funds from. the Police Department and the Fire Department be allocated to pay the City of Auburn's share of expenses for the Va13ey Communication Center for the months of -0ctober and NdVember, 1976. ROLL CALL VOTE: A11 councilmen voting YES. MOTION CARRIED The next meeting of the committee .will be October 19, 1976,. 7:30 p.m. FINANCE COMMITTEE - Chairman Flechsig The minutes of the October 14,.1976 meeting are a matter of public record. It was moved by Flechsirg, seconded by Lea that the full. amount of the computer room remodel project be paid in the amount of $9,267.89, and for correction of BARS object code in 014-514-260. ROLL CALL VOTE: All councilmen voting YES. MOTION CARRIED It was moved by Flechsig, seconded. by Lea, that the City of Auburn approve the Fire Fighters Union contract for 1977, and that the Mayor and City Clerk be authorized to si gn the contract. The motion was tabled until later in the ,meeting, for further discussion.
