HomeMy WebLinkAbout3106 RESOLUTION NO. 3106 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AUBURN, KING COUNTY, WASHINGTON, AUTHORIZING THE MAYOR AND CITY CLERK TO EXECUTE THE 1999-2001 SENIOR RIGHTS ASSISTANCE OUTREACH SITES MEMORANDUM OF AGREEMENT BETWEEN THE CITY AND SENIOR SERVICES' SENIOR RIGHTS ASSISTANCE. WHEREAS, the purpose of this Agreement is to maintain and increase coordination between "Senior Rights" and the City of Auburn Senior Center in order to provide seniors age 55 and older with information, education, and assistance with a variety of legal, consumer, and health insurance issues. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF AUBURN, WASHINGTON, IN A REGULAR MEETING DULY ASSEMBLED, HEREWITH RESOLVES AS FOLLOWS: ' Section 1. The Mayor and City Clerk are herewith authorized to execute the 1999-2001 Senior Rights Assistance Outreach Sites Memorandum of Agreement with Senior Services' .Senior Rights Assistance. A copy of said Agreement is attached hereto, designated _as Exhibit "A" and incorporated by reference in this Resolution. Resolution No. 3106 July 15, 1999 Page 1 Section 2. Main Auburn, WA 98001 Hon. Charles Booth, Mayor Contact: Cheryl Sallee 253 931-3016 and Senior Rights Assistance 1601 2nd Avenue - Suite 800, Seattle, WA 98101 Contact: Jean Mathisen (206) 727-6216 (hereinafter called "Senior Rights") Effective July 1, 1999 through June 30, 2001 I. Purpose The purpose of this agreement is to maintain and increase coordination between "Senior Rights" and "City of Auburn" in order to provide seniors age 55 and older with information, education, and assistance with a variety of legal, consumer, and health insurance issues. II. Program Description Senior Rights Assistance is a peer assistance program which trains senior volunteers to provide senior consumers with information on a range of issues with which they are likely to need help. The senior volunteers offer information with which senior consumers can make informed decisions based on their own unique needs, values, and circumstances. When required, a volunteer can provide advocacy on a client's behalf. Senior Rights can also connect qualifying low-income clients with free and low- cost attorney services when the client is unable to resolve legal issues without the services of an attorney. Page 1 of 3 Memorandum of Agreement between Senior Rights Assistance and City of Auburn Services Senior Rights Volunteers can include help with: · Social Security Problems Consumer Issues Landlord/Tenant Problems · Homeowner Concerns · Estate Information · End-of-Life Planning · Substitute Decision-Making · Health Insurance Information Legal Referrals · EIder Abuse Community Education IIl. Responsibilities of the Parties A,. Senior Rights agrees to: 1. Provide one or more trained volunteers at the City of Auburn Senior Center's Outreach Site at mutually agreed upon times to provide information services 2. Provide appropriate printed materials to clients who need them 3. Arrange for substitute services when an assigned volunteer is ill or on vacation City of Auburn Senior Center agrees to: 1. Provide a private meeting space and access to a telephone for Senior Rights Volunteers and the consumers they serve 2. Schedule appointments for clients with the volunteer assigned to the City of Auburn Senior Center 3. Display an informational Senior Rights poster on the premises, as well as program brochures, to inform seniors of services available to them through the program Page 2 of 3 Memorandum of Agreement between Senior Rights Assistance and City of Auburn C. Both parties agree to: 1. Communicate on an ongoing basis as to the needs of senior clients 2. Work cooperatively and in partnership to resolve differences or misunderstandings 3. Provide a minimum of 90 days' written notice to terminate this Memorandum of Agreement Iv. General Provisions This agreement covers the two-year period from July 1, 1999 to June 30, 2001. The Agreement will be reviewed every two years and can be revised at any time with the mutual involvement of both parties. All major revisions will be made in writing.
