TO 15TH STREET N.E. WHEREAS, the adopt and approve Chapter 35A.33 RCW; and THE CITY COUNCIL OF THE CITY ORDAIN AS FOLLOWS: Section ~, City Council of the City of Auburn must all appropriations by Ordinance pursuant to OF AUBURN, WASHINGTON, DO Pursuant to Chapter 35A.33 RCW, the City Council hereby approves the expenditure and appropriation of State Urban Arterial Trust Account (UATA) Grant Funds in the amount of $1,957,760 with local matching funds of $588,440 from the 102 Gas Tax Fund for roadway widening and construction of Auburn Way North and installation of related utilities from 4th Street N.E. to 15th Street N.E. and hereby authorizes the Mayor and City Clerk to execute UATA Agreement between the City and the Washington State Urban Arterial Board approving said Agreement, a copy of which is attached hereto as Exhibit "A" and is incorporated herein by reference. Section 2. The Mayor is hereby authorized to implement such administrative procedures as may be necessary to carry out the directions of this legislation. A. Widen 4 lane sections of AWN from 4th St. NE to 15th St. NE to 56-foot wide (5 lanes) (See "Typical" Section attached). Fifth lane (center lan~ will be left-turn lane at intersections and two-way left-turn lane between intersections. This will alleviate congestion caused by vehicl~ stopping to make left turns in the throu~ ~nes of traffic and will provide two through-lanes in each direction on this heavily travelled arterial. B. Provide/Replace sidewalks, curbs and gutters as required to accommodate pedestrian traffic and storm drainage (required for street widening). C. Repair and overlay existing A.C. pavement to maintain the integrity and strength of existing driving surface. D. Provide illumination to meet City lighting standards. E. Provide/Replace/Upgrade storm sewers to accommodate new design and local conditions to remove storm water and provide safe driving conditions. F. Relocate above grade utilities and traffic signal poles to back of sidewalk for traffic safety. NOTE: Utility companies will be required to provide this service at no cost; City will relocate signal pole, fire hydrants, etc., with project funds. 2o See attached sketch. 3. May 5, 1995. IDENTIFY CHANGES IN THE SCOPE OF WORK. Explain the differences in the proposed construction prospectus and the construction work contemplated in the current Six-Year Transportation Program or design prespectus. Provide an explanation and justification for the changes. N/A · urban Arterial Trust Acco..unt (UATA) Urban Construct,on Prospectus 0__5( 24 ) DESCRIPTION OF UTIUTY AND RAILROAD RELOCATIONS OR ADJUSTMENTS INVOLVED IN THE PROJECT: Water system, sanitary sewer, and storm sewer are owned, maintained and operated by the City of Auburn. %Fnere need be, the Contractor will relocate or adjust these systems as shown on the plans. Cable TV, power, gas and telephone systems are owned, maintained and operated by private utility companies and are located within the street right-of-way at the convenience of the City, and shall be relocated at the request of the City. This project has been reviewed by the legislative body of the administering agency or agencies or its designee, and is consistent with the agency's comprehensive plan for community development. An environmental impact analysis has been conducted and an environmental impact statement or negative declaration of environmental impact as appropriate, has been circulated pursuant to RCW 43.21 C, and that the results have been utilized in arriving at the decisions reflected in the prospectus. All right of way needed for the project has been acquired or a possession and use agreement was obtained for those parcels not acquired.
