A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AUBURN,
WASHINGTON, AUTHORIZING THE MAYOR AND CITY CLERK OF THE
CITY OF AUBURN, TO EXECUTE AN AGREEMENT BETVVEEN THE CITY
OF AUBURN AND W&H PACIFIC, INC. TO UPDATE THE AIRPORT MASTER
PLAN AT THE AUBURN MUNICIPAL AIRPORT AND TO DESIGN A BID
PACKAGE FOR THE FENCE ON THE WESTERN BOUNDARY OF THE
AIRPORT.
WHEREAS, the City of Auburn has a received grant money from the
Federal Aviation Administration to update the Airport Master Plan and to design
a bid package for the fence on the western boundary of the Airport; and
WHEREAS, the Mayor and City Clerk of the City of Auburn are herewith
authorized to execute an Agreement between the City of Auburn and W&H
Pacific, Inc., for the purpose of updating the Airport Master Plan at the Auburn
Municipal Airport and to design a bid package for the fence on the western
boundary of the Airport.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF AUBURN,
KING COUNTY, WASHINGTON, IN A REGULAR MEETING DULY
ASSEMBLED, HEREWITH RESOLVES THAT:
Section 1. The Mayor and City Clerk of the City of Auburn are herewith
authorized to enter into a Agreement between the City of Auburn and W&H
Pacific, Inc., for the purpose of updating the Airport Master Plan at the Auburn

Municipal Airport and to design a bid package for the fence on the western
boundary of the Airport. A copy of said Agreement is attached hereto and
denominated Exhibit "1" and incorporated herein.
Section 2, The Mayor is hereby authorized to implement such
administrative procedures as may be necessary to carry out the directives of
this legislation.

AGREEMENT
hereinafter called OWNER, AND W&H a
update the Auburn Municipal Airport Master Plan and install security fencing, hereinafier called the Project.
IN CONSIDERATION of the mutual covenants contained herein, OWNER and WHP agree as follows:
1. Services: WHP will perform Basic Services as described in the attached Exhibit "A", Scope of
Work. Additional or non-customary services will be performed or obtained by WHP if authorized
in writing by OWNER. Additional or non-customary services are not included as part of Basic
Services described in Exhibit "A".
Additional or non-customary services, which are not included as part of Basic Services described in
Exhibit "A" include, but are not necessarily limited to, adding new tasks or increasing the work
efforts for tasks described as Basic Services in Exhibit "A" which are beyond the magnitude and/or
complexity of the work envisioned at the time this Agreement was executed.
2. Owner's Responsibilities: OWNER will do the following in a timely manner so as not to delay the
services of WHP:
2.1 Designate in writing a person to act as OWNER'S representative with respect to the Project.
2.2 Provide all criteria and full information as to OWNER'S requirements for the Project.
2.3 Assist WHP by placing at WHP's disposal all available information pertinent to the Project.
2.4 Arrange for access to and make all provisions for WHP to enter upon public and private
property as required for WHP to perform services under this Agreement.
2.5 Give prompt written notice to WHP whenever OWNER observes or otherwise becomes
aware of any development that affects the scope or timing of WHP's services.
3. Period of Service: WHP will commence work on the project within ten days of receipt by WHP of
the executed Agreement OR upon notice to proceed provided by the OWNER, and will proceed with
said work in a diligent manner to completion. WHP will not be responsible for delays caused by
factors beyond WHP's control, including:
3.1 Failure of OWNER to furnish timely information or to approve or disapprove WHP's
instruments of service promptly, or;
3.2 Delays caused by regulatory agencies over which WHP has no control, or;
3.3 Delays caused by factors which could not reasonably have been foreseen at the time this
Agreement was executed.

