The regular meeting of the Auburn City Council convened at 8:00 p.m. in the Auburn
School District Administration Building Board Room.
ROLL CALL
COUNCILMEN F'RESF,NT: Councilmen Roegner, Kitchell, Craig, Larson, Hitchcock
and Lea.
COUNCILMAN EXCUSED: Councilman Flechsig.
It was moved by Larson, seconded by Craiy, that the minutes of the November 6, 1978,
council meeting be approved with the correction under Council Committee Reports, Page
Utilities Committee. Councilman Larson was incorrectly Listed as Vice-Chairman and
the motion authorizing submission of a grant application for an electric car should '-
include the stipulation that the car. be yellow.

PUBLIC HEARINGS
1. Mayor Kersey declared the public hearing open on funding and priorities of the
197-80 Community Block Grant Program. Mayor Kersey covered the priorities
as r commended to the council by the Human Resource and Planning and Community
Development Committees.
Dorothy Swanberg, 2704 "I" N.E., representing Valley Cities Mental Health,
spoke in support of their request for funding and stated she would be glad
to answer any questions.
It was rnoved by Ror_gner, seconded by Kitchell, that the public hearing be closed.
MOTION CARRIED
Councilmen Craig and Hitchcock asked George Schuler which part of the funding
was guaranteed. Schuler responded the Population Funds were guaranteed while
the Needs Funds were not.
It was moved by Roegner, seconded by Craig, that Resolution No. 930, entitled
"A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AUBURN, WASHINGTON, AUTHORIZING
AUBURN CITY MAYOR STANLEY P. KERSEY, TO APPLY FOR BLOCK GRANT FUNDING TO KING
COUNTY FOR THE PROJECTS AND FUNDS AND BASED UPON THE PRIORITIES HEREINAFTER SET
FORTH," be adopted.

2. Mayor Kersey declared the public hearing open on the 1979 Revenue Sharing Budget
and the 1979 City Budget. The City intends tb utilize its revenue sharing entitle-
ment of $300,000 for Public Safety (Fire Suppression) salaries. The City's 1979
budget approximates $22 million. General fund expenditures are approximately
$4.i million. Federal Revenue Shar.inq expenditures of $300,000 represent less
than 2 0 of the City's total budget. Any ci ti zen may present written and/or
ora:' co~nmc~;;ts and ssk questions concerning the entire budget and the relationship
of R~rvf~rxrc~ Sn<<rin.q e°~1t.:tlcment funds to the entire budget.

Mayor Kersey noted three letters he had received; one from Thomas Simms supporting
denial of the Conditional Ilse Permit and two supporting approval of the Conditional

Ken Thompson reported to the Council that there was a question over what to do with
the $36,000 + in property taxes that King County has indicated was the amount the
City had not received because utility company proper-ties had been underassessed for
several years. If the Counc_i1 wanted to receive the $36,000 +, which has already
been utilized in computation of the budget, then Ordinance No. 3331 and 3337 should
be passed. Lf the Council wanted the $36,000 + to be returned to the citizens of
Auburn through reduced property taxes, then no action need be taken.
