amendment of said property based upon the following Findings
of Fact and Conclusions, to-wit:
FINDINGS OF FACT
The city of Auburn is proposing to establish the P-I,
Public Use, zone upon Roegner Park and Mill Pond Park. A
Comprehensive Plan map amendment is also being proposed
to designate the park areas as public and quasi-public
uses.
Roegner Park is currently zoned unclassified. The uses
allowed in the unclassified zone are those listed in the
R-i, Single Family, zone. The R-1 zone at Section
18.12.020(D) does allow municipal parks as a permitted
use.
Most of the Mill Pond Park site is zoned R-4, Multi-
Family. The R-4 zone at Section 18.18.020(F) allows
municipal parks as a permitted use. A small portion of
the Mill Pond site is zoned C-i, Light Commercial. The
C-1 zone is silent on park uses. This portion is,
however, not yet developed as park uses. Mill Pond Park
is, however, planned to be expanded to accommodate not
only additional park uses, but a storm drainage facility
as well.
While the existing zoning allows for the existing park
uses, it would be more practical to have the park
property zoned the same as the adjacent high school site.
Having the park property the same zoning as the school
also allows a lesser setback requirement between the
school property and the park. If the school property is
zoned P-l, the Zoning Code requires a 30 foot setback
from the property line of any residential zoned parcel.
If the two properties are both zoned P-l, then the
setback could be as little as five feet.

Plan map amendment may be approved in that it would more
accurately reflect the park use and would be more
compatible with the zoning on the high school site.

recommendation of the Planning Commission to the Auburn City
Council on the requested rezone and Comprehensive Plan Map
amendment is approved.