4. Payments to WHP: OWNER agrees to pay WHP as follows:
4.1 Basic Services: For Basic Services (Master Plan Update) rendered under this Agreement,
OWNER agrees to pay WHP a lump sum fee of $127,865.00. For Basic Services (Fencing
Installation) rendered under this Agreement, OWNER agrees to pay WHP a lump sum fee
of $9,740.00
4.2 Additional or Non-customary Services: For additional or non-customary services rendered
under this Agreement, Owner agrees to pay WHP on the basis of the charge rates plus
incurred expenses as set forth in "W&H Pacific Standard Fee Schedule", attached hereto.
4.3 Terms of Payment: Fees for Basic Services will be billed monthly based on a mutually
agreed upon percentage of work completed for that period. Fees for Additional or Non-
customary Services will be billed monthly based on the actual hours worked and expenses
incurred. WHP shall submit monthly invoices to Owner. If OWNER objects to any invoice
submitted by WHP, OWNER shall so advise WHP in writing, giving reasons therefore,
within fifteen days of the date on said invoice.
4.4 Payments in Event of Termination: In the event this Agreement is terminated, WHP will be
compensated for services performed under this Agreement to the date of termination in
accordance with the above provisions of payments to WHP. If this Agreement is terminated
by OWNER, WHP will also be compensated for all reasonable costs and expenses incurred
to assemble and close project files and records.
5. Standard of Performance: WHP shall perform its services in accordance with generally accepted
standards presently maintained by other practicing professionals engaged in the same type of work
in the State of Washington. WHP makes no other warranty, expressed or implied.
6. Reuse of Documents: WHP shall provide OWNER such documents as identified in the Scope of
Work, and such other reasonable and appropriate information that the OWNER shall specifically
request. Any reuse without written approval by WHP for the specific purpose intended will be at
OWNER' s sole risk and without liability or legal exposure to WHP; and OWNER shall indemnify
and hold harmless WHP from all claims, damages, losses and expenses, including attorneys' fees
arising out of or resulting therefrom.
All reports, plans, specifications, field data and notes and other documents, including all documents
on electronic media, prepared by WHP as instruments of service, shall remain the property of WHP.
7. Termination: Either party may terminate this Agreement at any time upon fourteen days' prior
written notice to the other.

8. Contract Disputes: Claims, disputes or other matters in question between the parties arising out of
or relating to this Agreement or breach thereof, shall be resolved through mediation, if possible. If
the differences cannot satisfactorily be resolved through mediation, then arbitration, in accordance
with the rules of the American Arbitration Association, may be used to resolve the dispute, if agreed
by both parties.
9. Attorney's Fees and Expenses: In the event suit or action is instituted to enforce any of the terms
or conditions of this Agreement, the losing party shall pay to the prevailing party, in addition to the
costs and disbursements allowed by judgements, such sum as the court may adjudge reasonable as
attomey's fees in such suit or action, in both trial court and appellate courts.
10. Waiver: No waiver of a breach of any covenant, term or condition of this Agreement shall be a
waiver of any other or subsequent breach of the same or any other covenant, term or condition or a
waiver of the covenant, term or condition itself.
11. Inspection of Records: WHP shall maintain an acceptable cost accounting system. The OWNER,
the Federal Aviation Administration, and the Comptroller General of the United States shall have
access to any books, documents, paper, and records of WHP which are directly pertinent to the
specific contract for the purposes of making an audit, examination, excerpts, and transcriptions.
WHP shall maintain all required records for three (3) years after the OWNER makes final payment
and all other pending matters are closed.
12. Rights to Inventions: All rights to inventions and materials generated under this contract are subject
to regulations issued by the FAA and the sponsor of the Federal grant under which this contract is
executed. Information regarding these rights is available from the FAA and the OWNER.
13. Compliance with Laws and Regulations: WHP agrees to comply with Federal Executive Order
No. 11246, entitled "Equal Employment Opportunity", as supplemented in Department of Labor
regulations (41 CFR, Part 60) if this Agreement exceeds $10,000; Sections 103 and 107 of the
Contract Work Hours and Safety Standards Act (40 USC 327-300) as supplemented by Department
of Labor Regulations (29 CRF, Part 5) if this Agreement exceeds $2,500; and all applicable
standards, orders and regulations issued pursuant to the Clean Air Act of 1970, and as amended in
1990, if this Agreement exceeds $100,000. The Engineer agrees to comply with all other applicable
local, state and federal laws.
14. Breach of Contract Terms - Sanctions: Any violation or breach of the terms of this contract on
the part of WHP or subcontractor may result in the suspension or termination of this connet or such
other action which may be necessary to enforce the rights of the parties of this Agreement.

