HomeMy WebLinkAbout5871 ORDINANCE NO.5 8 7 1 AN ORDINANCE OF THE CITY COUNCil OF THE CITY OF AUBURN, WASHINGTON, AMENDING SECTIONS 10.12.060, 10.12.130, 10.12.180 AND 10.12.190 OF THE AUBURN CITY CODE RELATING TO TRAFFIC CONTROL MEASURES WHEREAS, the City of Auburn, Washington, as an entity, has responsibility for regulating use of its city streets and rights-of-way; and WHEREAS, current provisions of the Auburn City Code delegate certain traffic control responsibilities to the City Engineer, and current provisions of the Auburn City Code adopt or reference different regulations or standards for traffic control; and WHEREAS, there are times when, because of alternatives, approaches or options that exist with respect to traffic control regulations and standards, traffic control decisions should be delegated to the City Council. NOW, THEREFORE, THE CITY COUNCil OF THE CITY OF AUBURN, WASHINGTON, DO ORDAIN AS FOllOWS: Section 1. Amendment to City Code. That Section 10.12.060 of the Auburn City Code is amended to read as follows: 10.12.060 I nstallation authority. The city engineer shall place and maintain traffic-control signs, signals and devices when and as required under the traffic ordinances of this city or as otherwise directed by action of the City Council, to make effective the provisions of said ordinances, and may place and maintain such additional traffic-control devices as are necessary to regulate traffic under ordinances of the city or under state law, or to guide or warn traffic. That Section 10.12.130 of the Auburn City Code is amended to read as follows: 10.12.130 Speed regulation by traffic signals. The city engineer, where authorized by state statute or as directed by action of the City Council, shall regulate the timing of traffic signals so as to permit the movement of traffic in an orderly and safe manner. (Ord. 5212 § 1 (Exh. E), 1999; 1957 code § 9.04.180.) Section 3. Amendment to City Code. That Section 10.12.180 of the Auburn City Code is amended to read as follows: 10.12.180 Stop sign erection. Except on such streets as form a part of the route of a primary or secondary state highway upon which the state law requires the State Highway Commission to install, operate, maintain and control traffic-control devices, whenever any city ordinance or other action of the City Council designates and describes an arterial highway, it shall be the duty of the city engineer to place and maintain a stop sign on each and every street intersecting such arterial highway or intersecting that portion thereof described and designated as such by any ordinance of this city. (Ord. 5212 § 1 (Exh. E), 1999; 1957 code § 9.04.270.) Section 4. Amendment to City Code. That Section 10.12.190 of the Auburn City Code is amended to read as follows: 10.12.190 Stop and yield intersections - Determination - Signing. Other than as directed by action of the City Council, +Re-the city engineer is authorized to determine and designate intersections where particular hazard exists upon other arterial streets and to determine: A. Whether vehicles shall stop at one or more entrances to any such intersection, in which event he shall cause to be erected a stop sign at every such place where a stop is required; or B. Whether vehicles shall yield the right-of-way to vehicles on a different street at such intersection as prescribed in ACC 10.12.220, in which event he shall cause to be erected a yield sign at every place where obedience thereto is required. If any portion of this Ordinance or its application to any person or circumstances is held invalid, the remainder of the Ordinance or the application of the provision to other persons or circumstances shall not be affected. Section 6. Implementation. The Mayor is hereby authorized to implement such administrative procedures as may be necessary to carry out the directives of this location. Section 7. Effective Date. This Ordinance shall take effect and be in force five (5) days from and after passage, approval, and publication as provided by law.
