HomeMy WebLinkAbout5697 ORDINANCE NO. 5 6 9 7 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF AUBURN, WASHINGTON, CREATING AND ESTABLISHING A NARCOTICS BUY FUND FOR THE PURPOSE OF FINANCING LAW ENFORCEMENT AND INVESTIGATION ACTIVITIES OF THE NARCOTIC UNIT WHEREAS, the City of Auburn is responsible for regulations affecting health and general welfare of the community; and, WHEREAS, among the types of conduct and activity affecting health and welfare of the community and imposing annoyance or disruption of the peace and quiet of the community would be those activities relating to drug manufacturing and drug possession with the intent to sell; and, WHEREAS, because of the negative impacts of narcotic activity a "Narcotics Buy Fund" is created and established for the Auburn Police Department Narcotic Unit, NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF AUBURN, WASHINGTON, DO ORDAIN as Follows: Section 1. Purpose. A fund to be called the "Narcotics Buy Fund" is hereby created and established in the treasury of the City of Auburn in the maximum amount of TEN THOUSAND DOLLARS ($10,000.00) for the purpose of financing law enforcement and investigation activities of the Narcotic Unit. Section 2. Constitutionality or Invalidity. If any section, subsection, clause, phrase, or sentence, of this Ordinance, is for any reason held to be invalid or unconstitutional, such invalidity or unconstitutionality of the remaining portions of this ordinance, as it is being hereby expressly declared that this ordinance and each Ordinance No. 5697 October 15, 2002 Page 1 section, subsections, clause, phrase, or sentence, hereof would have been prepared, proposed, adopted, and approved and ratified irrespective of the fact that any one or more section, subsection, clause, phase, or sentence, be declared invalid or unconstitutional. Section 3. Effective Date. This Ordinance shall take effect and be in force five (5) days from and after passage, approval, and publication as provided by law. Section 4. Implementation. The Mayor is hereby authorized to implement such administrative procedures as may be necessary to carry out the directives of this location.
