AN ORDINANCE OF THE CITY OF AUBURN, WASHINGTON, REPEALING AUBURN CITY ORDINANCE
NO. 3249 (PASSED FEBRUARY 21, 1978) AND CREATING A NEW ORDINANCE
ESTABLISHING GARBAGE AND REFUSE COLLECTION RATES AND DETACHABLE
CONTAINER RENTALS TO BE CHARGED RESIDENTIAL AND COMMERCIAL PRO-
PERTIES BY THE CITY, COMMENCING FEBRUARY 28, 1981, AND THEREAFTER
REPEALING ALL ORDINANCES AND SECTIONS OF ORDINANCES INSOFAR AS THEY
ARE IN CONFLICT WITH OR INCONSISTENT WITH THE PROVISIONS OF THIS
ORDINANCE.
THE CITY COUNCIL OF THE CITY OF AUBURN, WASHINGTON, DO ORDAIN AS
FOLLOWS:
Section 1. Auburn City Ordinance No. 3249, passed February 21, 1978,
is herewith repealed in its entirety.
Section 2. Effective with the February 28, 1981 billings, the monthly
rates to be charged by the City for garbage collection shall be as follows:

Garbage can rental rates shall include spring'clean-up projects,
garbage generated from all City buildings and parks, and street,refuse
disposal containers. Dump fees •for.the Spring clean-up will-be paid by the
City of Auburn.
Additional collections for garbage cans in excess of once a week
pick-up, or for additional cans shall be at the rate of One dollar and fifty-
seven cents ($1.57) for each additional can. Payment for collection in excess of
once each week pick-up for Dumpster Service Codes 10, 11, 12, and 13 shall be at
the monetary rate multiplied by the frequency of pick-up per week.
There shall be a minimum residential garbage collection charge of
Four Dollars and forty-one cents ($4.41) per occupied dwelling.

The above rates apply if hauling distance is less than six
(6) miles measured one way from point of origin to point
of disposal.
Mileage charge - The City shall charge One dollar and forty-
six cents ($1.46) per mile if hauling distance is more than
six (6) miles from point of origin to point of disposal and
return to point of origin. On Items 22, 31 and 34, stationary
compactor service and temporary services the disposal fee shall
be paid by the customer - billed by the City.
TEMPORARY SERVICE (i.e., Demolition Material)
When a container or containers, twenty (20) and thirty (3)
Cu. Yd. (Drop Boxes), are provided for temporary service,
the customer shall pay an initial delivery charge of fifteen
dollars and sixty-eight cents ($15.68) plus a minimum of two
dollars and twenty-four cents ($2.24) service charge per day
for each day or fraction thereof, the container is in service.
The material disposed of for temporary service does not
ordinarily contain putrescibles and may be disposed of
by weight. The customer shall therefore pay the dump fee
for each dump whether disposed of by weight or by the cubic
yard. The haul charge shall be as follows:

HOURLY CHARGE
Where the contractor privides the service of cleanup, the
hourly charge for a truck and driver shall be forty-four
dollars and eighty cents ($44.80) per hour and each extra
man shall be at the rate of twenty-two dollars and forty
cents ($22.40) per hour. Where hourly charges are made,
the customer shall pay the dump fee.
SPECIAL WASHING AND SANITIZING OF CONTAINERS AND DROP"BOXES
Customer requests for special steam cleaning and sanitizing
shall be at the rate of ten dollars and twenty-eight cents
($10.28) (including pickup and delivery) one one C1)_ and
two (2) cu. yd. containers, and twenty-nine dollars and
sixty-four cents ($29.64) (includes pickup and delivery)
on containers (drop boxes) ten (10) through fifty (50)
cu. yd.
SPECIAL AND/OR UNSCHEDULED CONTAINER DUMPS OF 1 AND 2 CU. YD. CONTAINERS
Special and/or unscheduled customer requests for additional
collection shall be at the rate of seven dollars and ninety-
seven cents ($7.97) for one (1) cu. yd. containers and eleven
dollars and fifty-one cents ($11.51) for two (2),cu. yd.
containers.
Section 3. Effective with,the February 28,..1981 billings, the monthly
rates to be charged by the City for commercial garbage collections of hotels,
restaurants, trailer courts and other like.businesses,and institutions-shall be
fixed by the Sanitation Supervisor of the City of Auburn, and subject to the
right of appeal to the City Council.
The Sanitation Supervisor, upon approval of the Utility Committee. of the
City Council, may negotiate with the Collector of Refuse and certain businesses
or industries where the volume of their garbage would indicate a rate other
than those specified in Section 2 hereof would be appropriate. Subsequent
to each negotiation, an agreement approved by the business or industry, the
Collector of Refuse and the Sanitation Supervisor shall be drawn.
Section 4. Effective with the February 28, 1981 billings, the following
rates shall be charged for providing of non-owned detachable refuse containers
for residential or commercial collections:

Twenty-five cubic yard $33.60 per month
Thirty cubic yard $39.20 per month
Thirty-five cubic yard $44.80 per month
Forty cubic yard $50.40 per month
Fifty cubic yard $56.00 per month
Provided, however, that persons, firms or corporations may furnish
their own detachable bulk containers on approval of the Sanitation Supervisor.
These containers shall be constructed so they can be readily picked up by the
Collector of Refuse.
Section 5. All ordinances or sections of ordinances in conflict with
or inconsistent with the provisions of this Ordinance are hereby repealed.
Section 6. A tariff naming rates for the transportation and disposal
of garbage refuse and trade waste is attached to this Ordinance and denominated
Exhibit "A", the terms of which are incorporated by reference herein, and which
will not be published with this Ordinance, but three (3) copies thereof will be
on file with the Auburn City Clerk and available for public perusal.
Section 7. This Ordinance shall take effect and be i'n force five (5)
days from and after its passage, approval and publication, as provided by law.

regular schedules for residential customers on an "on call"

can service not otherwise covered in this item.