15. Suspension and Debarment Requirements: The bidder/offeror certifies, by submission of this
proposal or acceptance of this contract, that neither it nor its principals is presently debarred,
suspended, proposed for debarment, declared ineligible, or voluntarily excluded from participation
in this transaction by any Federal department or agency. It further agrees by submitting this proposal
that it will include this clause without modification in all lower tier transactions, solicitations,
proposals, contracts, and subcontracts. Where the biddcr/offcror/contractor or any lower tier
participant is unable to certify to this statement, it shall attach an explanation to this
solicitation/proposal.
16. Certificate of WHP: OWNER and WHP hereby certify that WHP has not been required, directly
or indirectly, as an express or implied condition in connection with obtaining or carrying out this
contract to employ or retain, or agree to employ or retain, any firm or persons, or to pay, or agree to
pay, to any firm, person, or organization of any fee, contribution, donation or consideration of any
kind.
17. FAA Not a Party: It is understood by OWNER and WHP that the FAA is not a party to this
Agreement and will not be responsible for costs except as should be agreed upon by OWNER and
the FAA under a Grant Agreement for the Project.
18. Successors: OWNER and WHP each bind themselves, their partners, successors, executors,
administrators and assigns to the other parties to this Agreement, and to the successors, executors,
administrators and assigns of such other party in respect to all covenants of this Agreement.
19. Non-Assignment: Neither OWNER nor WHP shall assign, sublet, or transfer in any manner
whatsoever their interest or obligation hereunder in this Agreement without the written consent of
the other. WHP may with OWNER's concurrence, however, employ any other party or entity
qualified to do airport work for any part of the work required to be performed by WHP under the
terms of this agreement.
20. Title VI Assurances: During the performance of this contract, WHP, for itself, its assignees and
successors in interest agrees as follows:
a. COMPLIANCE WITH REGULATIONS
WHP shall comply with the Regulations relative to nondiscrimination in federally-assisted
programs of the Department of Transportation (hereinafter, "DOT") Title 49, Code of
Federal Regulations, Part 21, as they may be amended from time to time (hereinafter
referred to as the Regulations), which are herein incorporated by reference and made a part
of this contract.

b. NONDISCRIMINATION
WHP, with regard to the work performed by it during the contract, shall not discriminate on
the grounds of race, color, or national origin in the selection and retention of subcontractors,
including procurement of materials and leases of equipment. The WHP shall not participate
either directly or indirectly in the discrimination prohibited by Section 21.5 of the
Regulations, including employment practices when the contract covers a program set forth
in Appendix "B" of the Regulations.
c. SOLICITATIONS FOR SUBCONTRACTS, INCLUDING PROCUREMENT OF
MATERIALS AND EQUIPMENT
In all solicitations either by competitive bidding or negotiations made by WHP for work to
be performed under a subcontract, including procurement of materials or leases of
equipment, each potential subcontractor or supplier shall be notified by WHP of WHP's
obligations under this contract and the Regulations relative to nondiscrimination on the
grounds of race, color or national origin.
d. INFORMATION AND REPORTS
WHP shall provide all information and reports required by the Regulations or directives
issued pursuant thereto and shall permit access to its books, records, accounts, other sources
of information, and its facilities as may be determined by the sponsor or the Federal Aviation
Administration (FAA) to be pertinent to ascertain compliance with such Regulations, orders,
and instructions. Where any information required of an WHP is in the exclusive possession
of another who fails or refuses to furnish this information, the WHP shall so certify to the
sponsor or the FAA, as appropriate, and shall set forth what efforts it has made to obtain the
information.
e. SANCTIONS FOR NONCOMPLIANCE
In the event of the WHP's non-compliance with the nondiscrimination provisions of this
contract, the sponsor shall impose such contract sanctions as it or the FAA may determine
to be appropriate, including, but not limited to, withholding of payments to WHP under the
contract until WHP complies.
f. INCORPORATION OF PROVISIONS
WHP shall include the provisions of paragraphs (a) through (e) in every subcontract,
including procurement of materials and leases of equipment, unless exempted by the
Regulations or directives issued pursuant thereto. WHP shall take such action with respect
to any subcontract or proeurement as the OWNER or the Federal Aviation Administration
may direct as a means of enforcing such provisions, including sanctions for non-compliance;
provided, however, that in the event WHP becomes involved in or is threatened with

