Flechsig noted Chief Wilson had stated the police could provide necessary services but as ttze~ comzrrunity grows there would be a problem in maintaining the same level of pr~~tection. He fe.it if they were in a larger area it could then attract undes.irabl es . i~ Mark Shivers, 703 N.E. 43rd St,, Seattle, manager of the proposed game center, presented a petition s.igneci lay 1.51 neighbors surrounding the Vi11a Plaza Shopping Center who .szzpported the recreation center. He also submitted six letters from business owners near a We=ilco Co;npany recreation game center in Northgate which gave favorable comments on the aperatian of t3?e Northgate center, Mika Kyle, 27088 "J`° Street N.E., resident in the Villa Plaza Shopping Center area, stated he was afraid .it wou.Zd be difficult to police the area outside and the parking Zot could turn iota a place where kids hang out. He said he was a former police officer in Florida arad when so.meth.ing ,such as this recreational center was put into an area, there was an immediate increase in trespassing, narcotics, etc. He expressed furfher concern the centc:,r would cause problems with students being truant to be at the center. Roegner indi.caL-ed the hours of opening would coincide with the closing of school„ Mark Shivers confirmed the hours would be 2 p.m. to midnight during the summer acrd 2:30 - 3:00 p.m, to midnight during the school year. Hitchcock noted he lived across the street from the Vi11a Plaza Shopping Center and he had not been approached to sign a petition, Roegner reported the thorxghts of the Planning & Community Development Committee. He cited the Jr;ne 5, ZA79, .letter of tl-ie City Attorney giving the opinion the recreational center is an allowable use' uxzder neighborhood shopping center zoning. He said it was the Committee's <~pinion this would not be just a neighborhood function but rather would be a rczgional furrtion and the Committee did not wish this use. IL was moved by Roegner, seconded by Kitceell, that the request for the use of a family recreatiorzaZ game center be denied. Larson stated he felt game centers serve a very good function. The Gold Mine at the SeaTac Mall. entertained children while their parents shopped. Craig stated i.f t,'ze zoning ordinance clearly allows a game center, personal preferences should not sway tfzc Council's decision. He added if there is some concern about control of the hours the ~>rdinance should be modified. He said it was unclear to him whether it- was a legal use oz• not.
