HomeMy WebLinkAbout3101 Resolution No. 3101 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AUBURN WASHINGTON, AUTHORIZING THE MAYOR AND CITY CLERK OF TIHE CITY OF AUBURN TO EXECUTE AN AMENDMENT TO RESOLUTION NO. 2059 FOR PROFESSIONAL SERVICES BETWEEN THE CITY AND THE LANDSCAPE ARCHITECT FIRM OF JGM. WHEREAS, the original agreement for design services between the City of Auburn and JGM for the construction of Lakeland Hills Park, Roegner Park, Mill Pond, and the White River trail was executed as Resolution No. 2059; and WHEREAS, the funding for the projects was approved by voters in the 1989 King County Open Space Bond Issue and adequate funds are still available to complete the design and construction of this project; and WHEREAS, all projects except the White River trail have been completed and are great additions to our park system; and WHEREAS, design and permitting delays, and modifications to the original plan requested by permitting agencies have resulted in delays and increased design costs: and WHEREAS, the completion of the White River Trail from Game Farm Park to Roegner Park has been identified as a priority project in the City of Auburn Parks Plan and the Non-Motorized Transportation Plan. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF AUBURN,. WASHINGTON, IN THE REGULAR MEETING DULY ASSEMBLED, HEREWITH RESOLVES AS FOLLOWS: Resolution No. 3101 June 30, 1999 Page 1 Section 1. The amendment for additional services between the! City of Auburn and JGM which is denominated as Exhibit "A", attached hereto land incorporated herein, is hereby approved by the City Council of the City of Auburn. Section 2. Main Street By Auburn, Washington 98002 Project: Whim River Trail Extension RE: Revised Fee Proposal for Completion of Construction Documents plus Conceptual Stream Plan for Department of Fisheries and Wildlife Dear Mr. Ostmann: Based on our meeting in our office on June 23, 1999, we are providing a revision of our June 17, 1999 proposal to include a conceptual stream plan for Coal Creek Spring. Project Delays and Salary Escalation Our January 20, 1999 memo to Mr. Dick Deal outlines our request for additional compensation due to project delays since our initial contract was signed in 1997. Design Revisions 1. Reconciliation of new survey information furnished by City with previous surveys from INCA Engineers and M.A. Segale. 2. Realignment of trail around dike blow-out area (former bridge site) in the Game Farm Wilderness Park and subsequent revisions to all drawings (layout, grading, planting). 3. Design of the new trail structure (concrete armored culvert or similar construction) crossing the back channel area upstream of the dike blow out. 4. Stuck River Drive road design revisions due to Segale construction of berms and fencing along road edge. 5. Additional site visits by JGM and engineering subconsultants to review changed site conditions since subconsultants original fee proposals. 6. Design of wing walls or similar construction for added protection of Ballard Bridge abutment. Design of two (2) interpretive signs as required by Shoreline Permit for this project. 2. Deletion/revision of previous design work for trail segment in area of former bioswale and culvert in Game Farm Wilderness Park that was modified by M. Segalc. 3. Modifications at ~rail Station 0+ 17. The recent Cky of Auburn roadwork on Oravetz Road has installed a new drainage structure and modified the drainage conditions at this former culver~ site. PND will evaluate the hydraulic conditions for the design of a hydraulic drop from the new road culvert and possible low head structure at the trail crossing. Additionally, they will conduct research of the drainage basin and perform a hydraulic analysis to verify the anticipated flows. 4. Research two previously unknown existing concrete culverts exposed by rec, ent City of Auburn roadwork on Oravetz Road. These culverts were not shown on any survey and were not previously visible because of heavy vegetative growth. They are located approximately at trail Station 1+70. PND proposes reviewing these culverts in the field to determine if they are active and if they have any drainage impacts to trail design. At this time, PND expects this work to take less than 2 hours to complete and would be incorporated with one of their additional site visits. They are assuming the culverts are blocked off and trail modifications will not be required. However, if they learn otherwise from their investigation, additional design work may be required. 5. PND will prepare the erosion control plan for the entire project. 6. Additional meetings with the City of Auburn staff and Washington Department of Fish and Wildlife. 7. Concept plan for Coal Creek Spring Fish Habitat Improvements to include one engineers plan, cross-sections using available information, and one conceptual landscape plan.
