HomeMy WebLinkAbout6003ORDINANCE NO. 6003 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF AUBURN, WASHINGTON, CREATING A NEW CHAPTER 3.02 OF THE AUBURN CITY CODE AND THEREBY ESTABLISHING A BIENNIAL BUDGET PROCESS EFFECTIVE JANUARY 1, 2007 WHEREAS, RCW 35A.34.040 authorizes all code cities to establish a two-year fiscal biennium budget, and such ordinance must be enacted at least six months prior to commencement of the fiscal biennium budget; WHEREAS, the City of Auburn wishes to establish a fiscal biennium budget process effective January 1, 2007 NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF AUBURN, WASHINGTON, DO ORDAIN AS FOLLOWS: Section 1. New Chapter to City Code. That a new Chapter 3.02 of the Auburn City Code, be, and the same is hereby created to read as follows: Chapter 3.02 BIENNIAL BUDGET Sections: 3.02.010 Implementation of biennial budget. 3.02.020 Budget process. 3.02.030 References to "budget" or "annual budget." 3.02.010 Implementation of biennial budget. The City of Auburn will implement a fiscal biennium budget process, with two one-year budgets, to cover fiscal period January 1, 2007 through December 31, 2008 and each two year period thereafter. 3.02.020 Budget process. Pursuant to RCW 35A.34.130, the City Council hereby provides for amid-biennial review and modification of the biennial Ordinance No. 6003 March 9, 2006 Page 1 budget. No sooner than eight (8) months after the start of the first year of the fiscal biennium, nor later than the first regularly scheduled City Council meeting in November of the first year of each biennial budget, the Mayor shall submit proposed budget modifications to be effective as of January 1 of the following year. Such proposed modifications shall be filed with the City Clerk and submitted to the City Council. Such proposed modifications shall be public records. A public hearing on the proposed modifications shall be held at a City Council meeting no later than the first Monday in December and may be continued from time to time. At such hearing, the City Council may consider a proposed ordinance to adopt such modifications. 3.02.030 References to "budget" or "annual budget." All references to "budget" or "annual budget" contained in this code or in the ordinances of the City of Auburn shall be interpreted as referring to the "biennial budget." Section 2. Implementation. The Mayor is hereby authorized to implement such administrative procedures as may be necessary to carry out the directives of this ordinance. Section 3. Severability. If any portion of this Ordinance or its application to any person or circumstances is held invalid, the remainder of the Ordinance or the application of the provision to other persons or circumstances shall not be affected. Section 4. Effective Date. This Ordinance shall take effect and be in force five (5) days from and after its passage, approval and publication, as provided by law, and shall be effective January 1, 2007.
