The regular meeting of the Auburn City Council convened at 8:00 p.m. in the Auburn
Schoo.Z District Administration Building Board Room.
ROLL CALL
COUNCILMEN PRESENT: Councilmen Roegner, Kitchell, Larson, Hitchcock and
Lea.
COUNCILMEN EXC[I5ED: Councilmen Craig and Flechsig.
It was moved by Larson, seconded by Kitchell, that the minutes of the October 16, 1978,
council meeting be approved as mailed.
MOTION CARRIED
PUBLIC HEARINGS
1. Mayor Kersey declared the public hearing open on the Final Assessment Ro11 for
L.I.D. 291, street construction on 8th Street S.E. from "B" Street S.E. to Auburn
Way South. No one in the audience spoke for or against the final assessment
roll.
It wa.s moved by Larson, seconded by Kitchell, that the public hearing be closed.
MOTION CARRIED
It was moved by Larson, seconded by Roegner, that the Final Assessment Ro11
for L.I.D. 291 be confirmed and the city attorney be instructed to draw up the
necessary ordinance approving and confirming the assessments and the assessment
ro11.

2, Mayor Kersey declared the public hearing open on the request of Robert and Joan
Kohn requesting a Conditional Use Pez•mit on property zoned R-2 (Single Family)
to establish a day care center and montessori school on a parcel of land located
on the north side of 4th Street N.F.. in the 900 block AKA 919 4th Street N.E.
(Application 41-78) The Planning Commission recommends approval of this request
because it will conform to the Comprehensive Land Use Plan and will conform to
existing and planned uses in the area.
Joan Kohn, 28440 -48th Avenue, applicant for the Conditional Use Permit, stated
that the day care center would fit in with the uses of the street and the design
would fit in with existing uses in the area.
Julie Burgess, 2704 4th Street, spoke in support of the Conditional Use Permit.
Mary VanF.1k, 3035 l.8th S.E., also spoke in support of the Conditional Use Permit.
Carla Post, .1088 4th Street N.E., stated she felt the question was not whether
the school was good for the children but rather what effect it would have on
the traffic and the valuation of homes in the area.
Mz•s. McElreath, 1004 4th N.E., stated she was not against the school, however,
she Zived directly across from the school and felt the area should remain residential.
Father O1.iver Skanse, St. Matthews's Luthern Church, landlord for the present
school, spoke in favor of the Conditional Use Permit stating it seemed logical
to allow another school in this area. He added that he was aware that the Kohn's
had searched for another piece of property and had been unable to find one.
M.r. Simms, 1031 4th N.F,., stated he was not against the school itself and the
quality shouldn't really enter into it. He said he Zived next to school and
presently has to watch carefully when he backs out of his driveway because of
school buses, Metro buses and school traffic. He expressed his desire to keep
the area residential. Also, he asked what the Planning Commission meant by
planned uses in the area.
Joan DuFresne, 12.219 S.F.. 317th Place, employee of the Pink Tower Preschool,
stated shc~ knew how long and hard the Kohn's had searched for a place. They
have no g1e ce t:o go.

Chuck Myrick, 29103 46th Place South, expressed his hope that the school would
be permitted togo ahead as requested.
Carla Post, 1088 4th Street N.E., restated that she was very much concerned with
the use o.f the land.
It was moved by Larson, seconded by Roegner, that the public hearing be closed.
MOTION CARRIED
Councilman Larson remarked that 4th Street almost had as much traffic as it
could bear. He said he would have to vote against the request.
Councilman Roegner asked Mrs. Kohn what age would the children be? Would she
havF~~ mainly preschoolers?
Mrs. Kohn responded she had hope to expand from preschoolers to accommodate
children after school.
Councilman Hitchcock asked George Schuler for an explanation of whether this
request is for a rezone or a Conditional Use Permit and how a Conditional Use
r^ Permit would affect planned use .for the property.
lrnJ Schu7r.r responded that this request is a Conditional Use Permit which permits
a c~,ange in the present use of the property. The Comprehensive Land Use Plan
W permits ibis type of pernut because the future use is planned for multi-family
Q which allows such uses as doctor's offices, professional services and of the type
now in question.

