HomeMy WebLinkAbout5709ORDINANCE NO. 5 7 0 § AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF AUBURN, WASHINGTON, AMENDING AUBURN CITY CODE CHAPTER 13.41.030 ENTITLED "UTILITY SYSTEMS DEVELOPMENT CHARGE IMPOSED - RATES - REVIEW" FOR THE PURPOSE OF CLARIFYING SANITARY SEWER SYSTEM DEVELOPMENT CHARGES. WHEREAS, a review of the current code revealed a need to clarify the Sanitary Sewer system development charges. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF AUBURN, WASHINGTON, DO ORDAIN AS FOLLOWS: Section 1. That Section 13.41.030 of the City of Auburn Code is amended to read as follows: 13.41.030 Utility systems development charge imposed - Rates - Review. A. The utility systems development charge will be computed to consider the future and/or current value of the utility system's fixed assets, excluding contributions by developers, and outstanding bonded indebtedness, and will also consider an appropriate service unit. For the water utility the appropriate service unit shall be an equivalent residential unit (ERU). An ERU is total water consumption divided by average consumption of single-family residences. For water ERUs are allocated to and charges collected based on the size of the water service meter. The sewer utility appropriate service unit shall be a residential customer equivalent (RCE). A RCE shall be as defined by the King County Department of ....... ,. ............... etrc atural Resources. Except that for multifamily residential units with separate water meters for each family unit, the sewer utility systems development charge will be calculated as one RCE per family unit. The storm drainage appropriate service unit shall be an ESU. A storm drainage ESU is considered equal to 2,600 square feet of parcel coverage by impervious surfaces. C. The utility systems development charge imposed shall be reviewed annually by the city council and the charge shall be revised to reflect changes in utility asset value, depreciation of the utility system fixed assets, bonded indebtedness, and the number of ERU, RCE or ESU customers served. The Mayor is hereby authorized to implement such administrative procedures as may be necessary to carry out the directions of this ordinance. Section 3. If any portion of this Ordinance or its application to any person or circumstances is held invalid, the remainder of the Ordinance or the application of the provision to other persons or circumstances shall not be affected. Section 4. This Ordinance shall take effect and be in force five (5) days from and after its passage, approval and publication, as provided by law.
