Industry for approval of a Preliminary Plat to be known as Auburn Park of Industry
Division No. 2 located on a 40 ar..rc site at the northwest corner of I5th St. N.W.
and the West Valley H:ighway. (Applicat_ion P-4-78) The Planning Cornmissi.on recommends
approval of the Preliminary Plat with the following provisions: (1) That additional
right of way be givc_~n on the Plest Va11ey Highway to provide for a future fifth
lane (two way left tarn) and for a deceleration Lane. (2) That when designing
the improvements consideration be given to dF~veloping a storm water retention
system that wi11 ret=ain the storm water on the site and release it at a rate
which existed prior to development. (3) That the owner and/or developer prepare
the plans and specifications for all the public improvements and submit them
to the Public Works Department for their approval.
Norval Latimer, arch.i.tect for Auburn Park of Industry, expressed his appreciation
of the cooperation he had received frorn the city on the request and added that
he was in the audience to answer any questions.

Partnership for a Conditional Used Permit to construct_ a 32 unit apartment complex
on a parcel of land 46,500 sq. ft_. in size zoned C-1 commercial located on
the south side cif 8th St. N.E. approxirnat_e r1 180 feet west of Harvey Foad.
(Application 31-78) The P1ann~;ng Commission recommends approval of this request
because the profx~sed uses vaill conform to the Comprehensive Land Use Plan,
the multi-farrri.ly uses would be considered as a down zoning of the property
and wou_1d be less detrimental to surrounding properties than a retail develop-
ment, and that the following provisions be .incorporated into the permit: (1)
That the natural trees and vegetation, cxist.ing ,between a point 5 feet west

are revised for buildings A,B,D, & E to change the parking which will not
require the cars to back out onto 21st or 22nd Streets and to provide for

Hitchcock asked Pat Nevins if Marv Seabrands' recommendation for some form
of on-sit_e retE~ntion because of the storm sewer in the area being limited
would incur additional expense to residents on 22nd N.E.
Pat Nevins responded that if it was developed according to the recommendations
there would be no more runoff than before.
It was moved by Larson, seconded 1;y Craig, that the request of Person, Klontz

city attorney instructed to draw up the necessary ordinance to include the
recommendations of the Planning Commission and the city engineer.

Pat Nevins asked that the minutes of the July 17, 1978,council meet%ng be changed
to more clearly reflect his statements regarding the driveway and sidewalk problers-s
with Raven Transfer Co. The minutes stated, "A1.so, Mr. Nevins noted he had not
had an opportunity to review Mr. Raven's letter but it appeared that Mr, Raven
had not been given a driveway on "A" St. S.ia. so he wanted one on 3rd Street."
They should read, ".....but it appeared that Mr. Raven felt he had not been given
an adequate size driveway on "A",Street N.W. so he was asking for a larger one
on 3rd St. N.W."