litigation with a subcontractor or supplier as a result of such direction, WHP may request the
OWNER to enter into such litigation to protect the interest of the OWNER, and, in addition
WHP may request the United States to enter into such litigation to protect the interests of
the United States.
21. Disadvantaged Business Enterprise (DBE) Assurances:
a. POLICY
It is the policy of the Department of Transportation (DOT) that disadvantaged business
enterprises as defined in 49 CFR Part 23 shall have the maximum oppommity to participate
in the performance of contracts financed in whole or in part with federal funds under this
Agreement. Consequently the DBE requirements of 49 CFR Part 23 apply to this agreement.
b. DBE OBLIGATION
WHP agrees to ensure that disadvantaged business enterprises as defined in 49 CFR Part 23
have the maximum oppommity to participate in the performance of contracts and
subcontracts financed in whole or in part with federal funds provided under this Agreement.
In this regard, WHP shall take necessary and reasonable steps in accordance with 49 CFR
Part 23 to ensure that disadvantaged business enterprises have the maximum opportunity to
compete for and perform contracts. WHP shall not discriminate on the basis of race, color,
national origin, or sex in the award and performance of DOT-assisted contracts.
22. Insurance: WHP agrees to obtain and maintain a comprehensive general liability insurance policy
in the amount of one million dollars ($1,000,000) during the effective term of this contract, on a per
occurrence and in the aggregate basis which shall cover claims for injuries to persons or property
arising out of work performed under this contract, other than for professional errors and omissions.
The OWNER shall be named as an additional insured on the comprehensive general liability
insurance policy.
WHP shall also maintain professional liability project insurance in the minimum amount of one
million dollars ($1,000,000) on a per claim and project aggregate basis.
Both of the above policies shall contain a provision that they shall not be canceled without at least
thirty (30) days prior written notice to the OWNER. WHP agrees to submit to the OWNER the
Certificates of Insurance for the policies required herein prior to commencing work under this
contract.

23. Controlling Law, Jurisdiction and Venue: This Agreement shall be governed by the laws of the
State of Washington. Jurisdiction and venue of any dispute hereunder shall be in King County, State
of Washington.
24. Trade Restriction Clauses: WHP or subcontractor, by submission of an offer and/or execution of
a contract, certifies that it:
a. is not owned or controlled by one or more citizens of a foreign county included in the list
of countries that discriminate against U.S. firms published by the Office of the United States
Trade Representative (USTR);
b. has not knowingly entered into any contract or subcontract for this project with a person that
is a citizen or national of a foreign country on said list, or is owned or controlled directly or
indirectly by one or more citizens or nationals of a foreign country on said list;
c. has not procured any product nor subcontracted for the supply of any product for use on the
project that is produced in a foreign country on said list.
Unless the restrictions of this clause are waived by the Secretary of Transportation in accordance with 49
CFR 30.17, no contract shall be awarded to a contractor or subcontractor who is unable to certify to the
above. If the contractor knowingly procures or subcontracts for the supply of any product or service of a
foreign country on said list for use on the project, the Federal Aviation Administration may direct through
the OWNER cancellation of the contract at no cost to the Government.
Further, WHP agrees that, if awarded a contract resulting from this solicitation, it will incorporate this
provision for certification without modification in each contract and in all lower tier subcontracts. WHP may
rely on the certification of a prospective subcontractor unless it has knowledge that the certification is
erroneous.
WHP shall provide immediate written notice to the OWNER if WHP learns that its certification or that of
a subcontractor was erroneous when submitted or has become erroneous by reason of changed circumstances.
The subcontractor agrees to provide written notice to WHP if at any time it learns that its certification was
erroneous by reason of changed circumstances.
This certification is a material representation of fact upon which reliance was placed when making the award.
If it is later determined that WHP or subcontractor knowingly rendered an erroneous certification, the Federal
Aviation Administration may direct through the OWNER cancellation of the contract or subcontract or
default at no cost to the Government.

