HomeMy WebLinkAbout3008 25 26 1 RESOLUTION NO. 3 0 0 8 2 3 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AUBURN, WASHINGTON, ADOPTING SITE PLAN FOR THE CONSTRUCTION OF THE AUBURN MULTI-MODAL TRANSIT FACILITY (TRANSIT FACIl,ITY) . 4 5 6 WHEREAS, Regional Transit Authority ("RTA") intends to begin commuter rail service between Seattle and Tacoma in late 7 8 1999 with service to south King County and north Pierce County, including the City of Auburn; and 9 WHEREAS, consistent with Sound Move, the RTA will develop 10 a commuter rail station in Auburn, and RTA has designated 11 acquisition of key real property for the Auburn facility as one 12 of its "First Moves"; and 13 WHEREAS, King County's Six-Year Plan :Eor Transit 14 15 Improvements and Sound Move call for partnerships to accomplish 16 needed public transportation improvements; and 17 WHEREAS, King County has budgeted $1.5 million dollars in 18 19 20 support of transit facility design and construction in Auburn; and WHEREAS, the parties intend that the Project will be 21 planned, designed and constructed using a cOTIillination of 22 23 appropriated county, state and federal grant funds, City grant and local funds, and RTA funds; and 24 ---------------------- Resolution No. 3008 september 30, 1998 Page 1 1 WHEREAS, King County, the City and RTA will benefit by 2 developing a coordinated multimodal transit facility in Auburn 3 (the "Project") to serve as a commuter rail station and King 4 County transit hub; and 5 WHEREAS, in anticipation of RTA passage and authorization 6 for a multimodal transit facility for bus and rail in Auburn, 7 the City and RTA cooperated to produce the Auburn Commuter Rail 8 Station Siting Study (Station Siting Study). This study was 9 10 adopted by Resolution 2481 on December 19, 1994, affirming the 11 Station Siting Study and preliminary site plan. The area 12 generally described as from C Street sw to A Street SW, and between Main Street and 3rd Street has been identified as the 13 14 location of the multimodal transit facility, or "Project Site." 15 WHEREAS, a downtown plan study (the "Downtown Plan") was 16 later undertaken by the City to ensure, in part, that the 17 siting and design of the Project are compatible with existing 18 and proposed land use and circulation systems in the vicinity 20 planning documents prepared pursuant to the Growth Management 19 of the Project, and are consistent with regional and local 21 Act. The preliminary site plan developed in the Station Siting 22 23 24 25 26 Study has been updated and refined as a part of the Downtown Plan process; and ------------------------- Resolution No. 3008 September 30, 1998 Page 2 20 21 22 23 1 WHEREAS, pursuant to environmental review, RTA has 2 selected the Project Site as the site of its Auburn transit 3 facility. The county has also approved the Project: Site; and 4 WHEREAS, RTA and City will enter into a Memorandum of 5 regarding such Agreement permitting matters and as 6 environmental process, and establishing a Technical Advisory 7 Committee ("TAC") for City that includes Auburn citizens and 8 City staff. The TAC has been formed as a subcommittee of the 9 Downtown Plan task force and is meeting with the RTA. The TAC 10 has assisted RTA in selecting a design team, preparing the 11 design program, and reviewing and approving the Project design 12 as it is developed; and 13 reviewed the TAC has several alternative WHEREAS, 14 conceptual site plans, and has recommended one alternative to 15 be more fully developed by the design team. The Planning and 16 Community Development Committee have reviewed the preferred 17 alternative and concur in recommending its approval as the 18 basis for final design and development of the Project Site. 19 NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF AUBURN, WASHINGTON, IN A REGULAR MEETING DULY ASSEMBLED, DO RESOLVE AS FOLLOWS: Section 1.
