It was moved by Craig, seconded by Larson, that Change Order No. 1 to Contract 78-10, San. Sewer Impr. #39, with Valley Cement Concrete Co. in the amount of approximately $37,000 be approved. Section of AWWA meeting in Portland, May 8th and 9th. MOTION CARRIED 6. The following utility adjustments are zecommended: a. 128 West Main Street (Lincoln Apartments) -adjustment of $98.24 to sanitary sewer bill due to water service line break. b. 102 West Main Street - (Pastime Tavern) - adjustment of $33.17 to sanitary sewer bill due to water line break. c. 107 "H" Street S.E. (Don Sloan) - adjustment of $19.26 to sanitary sewer bill due to water service Zine break contingent on further investigation of the staff to confirm this address is other than single family. d. 1018 28th Street S.E. MOTION CARRIED Planning & Community Develo~ent Committee - Chairwoman Lillian Kitchell It was moved by Kitc:~e11, seconded by Larson, to award the bid for construction of a restroom and spray pool in City Park to Mayer Construction Company for their low bid for Schedule A & B and Alternates (excluding #1) in the amount of $86,330 plus $4,661.82 Washington State Sales Tax. Finance Committee - Vice-Chairman John Lea It was moved by Lea, seconded by Craig, to authorize costs for appraising the fire station and property be paid from the City Administration budget in the general fund. MOTION CARRIED Resolution No. 971 It was moved by Larson, seconded by Hitchcock, that Resolution No. 971, entitled, "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AUBURN, WASHINGTON, AUTHORIZING THE MAYOR AND CITY CLERK OF THE CITY OF AUBURN, TO EXECUTE A LEASE BETWEEN THE CITY OF AUBURN AND THE DEPARTMENT OF TRANSPORATION, FEDERAL AVIATION ADMINISTRATION, FOR THE INSTALLATION OF A VISUAL APPROACH SLOPE INDICATOR ON LAND SITUATED AT THE AUBURN MUNICIPAL AIRPORT," be adopted. ROLL CALL VOTE: All Councilmembers voted YES. MOTION CARRIED Resolution No. 972 Passed under Finance Committee Report MISCELLANEOIJ5 BUSINESS Councilmember Craig called the Councilmembers' attention to his memo of April 11, 1979. He noted item five was incorrect in that the City of Auburn could save over $36,000 a year rather than $25,000. Also, the value of the property could vary according to how it was sold. It was moved by Craig, seconded by Hitchcock, to put the question of continued opera- tion of the Airport by the City of Auburn or under anybody's ownership to a erote of the citizens. Councilmember Roegner asked Jack Bez•eiter if the matter was a moot issue since the Council had voted at the April 2, 1979, Council meeting to continue operation o.f the Airport. Jack Bereiter responded that he felt this was a different issue since it involved putting the matter on a ballot before the people and the issue was not moot. He added the Council still had the decision even with a vote of the citizens since it would just be an advisory ballot. Councilrnembcr Larson stated he was against any de.Zay.The attorney general has given the City a20 - 3U day uxtontion, however, he was concerned they marl not wait another 3 - 4 months. Also, the !'.A.A.'s Fiscal year ends in July and the City could jeopardize Funding from them. He also added the $4 million which could be received from the sale of the Airport could be offset by a law suit of up to $10 million by the City -7- 24~ AUBURN, WASHINGTON _ MONDAY APRIL 16, 1979 breaking its present leases. Councilmember Hitchcock stated the issue had never been given to the people and he felt the public had a right to the opportunity to voice their opinion. Councilmember Roegner pointed out a section of the Washington Appraisal Service Report that indicated the area in question would not be put to its best use in indus- trial development because of the high risk involved. Councilmember Craig disagreed that the section quoted applied to the area of the Airport. Councilmember Lea wondered about the risks involved in passing the motion tonight. He noted Jim Turner, the attorney retained by the Covncil to give some possible alternatives to the Airport problems, had responded by a letter that had just been received. He felt there was a need for more time to digest the information Mr. Turner had submitted plus a financial report by Ken Thompson. He added he felt it was untimely to put the matter to a vote. Councilmember Craig expressed further concerns over the lease and added he felt the various Councilmembers were doing the best they could and the problems seemed to be one of just a difference of opinion. ROLL CALL VOTE: Councilmembers Craig and Hitchcock voted YES. Councilmembers Larson, Lea, Roegner and Kitchell voted N0. MOTION FAILED Councilmember Lea suggested the Council hold a workshop to discuss Mr. Turner's letter and other recent information on the Airport.