Councilman Lea asked what would happen if the school closed its doors? Would
the p.rope.rty revert back to R-2 zoning. Schuler answered that that was correct
because you are not changing the zoning with a Conditional Use Permit.
FI_i.tchcock asked Schuler if there was a nose count of how much more traffic would
be added. Schuler answered no.
Mrs. Kohn added that she had hoped to be licensed for about 120 children.
Hitchcock asked how many would be arriving by car and at what time.
Mrs. Kohn said she wasn't sure how many would be arriving by car. The times
would be from 6 to 9 a.m. and 3 to 6 p.m. She added that .they plan to have
a circular driveway where the children will be dropped off.
Hitchcock asked if that meant there would be no use of public roads for parking.
M.rs. Kohn replied .yes that is what they had in mind.
It was moved by Lea, seconded by Larson, to deny the request of Robert and Joan
Kohn for. a Conditional Use Permit to establish a day care center and montessori
school at 9.19 4th Street N.E'.
ROLL CALL VOTE': Councilmen Lea, Kitchell, and Larson voting YES.
Councilmen Roegner and Hitchcock voting NO.

3. Mayor Kersey declared the public hearing open on the request of Joe Neff to rezone
from Unclassified to M-1 (Light Industrial a parcel of land 34.73 acres in size
located approximately 1300 feet north of 15th Street N.W. and Zying between the
Valley Freeway and the Chicago Milwaukee Railroad right of way (Application 43-78)
The Planning Commission recommends approval of this request because it wi1.Z conform
to the Comprehensive Land Use Plan and will conform to existing and planned develop-
ment .in the area.
No one in the' audience spoke for or against the request.

4. Mayor Kersey declared the public hearing open on the request of John D. Wadkins
to rezone from C-1 (Light Commercial) to R-4 (Multi-Family) a parcel of Land 4.32
acres in size Lying 130 feet north of 21st Street S.E. and 110 feet east of "M"
Street S.E. behind the existing bowling alley. (Application 44-78) The Planning
Commission recommends approval of this request because it will be a down-zoning
of the property and further recommends that the primary access to the property
be designated to be located on Howard Road. Also provided that the following
pr•ovi.sions are incorporated into a separate agreement: (1) That a secondary acres
to the relocated Howard Road be provided to provide ingress and egress and to
provide additional access for emergency vehicles, (2) That any apartment constructed
with any portion of the building with 100 feet of the south or west property Zine
shall be restricted to one-story in height, (3) If a parking lot is constructed
adjoining the south or west line, a 25 foot landscaped area shaZ1 be constructed
between the parking lot and the south or west p.ropert_y line.

5. Mayor Kersey declared the public hearing open on the request of John Monson and
Henry Gretzner to rezone from Unclassified to R-1 (Single Family) a parcel
of land approximately 36 acres in size 1_ying on the south side of Oravetz Road
in the 2200 block. (Applicatiion 45-78) The P1anniing Commission recommends
approval of this .request because it wi.11 conform to the Comprehensive Land Use
Plan and other p.Zanned uses in the general area.

6. Mayor Kersey declared the public hearing open on the request of Richard G. Butko
for approval of a prell:m.inary plat to be known as Forest Hi11s containing 108
Zots and located between the OravE-~tz Road and the King County line in the 2200
block. (Application P-7-78) The Planning Commission .recommends approval of
their preliminarci plat to be known as Forest Hi11s Add_it:ion and that the owner
<~nd/or eny.inc:per submi t to the Public Works Department fo.r their approval
the plans and spc~cficat.ions for all public improvements and further that this
approval be subject to providing a future street access to the westerly property
Line in the vicinity of Zots 66 or. 67. This would allow access to future subdivisi
to the west and w.i11. provide future access .for emergency vehicles.

of America, reported that no further information has been received from the attorney
representing the new owners of Auburn Manor regarding their proposal to condominiunize.
Jack Bere.iter said that he was working on a recommendation to the Council.
RECOMMENDATIONS
The Department of Public Works recommends the following for council approval:
1. Pay F,st_imate No. 1 to Coluccio Construction Co. for LID 294, sanitary sewer
construction in the area of 15th Street N.W. and West Valley Highway, Contract
78-11, in the amount of $222,995.77.
