The regular meeting of the Auburn City Council convened at B:OO p.m. in the Auburn
School District Administration Building Board Room.
ROLL CALL
COUNCILMEN PRESENT: Councilmen Roegner, Kitchell, Craig, Larson, Hitchcock
and Lea.
COUNCIZ,.'hAN EXCUSED: Councilman Flechsig.
It was moved by Roegner, seconded by Kitchell, that the minutes of the October 2, 1978,
council meeting be approved as mailed.

PUBLIC HEARIIJGS
1. Mayor Kersey declared the public hearing open on the request of TransCanada
Enterprises, Ltd. to rezone from Unclassified to R-2, R-3 and R-4 property located
on the south side of the Stuck River approximately 1 mile east of "R" Street S.E.
(Appli.cation 39-77) The Planning Commission recommends approval of the request
for R-2 (Single Family) zoning which is in conformance with the Comprehensive
Land Use Plan, and that the request of the R-3 (Duplex) and R-4 (.Multi-Family)
zoning be denied. In addition, no approval is to be granted until the Flood
Control Zone Permit is approved on the property.
The city clerk read a letter from David R. Millard, representing TransCanada
Enterprises, Ltd.,. asking that the rezone for this property (Application 39-77)
and another piece of property also to be considered in a separate public hearing
(Application 40-78) be postponed or tabled until notified otherwise.
It was moved by Roegner, seconded by Larson, that applications 39-77 and 40-78
be continued until the regular Council meeting of December 18, 1978 and that
the petitioner lie required to pay for publication of the continuance.

(Single Family) property located 1/2 mile. east of "R" Street S.E. south of the

was continued as acted upon in the previous hearing..
3. Mayor Kersey declared the public hearing open.. on an amendment to the Subdivision
Ordinance. under Title 17, repealinq'Sections 17.08.110, 17.28.070, 17.36.010 and
17.36.020 in their entirety and creating new sections to be known as 17.08.065,
17.08.110, 17..24.260, 17.28.070, 17.36.010 and 17.36.020 to provide for Large
Lot Subdivisions: The Planning Commission recommends approval of the Large
.Subdivision Ordinance because it will fill a-.gap in the present Subdivision
Ordinance betwe~an Short Subdivisions and regular plats and will provide for
variances to the required conditions.
No one in the audience spoke for or against the amendment.
It was moved by Crai_y, seconded by Larson, that the public hearing be closed.

RECOMMENDATIONS
The Department of Planning and Community Development recommends a call for public
hearing on the following:
1. The request. of Robert and Joan Kohn to rezone from R-2 (Single Family) to a
Conditional Use Permit to establish a day care center and montessori school
on a parcel of land located on the north side of 4th St. N.E, in the 900 block

It was moved by Larson, seconded by Craig, that a public hearing be .held November 6,
1978, before the City Council at the Auburn School District Administration Building,
at 8:00 p.m. on applications 41, 43, 44 and 45-78 and P-7-78.

The Department of Public Works recommends the following for council approval:
1. Pay Estimate No. 9 to Moss Construction Co. for St. Imp. 187 construction, East
Main Street, in the amount of $18,189.10.

plus $14,165.00 retainage.

It was moved by Roegner, seconded by Kitchell, to approve Pay Estimate Invoice No. 37
to Mel Streeter for architectural services and construction supervision on the new
city hall in the amount of $1,244.82.

It was moved by Larson, seconded by Roegner, to approve a request by Dan and Robert
Hoyt for a Class A,C,F., 6 F Ziquor. license to sell beer and wine at a restaurant to
be .opened at 602 Auburn Way North after the Auburn Police Department moves to its new
quarters.

It was moved by Larson, seconded by Roeyner, that -the Park's Department two Massey
Ferguson lawn mowers Models MFBK be declared surplus and authority be given to sell
them at the next auction.

OLD BUSINESS
The request to annex approximately 240 acres of Zand lying between the present north
city limits and S. 277th Street and lying between the Valley Freeway and the Burlington
Northern Railroad Right of Way was again brought before the Council.
Lea asked George Schuler what the general feeling was of the residents in the area.
Schuler responded that there was only one resident who had not signed the petition.
Lea asked who was requesting the annexation. Schuler answered that it was requested
by a number of the property owners.
Hitchcock asked what the various committee's recommendations were. Schuler stated
that the area was virtually undeveloped and that utilities would have to be put in
at the owner's expense. The zoning is presently agricultural under Kinq County. If
the land was annexed it would be zoned Unclassified and each request would have to
be considered under its own merits. Kowever, the Comprehensive Land Use Plan projects
that area as industrial.
Craig said it appeared that the petitioners could not get zoning for development
through Kir.g County so they have come to the City for annexation. He wanted to know
what good it is going to do for the City. It helps the City because we get more
money, however, I think we should approach this with very serious reservations because
it would cost property owners considerable money for development such as utilities.
He stated he would vote against it.
Hitchcock said he felt it tied in with our overall plan for the north end area. He
stated he thought the request of the citizens should be accepted.
Lea stated that he was in favor of the annexation. Eventually it was hoped to have
a fire facility in the north end in the industrial area anyway.
Roegner added that a fire facility was a Zong way off. Presently, the Fire and Police
Departments are being pushed to the limits. It would be difficult to a.sk them to
take on the added area. He stated he didn't think the City of Auburn could realize
any positive monetary benefits.
Larson commented that the Council was not annexing the property tonight but just
approving that it be sent to the King County Boundary Review Board. The property
would have:. to be zoned anyway so the Council still would maintain control of development.
It was moved by Hitchcock, seconded by Lea, to forward the request for annexation to
the King County Boundary Review Board with favorable comments from the Council.

Councilmen Roegner and Craiq voting NO.
