AN ORDINANCE OF THE CITY OF AUBURN, WASHINGTON, REPEALING
SECTION 4(H) OF ORDINANCE NO. 4406 (PASSED FEB. 5, 1990)
4 ENTITLED "RECREATION SCHOLARSHIP FUND" AND ADDING A NEW SECTION
4(H) ENTITLED "LOW INCOME FEE POLICY".

WHEREAS, the City desires to establish a policy to allow
6
persons to qualify for financial assistance for recreation
7
program fees;

NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF AUBURN,
9
WASHINGTON, DO ORDAIN AS FOLLOWS:

SECTION 1. AMENDMENT. Section 4 (H) of Ordinance No. 4406
]]
entitled "Recreation Scholarship Fund", passed by the City

Council on February 5, 1990, is hereby repealed and a new
Section 4(H) is hereby enacted, entitled "Low Income Fee Policy"

to read as follows:

H. LOW INCOME FEE POLICY
GENERAL POLICIES

1. The applicant must qualify under the Family Income
18 Guidelines established by the City. The Family Income
Guidelines will be determined by the following:

a. The Department of Social and Health Services
20 current "Family Income Standard of Need" will be
used as the basis for establishing the Family
21 Income Guidelines.
22 b. Funding will be available at 100%, 75%, 50% and
25% levels depending on the family gross yearly
23 income.
24 The 100% funding level will be the current
"Family Income Standard of Need". The 75%
25 funding level will be the "Family Income Standard

of Need" increased by 10%. The 10% increase will
2 also be used to determine funding at the 50% and
25% levels.

3. If an individual receives funding at the 75%, 50% or
4 25% level then he/she will be required to pay the
difference in the activity registration fee prior to
5 participation.
4. Funds will only be used for Auburn Parks and
Recreation Department sponsored activities.

5. The applicant must live within the Auburn School
8 District boundaries.

YOUTH POLICIES

1. An applicant age 17 and under may receive a reduction
]! or elimination of fees for a maximum of one activity
per quarter.

(The reduction or elimination of fees will mean a reduction
in Park Department revenue to the General Fund)

ADULT POLICIES

1. An applicant over 17 years of age may receive funding
if money becomes available through donations from
private sources.

2. An applicant over 17 years of age may receive funding
18 for one activity a year. Activities exempt from
funding include league fees and extended travel.

20 SECTION Z. AUTHORITY. The Mayor is hereby authorized to
21 implement such administrative procedures as may be necessary to
22 carry out the directives of this legislation.
23 B~CTION $. B~VERABILIT~. If any provision of this
24 Ordinance or its application to any person or circumstance is
25

2 held invalid, the remainder of the act or the application of the
3 provision to other persons or circumstances is not affected.
4 SECTION 7. ~FFECTIVE DATE. This Ordinance shall take
5 effect and be in force five (5) days from and after its passage
6 and publication as required by law.
