A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AUBURN,
WASHINGTON, AUTHORIZING THE MAYOR AND CITY CLERK TO ESTABLISH
A SISTER CITY AFFILIATION POLICY FOR THE CITY OF AUBURN,
WASHINGTON.
WHEREAS, the citizens of Auburn desire to learn more about the people
of other cultures and want to enhance their international communications and
understanding; and
WHEREAS, the citizens of Auburn wish to participate in cultural,
educational, sports, technical, governmental, and economic exchanges to
increase their knowledge of the diversity in the wodd and in their community;
and
WHEREAS, it is desirable to provide the citizens of Auburn an
opportunity to give service to and derive benefit from a community project of
international scope; and
WHEREAS, it is desirable to encourage exchanges, trade, and tourism
between Auburn and its sister cities; and
WHEREAS, selection of sister city affiliations should ensure productive
and mutually beneficial relations; and
WHEREAS, any sister City relationship should encompass common
interests and characteristics important to both Auburn and the sister city;

NOW, THEREFORE, THE CITY COUNCIL OF THE. CITY OF AUBURN,
WASHINGTON, IN A REGULAR MEETING DULY ASSEMBLED, HEREWITH
RESOLVE THAT:
Section 1. The Mayor and City Clerk of the City of Auburn,
Washington, are hereby authorized to adopt the guidelines for the
establishment and administration of a Sister City Affiliation Policy for the City of
Auburn, as set forth in the Sister City Affiliation Policy attached and made a part
hereof as though set forth in full herein.
Section 2. The Mayor is hereby authorized to implement such
administrative procedures as may be necessary to carry out the directives of
this legislation.

Sister City Affiliation Policy
The City of Auburn encourages international relationships, which will enhance its
citizens' understanding of other cultures and, to that end, hereby establish the following criteria
for sister city selection and guidelines for conduct of the sister city program,
Statement of Objectives
The City will support and encourage the establishment of sister city affiliations, which
serve the following objectives:
A. To provide for increased awareness of, and sensitivity to, cultural
diversity.
B. To increase opportunities for social, cultural and educational enrichment
C. To enhance economic well-being by encouraging increased trade and
tourism;
D. To encourage discussion and information regarding pertinent municipal
issues and concerns.
Sister City Selection Criteria
To address the above-goals and objectives, sister city affiliations should support the
following criteria:
A. Strong community support for the sister city affiliations, including the
existence of an organization capable of establishing an effective
relationship;
B. Consider cities similar to the City of Aubum in size, geographical or
demographic characteristics, historical development, or proximity to a
major urban area;
C. A demonstrated commitment to serve the educational needs of its citizens;

D. Share similar humanitarian concerns, with the health and well-being of all
individuals and families;
E. Demonstrate an interest in sharing views and information on issues and
citizen participation in government;
F. Share an interest in developing business and economic ties or exchanges.
Guidelines For Conduct
To assure that the Auburn Sister Cities Program is conducted in a manner consistent with
the public interest and in accordance with the laws of the State of Washington and the
laws and policies of the City of Auburn, the following guidelines are hereby prescribed:
A. The City of Auburn will provide staff support as may be necessary to
maintain communication with its sister cities; and achieve the goals and
objectives of Resolution 3216;
B. The City of Auburn will involve citizens and organizations in the
implementation of this policy through the Auburn Parks and Recreation
Board;
C.City support of sister city activities for public purpose may include:
1. Appropriate activities to receive public officials, or their delegates,
when visiting Aubum on official sister city business;
2. The exchange of information and material which support the
objective of providing social, cultural, and educational services or
economic benefit to the public;
D. The City will maintain an inventory of any gifts received from sister cities.
Sister Cities Advisory Committee
A. A committee of citizens will be appointed by the Mayor to act in an
advisory capacity dealing with issues of importance in the support of
Sister Cities activities.
The Sister Cities Advisory Committee will consist of:
1. A member from each - the Aubum Park Board, Green River
Community College, and the Auburn School District.
2. Members-at-Large, appointed by the mayor, and not to exceed five
(5).
3. A representative from each official Sister City Sponsoring
Organizations.

B. Each committee member will be appointed to a maximum of a three (3)
year term and not to exceed two consecutive terms.
C. The committee will meet a minimum of four (4) times a year. City staff
will support the committee by providing administrative and secretarial
assistance. Minutes will be distributed to all committee members, the
Mayor, City Clerk, City Council, Park Board, Auburn School District,
Green River Community College, and each sponsoring sister city
organization.
D. A committee Chairperson and Vice-Chairperson will be elected annually
at the first meeting of each year.
Official Sister City Sponsors
A. Each official Sister City, adopted by City Council action, will be
supported by a non-profit agency having a 501 C3 tax status to serve as
the sponsoring group for that Sister City. The sponsoring agency will:
1. Provide a liaison, for each Sister City sponsored, to serve
on the Auburn Sister City Advisory Committee and to act
as their main contact for actions with that Sister City.
2. Coordinate all arrangements during any visits and
exchanges.
3. Serve as the primary host/coordinator during all visits and
exchanges with visiting Sister City dignitaries.
B. At the first Sister City Advisory Committee meeting of each year, the
respective sponsoring agency will submit an annual written report
summarizing the Sister City events for the preceding year.
