CHAPTERS 36.70A AND 35A.63 OF THE LAWS OF THE STATE OF WASHINGTON; DESIGNATING THESE AMENDMENTS AS GUIDELINES FOR EXERCISING THE CITY'S AUTHORITY UNDER THE WASHINGTON STATE ENVIRONMENTAL POLICY ACT (SEPA); DIRECTING THAT THIS ORDINANCE AND COMPREHENSIVE PLAN AMENDMENTS IT ADOPTS AND APPROVES BE FILED WITH THE AUBURN CITY CLERK AND BE AVAILJkBLE FOR PUBLIC INSPECTION. WHEREAS, the City of Auburn on August 18, 1986 adopted a Comprehensive Plan by Resolution No. 1703 which includes Map establishing the location of the Comprehensive Plan Land Use Designations throughout the City; and WHEREAS, the City of Auburn on April 17, i995 adopted Comprehensive Plan Amendments by Resolution No. 2635 to comply with the Washington State Growth Management Act; and WHEREAS, the City of Auburn on September 5, 1995 reaffirmed that action by Ordinance No. 4788; and WHEREAS, Draft Comprehensive Plan map and text amendments were prepared by the Planning Department as proposed revisions to the City of Auburn Comprehensive Plan; and WHEREAS, the Comprehensive Plan text amendments were transmitted to the Auburn City Planning Commission in September, 1998; and Ordinance NO. 5183 November 18, 1998 Page 1 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 WHEREAS, the Comprehensive Plan text accordance with procedures Act; and WHEREAS, after proper official newspaper at least environmental impacts of the Draft amendments were considered in of the State Environmental Policy notice published in the City's ten (10) days prior to the date of hearing, the Auburn Planning Commission on October 6, 1998, conducted public hearings on the proposed amendments; and WHEREAS, at the hearing, the Auburn City Planning Commission heard public testimony and took evidence and exhibits into consideration of said proposed amendments; and WHEREAS, thereafter the Auburn City Planning Commission the City and text made revisions and then recommended approval ]Dy Council of the Draft Comprehensive Plan map amendments; and WHEREAS, the Planning and Community Development Committee of the Auburn City Council reviewed the Planning Commission's recommendations and forwarded the amendments to the Auburn City Council; and WHEREAS, within sixty (60) days from the reoeipt of the Auburn City Planning Commission recommendation for the proposed amendments the Auburn City Council, at a public meeting, held after proper notice published in the City's official newspaper at least ten (10) days prior to the date of Ordinance No. 5183 November 18, 1998 Page 2 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 hearin9 on November 16, 1998, considered the proposed amendments as recommended by the Auburn City Plannin9 Commission and forwarded by the Planning and Community Development Committee; and WHEREAS, on November 16, 1998, the Auburn City Council further considered, revised and voted on the proposed amendments. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF AUBURN, WASHINGTON, DO ORDAIN AS FOLLOWS: Section 1. The 1998 Comprehensive Plan Amendments are herewith adopted and approved and it is herewith directed that they be filed along with this Ordinance with the Auburn City Clerk and be available for public inspection. Section 2. The 1998 Comprehensive Plan amendments modify the Comprehensive Plan adopted on August 18, 1986 by and adopted by Ordinance No. 4788 on September Resolution 1703 5, 1995. Section 3. The Comprehensive herewith designated as a basis for the exercise of authority under the Washington State Environmental by the City's responsible environmental official with R.C.W. 43.21C.060. If any section, subsection, sentence, clause, phrase or portion of this Ordinance or any of the Comprehensive Plan amendments adopted herein, is for any reason held invalid or unconstitutional by any Court of competent jurisdiction, such portion shall be deemed a separate, distinct and independent provision, and such holding shall not affect the validity of the remaining portions thereof. Section 5. The Mayor is hereby authorized to implement such administrative procedures as may be necessary to carry out the directions of this legislation to include incorporating into one document the adopted Comprehensive Plan map and text amendments, attached hereto as Exhibit "A" and preparing and publishing the amended Comprehensive Plan. Section 6. This Ordinance shall take effect and be force five days from and after its passage, approval, publication as provided by law except for Comprehensive Map Amendment No. 3 which will only take effect and be in and Plan force upon the signin9 of a pre-annexation agreement with the property owner or upon annexation of the property to the City of Auburn. Though the street is in relatively poor condition, it is more suitable for the current fairly light volarne of truck traffic than the alternative east-west routes. 12t~ Street SE and 17th Street SE provide alternative routes, but both streets pass through residential neighborhoods and are adjacent to elementary and middle schools. Ifa significant demand for truck traffic were to be added, 6th Street would require substantial improvement along with the 6t~ Street/Auburn Way S/SR18 interchange (if this is possible). 12th Street SE and 17th Street SE are not appropriate routes for significant volumes of truck traffic due to the adjacent land uses. The only reasonable alternative may be construction of the SR18 eastbound ramp realignment/6th Street SE project described in the TIP project description. A traffic signal warrant analysis will be conducted, as needed, to determine if a signal should be installed. Table 1.2. shows existing LOS for signalized & major unsignalized intersections in Auburn. Arterial Link (Capacity) LOS Road capacity is a function of the design of the roadway, particularly the number of lanes. The arterial link (Capacity) LOS will be calculated by considering the volume-to- capacity ratio for each arterial link. It may be measured in terms of average daily traffic or peak hour traffic or other such measures as Auburn Transportation Plan Page 1.9 CHAPTER - I Transportation Goals & Poli¢ia,~ b. The link LOS standards for collector residential arterials is "C". Functional Classification All roads within Auburn are classified according to their "functional classification". These classifications describe the character of service that a road is intended to provide, as well as establish minimum design standards to meet the expected performance standards. Roadways within the Auburn Urban Growth Area will be designated consistent with the 1994 edition of"A Policy on Geometric Design of Highways and Streets" Published by the American Association of State Highway and Transportation Officials (AASHTO), the guidelines of the Washington State Department of Transportation as mandated by RCW 47.05.021, and King County. Roadway classifications in Auburn are: Arterial Streets Principal Arterial Minor Arterial Collector Arterial · Rural Roads Rural Collectors Rural Residential Local Streets Local Residential Local Non-Residential Objective: To provide an integrated street network of appropriate classes of streets designed to facilitate different types of traffic flows and access needs. TR3. Policies: Auburn Transportation Plan Page 1.13 TR- 18 The term "below the level of service standard" shall apply to situations where traffic attributed to a development results in any of the following: a. An unacceptable increase in hazard or safety on a roadway. An increase in congestion which constitutes an unacceptable adverse' environmental impact under the State Environmental Policy Act. A reduction of any of the three levels of service below the following level of service standards: I. Arterial Corridor LOS: The Level of Service standard for each arterial corridor is "D". 2.a.