Nothing contained in the foregoing shall be construed to require establishment of a system of records in order
to render, in good faith, the certification required by this provision. The knowledge and information of a
contractor is not required to exceed that which is normally possessed by a prudent person in the ordinary
course of business dealings.
This certification concems a matter within the jurisdiction of an agency of the United States of America and
the making of a false, fictitious, or fraudulent certification may render the maker subject to prosecution under
Title 18, United States Code, Section 1001.
THIS AGREEMENT together with the exhibits and schedules identified above constitute the entire
Agreement between OWNER and WHP and supersede all prior written or oral understandings. This
Agreement and said exhibits and schedules may only be amended, supplemented, modified or canceled by
a duly executed written instrument.
IN WITNESS WHEREOF, the parties hereto have executed this Agreement on the day and year first above
written.

Auburn Municipal Airport Master Plan Update Scope of Work
INTRODUCTION
It is the intent of the study described in this scope of work to update the master plan for the Auburn
Municipal Airport. In general, the structure of the planning process is adopted from Federal
Aviation Administration (FAA) Advisory Circular (AC)150/5070-6A; Airport Master Plans, AC
150/5300-13; Airport Design (through Change 5), and the FAA's Master Plan and Airport Layout
Plan (ALP) checklists which will be utilized as guides in completing the project. The following
tasks describe the Scope of Work to be performed.
TASK 0 - SCOPE OF WORK DEVELOPMENT
Objective: The objective of this task is to develop a scope of work and budget for the Aubum
Municipal Airport Master Plan Update.
Approach: The final Scope of Work will describe the process which deals both generally and
specifically with the major airport functional areas. The first step in this process will be to compile
and document the key issues to be addressed, and to determine the expectations of the involved
parties to reach agreement on the study's goals and objectives. The following is a preliminary list
of the key issues:
Airport Geometry. Of particular interest is extending the safety area south onto the METRO
park and Ride site, providing additional runway length for takeoffs, GPS approach
considerations, potential siting of aviation-dependent business and/or a restaurant, utilization of
newly-acquired west side property, grading and drainage improvements needed to utilize the 3.5
acre site located north of the transient tie-down area, and consolidation of the dual-parallel
taxiway into a single, wider parallel taxiway. These issues will be analyzed as part of the facility
requirements task.
Rates and Charges. All rates and charges for activity at the airport need to be reviewed,
including land lease rates, fuel flowage fees, etc. Different rates may be recommended for
commercial vs. non-commercial operations for the respective rates and charges. A
recommendation will be made for the fees listed above. In addition to rates, lease terms and
conditions will also be reviewed.
Airport Land Resources and Ownership. Developable land at the airport is limited.
Recommendations will be made on the amount of land needed for the airport during the planning
period and opportunities for acquisition, such as the METRO Park and Ride property south of
the airport.
> Public Involvement. Public involvement will be an important aspect of this planning process.
Through a proactive public involvement program, this plan will attempt to provide numerous
opportunities for various members of the public to provide input to the planning process.

Auburn Municipal Airpon Master Plan Update Scope of Work
Minimum Standards. The minimum standards for the Airport will also be reviewed.
Recommendations will be made regarding changes needed to improve the minimum standards.
Aviation-Dependent Development Alternatives. The highest and best use of two airport land
parcels and the possible acquisition of a third will be determined. Recommendations will be
set forth for their most profitable aviation- dependent uses.
Environmental Mitigaa'on. This item consists of investigation of wetlands in conjunction with
development of an approximately 23-acre parcel west of the Airport. The City of Auburn
wishes to develop the adjoining property for use by aviation-dependent services and industries.
Based on the final Scope of Work, a budget will be developed and agreed upon for each task. The
development of the scope of work will be a collaborative process between the Consultant, City of
Auburn, and the FAA.
Product/Results: A Scope of Work and Budget for the Master Plan Update will be produced.
TASK 1 - INVENTORY AND DATA COLLECTION
Objective: The objective of the inventory task is to collect a brief airport history, baseline data on
airport facilities, aviation activity, on-airport land use, airport financial information, and off-airport
land use.
Approach: An on-site review of airport facilities will be conducted to determine current conditions,
capacity, use, and ability to expand. Aviation activity and land use data will be collected and
synthesized for use in subsequent tasks.
Specific categories in which data will be collected include the following:

