HomeMy WebLinkAbout06-15-2009FINANCE COMMITTEE WASHINGTON JUNE 15, 2009 MINUTES CALL TO ORDER Chair Nancy Backus called the meeting to order at 6:30 p.m. in the Council Conference Room at Auburn City Hall, located at 25 West Main Street in Auburn. Chair Backus, Vice Chair Peloza and Member Norman were present. Present during the meeting were Finance Director Shelley Coleman, City Attorney Daniel B. Heid, Human Resources and Risk/Property Management Director Brenda Heineman, Planning, Building and Community Director Cindy Baker, Storm Drainage Engineer Tim Carlaw, Employee Relations/Compensation Manager John Fletcher, Grant Writer Michael Wilson, and Deputy City Clerk Cathy Richardson. II. APPROVAL OF MINUTES A. Minutes of the June 1, 2009 Finance Committee meeting. Vice Chair Peloza moved to amend the June 1, 2009 Finance Committee minutes on Page 3, under discussion of Resolution No 4493, to add the words "and potential application for Mayoral boards and commissions" to the end of the first paragraph and approve the minutes. Member Norman seconded. MOTION CARRIED. 3-0. III. CONSENT ITEMS A. Vouchers 1. Claims F4.9.5 Claims check numbers 385898 through 386330 in the amount of $4,490,562.44 and one wire transfer in the amount of $4,904.00 and dated June 15, 2009. Payroll F4.9.2 Payroll check numbers 526648 to 526754 in the amount of $819,431.02 and electronic deposit transmissions in the amount of $1,148,716.22 for a grand total of $1,968,147.24 for the pay period covering May 28, 2009 to June 10, 2009. Committee members reviewed the consent items and briefly discussed claims vouchers 385898, 385932, 385937, 385982, 386010, 386040, 386056, 386259, 386062, 386161, and 386289. Vice Chair Peloza moved and Member Norman seconded to approve the Consent Agenda. MOTION CARRIED. 3-0. IV. ORDINANCES AND RESOLUTIONS A. Ordinances 1. Ordinance No. 6250 F4.11 An Ordinance of the City Council of the City of Auburn, Washington, amending Sections 3.04.600 and 3.04.610 of the Auburn City Code relating to funds Committee members reviewed Ordinance No. 6250. Vice Chair Peloza moved and Member Norman seconded to approve and forward Ordinance No. 6250 to the full Council. MOTION CARRIED. 3-0. B. Resolutions 1. Resolution No. 4496 A3.12.5 A Resolution of the City Council of the City of Auburn, Washington, authorizing the Mayor and City Clerk to execute a contract for public defense services for July 1, 2009 - December 31, 2009 befinreen the City and the Law Offices of Matthew J. Rusnak Page 2 Finance Committee Minutes June 15, 2009 Director Heineman reported that the monthly rate for services provided by the contract remains the same and the extension is for an additional six months. Recent bid proposals received for public defense services were based on a per-case charge and, as case counts continue to increase, related costs could be very high if charged on a per-case basis. Staff are researching potential State grants in an effort to bring public defense services in-house. Vice Chair Peloza moved and Member Norman seconded to approve and forward to full Council Resolution No. 4496. MOTION CARRIED. 3-0. V. DISCUSSION ITEMS A. Resolution No. 4501 F5.4.11 A Resolution of the City Council of the City of Auburn, Washington, authorizing the Mayor to submit an application to the U.S. Economic Development Administration for a Public Works and Economic Development grant Chair Backus noted that as Resolution No. 4501 has been removed from this evening's City Council agenda, it will be moved from an action item to a discussion item for Finance Committee. Grant Writer Michael Wilson reported that the grant application deadline has been extended from June 18, 2009 to August 31, 2009 by the U.S. Economic Development Administration (EDA). This allows cities sufficient time to complete the State Historical Preservation Assessment (SHPA) requirement. A consultant will be engaged to perform a cultural and historical assessment of the downtown area. Mr. Wilson distributed estimated budgetary information sheets related to the downtown development and promenade project and downtown redevelopment infrastructure costs. Member Norman noted that some historical data may be available from the King County 4Culture heritage analysis. Committee members briefly discussed the scope of work and related costs for the historical assessment. Page 3 Finance Committee Minutes June 15, 2009 There was concurrence by Committee members to postpone Resolution No. 4501 until such time as it is brought forward for action to the City CounciL B. Resolution No. 4500 03.1 A Resolution of the City Council of the City of Auburn, Washington, extending the moratorium established by Resolution No. 4300, and as amended and extended by Resolution Numbers 4321, 4383, 4433 and 4459, on the filing of certain land use, building and grading permit applications in the drainage area contributing surface flows to Mill Creek Tributaries 0045, 0047, 0048 and 0053 as identified by King County and as defined herein, continuing to be effective for a period ending December 15, 2009, and setting a date for a public hearing Storm Drainage Engineer Tim Carlaw stated that Resolution No. 4500 extends the moratorium for an additional six months in order to allow sufficient time to complete the Comprehensive Storm Water Plan and to enlarge existing storm drainage facilities related to four projects up-slope of the moratorium area which are within the plan. The storm drainage facilities will be enlarged, each in two phases. The National Pollution Discharges Elimination System (NPDES) Phase II Permit must be adopted by Council by August 17, 2009 and must include the more stringent State equivalent drainage guidelines. Committee members briefly discussed Resolution No. 4500. C. Ordinance No. 6244 01.1 An Ordinance of the City Council of the City of Auburn, Washington, amending Sections 6.35.010, 6.35.020, 6.35.030, 6.35.035 and 6.35.040 of the Auburn City Code relating to dangerous dogs City Attorney Heid stated that Ordinance No. 6244 amends City Code to provide that if a dog is adjudicated, to be a dangerous dog in another jurisdiction, no additional requirements are necessary to deem the dog dangerous in the City of Auburn. It also increases the dangerous dog registration fee from $100 to $500. Page 4 Finance Committee Minutes June 15. 2009 Committee members reviewed the criteria related to deeming a dog dangerous. Member Norman expressed concerns regarding the increase to a $500 registration fee as she feared it would discourage dog owners from registering their dogs. Chair Backus concurred. Attorney Heid reported that a number of jurisdictions impose registration fees from $250 to $500. D. Resolution No. 4491 03.3.2, 05.1.2 A Resolution of the City Council of the City of Auburn, Washington, directing the Mayor to move forward with necessary steps to put into effect the City of Auburn Les Gove Community Campus Development Plans Committee members briefly discussed Resolution No. 4491. E. Resolution No. 4497 A3.16.3 A Resolution of the City Council of the City of Auburn, Washington, authorizing the Mayor and City Clerk to execute an Agreement befinreen the City of Auburn and Principled Solutions for consulting services Due to time constraints, Chair Backus suggested postponing discussion of Resolution No. 4497 to the next meeting. Committee members concurred. VI. ADJOURNMENT There being no further business to come before the Committee, the meeting adjourned at 7:30 p.m. APPROVED THE 0~'- DAY OF JULY 2009.
