AN ORDINANCE OF THE CITY OF AUBURN, WASHINGTON, AMENDING
ORDINANCE NO. 4412 AUTHORIZING THE DIRECTOR OF PARKS AND
RECREATION TO SET REASONABLE FEES AND CHARGES AND ESTABLISHING
POLICIES UPON WHICH FEES AND CHARGES ARE SET FOR THE AUBURN
GOLF COURSE.
WHEREAS, the Auburn Golf Course budget, an enterprise
fund, is solely dependent on revenue received from green fees
and charges; and
WHEREAS, the City Council wishes to keep the Auburn Golf
Course fees and charges lower than privately-owned public
courses and comparable to the average charge of other
publicly-owned courses in the area; and
WHEREAS, the City Council desires to adopt uniform
policies relating to fees and charges for the Auburn Golf
Course.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF AUBURN,
WASHINGTON, DO ORDAIN AS FOLLOWS:
SECTION 1. AUTHORIZATION. The Director of Parks and
Recreation is hereby authorized to set reasonable fees and
charges for the use of the Auburn Golf Course. Such fees

shall be based on policies established by this Ordinance and
such fees shall be approved by the Mayor.
SECTION 2. ESTABLIS~I~ENT OF FEES AND CHARGE~, The
attached list of Auburn Golf Course green fees and other
charges is hereby approved ((~-- ~ ...... cf ~aan)) effective
November 1. 1996. A copy of said list of green fees and other
charges is attached hereto, denominated as Exhibit "A" and
made a part hereof as though set forth in full herein. Each
year ((~,~~,~^~)) prior to April 1, the fees and charges
shall be established in accordance with the Standards for
Setting Fees and Charges as set forth in this ordinance. Once
the fees and charges have been established, said fees shall be
posted at the Auburn Golf Course.
SECTION 3. EXCLUSIONS. Fees and charges for food, golf
merchandise, rentals, and other items covered in other golf
course related contracts are excluded from this ordinance.
No fee will be charged to the Auburn School District or
Green River Community College golf teams for scheduled
practices or matches during their season. Each year a written

request for use of facilities must be presented for Park Board
review and the team coach must be present during practice.
SECTION 4. STANDARDS FOR SETTING FEES AND C~IARgES. The
setting of fees and charges for the Auburn Golf Course shall
be in accordance with the following policies:

DAILY GREEN FEES
Regular Rates - Regular green fee rates at the
Auburn Golf Course for 9 and 18 holes shall be
an average of fees charged by other publicly-
owned courses in the area. The average fee
will be rounded up to the nearest quarter of a
dollar. Publicly-owned courses used to compute
the average fees shall be: Riverbend Golf
Course (City of Kent), Maplewood Golf Course
(City of Renton), Foster Golf Course (City of
Tukwila), Lake Spanaway (Pierce County), Meadow
Park (Tacoma Metropolitan Park District),
Enumclaw Golf Course (King County), Sumner
Meadows Golf Course (City of Sumner) and
Bellevue Municipal Golf Course.
In an attempt to better manage green fees and
respond more quickly to market conditions,
r~¢tions or increases in the regular rates
shall be set by agreement between the Director
of Parks and Recreation and the Park Board.
The attached list of Auburn Golf Course green
gees is hereby approved effective November 1,
%996. A copy of said list of green fees,
showing a reduction in regular rates, is
at~ached hereto, denominated as Exhibit UA",
a~d made a part hereof as though set forth in
full herein.
Junior Rates - Junior rates (17 years of age
and under) will be calculated at 50% of the
regular rates rounded up to the nearest quarter
of a dollar. Junior rates will be in effect

Monday through Friday, excluding holidays.
June 1-September 15, juniors must tee off
before 12:00 noon, and September 16-May 31 they
may tee off any time.
Senior Rates - Senior rates (62 years of age
and older) will be calculated at ((50% cf thc

((aftcr 1993)). Ail rates will be rounded up
to the nearest quarter of a dollar. Senior
rates will be in effect Monday through Friday,
excluding holidays. Seniors must tee off
before 12:00 noon.
Annual Green Fees - Effective January 1, 1991,
Annual Green Fees will not be offered at the
course.
PRIVATE CART USAGE
Daily Course Use - Private cart daily use fees
will not exceed the fees charged by the
majority of other publicly-owned courses in the
area.
Annual Storage and Course US~ - Effective
January 1, 1991, Private Cart Storage and
annual course use fee will not be offered.
SECTION 5. The Mayor is hereby authorized to implement
such administrative procedures as may be necessary to carry
out the directions of this legislation.

Section 6. This Ordinance shall take effect and be in
force five days from and after its passage, approval and
publication as provided by law.