B. Aviation Activity Data
Existing information on aviation activity at the airport will be collected and reviewed.
Information of this type that is available in existing reports (previous master plans, State
System Plans, FAA 5010 Records) will be utilized to the maximum extent possible.
Supplemental data collection will be undertaken as required to obtain information on:
1) Volume and type of general aviation aircraft operations (singles, twins, business
turboprop, helicopters, business jets, and specialty aircraft).
2) Volume and type of sport/recreation aviation operations (gliders, ultralights,
experimental aircra~).
3) . Number of based aircraft by type (singles, twins, business turboprop, helicopters,
business jets, and specialty aircraft.
4) Total volume of traffic (annual totals and peak).
5) Instrument approach data (both training and actual, if possible).
6) Training activities, such as percent touch-and-goes (including military training
operations).
7) Socioeconomic data, such as employment and population trends, which may have
impacts upon the airport.
8) Role of the airport in the Seattle metro area.
Product/Results: Inventory data will be presented in narrative, graphic and tabular form, as
appropriate, at the completion of this task. Mapping will include a consolidated depiction of area
land uses, and the roadway system serving the airport and surrounding land uses. This presentation
will be in the form of a chapter for the Master Plan Update Report.
TASK 2 - FAA COMPLIANCE ISSUES
Objective: The Objective of this task is to analyze the rates and charges issues to ensure that City
of Auburn is in compliance with FAA grant assurances.
Rates and Charges. The rates and charges for land lease and fuel flowage fees for the airport, etc.,
will be reviewed. A survey of rates and charges at other airports in Oregon, Washington, and Idaho
will be developed (utilizing existing resources). Alternative methods of rate setting will be reviewed

and recommendations will be made to City of Auburn on the appropriate methodology and actual
rates for land leases and fuel flowage fees, etc.
Minimum Standards. Minimum standards for FBO (broadly defined as either commercial,
corporate, or aircraft storage activity, rental, charter, flight training, fueling, or other similar
aeronautical activities) will be reviewed. Sample minimum standards from at least three other
airports will be collected and analyzed as well as reviewing current FAA standards.
Recommendations will be made to City of Auburn on revisions to the minimum standards, as
necessary.

TASK 3 - AERONAUTICAL ACTIVITY FORECAST
Objective: The Aeronautical Activity Forecast section is intended to provide a definitive indication
of the types and levels of activity expected at the Auburn Municipal Airport during the forecast
period 2000 through 2020. The measures of activity will serve as input data for the facility
requirements analysis, which follows. This information will play a primary role in determining the
need and timing of airport development and, subsequently, the impact of this development on the
airport environs.
Approach: Data pertaining to forecasts of population and employment activity will be analyzed.
This work task will also include meetings with aircraft owners, tenants, and users regarding their
current use of the airport and their plans for future use in order to develop future growth scenarios.
All forecasts will be made for periods ending 5, 10 and 20 years from the base year of 2000.
Forecasts will be made for the following activity categories:
1. Critical Aircraft: The existing and future critical aircraft will be defined along with an
airport reference code. The critical aircraft(s) will be identified (if necessary, by approach
category, by wingspan, and/or by weight, for different airport components). The critical
aircraft(s) must conduct at least 500 annual itinerant operations.
2. Based Aircraft: A forecast will be developed for the total number of based aircraft by the
following classifications: single engine piston, twin engine piston, business class turboprop,
helicopter, and business jet.
3. Operations Forecast: A forecast of operations will be made for the following classifications:

Total annual operations.
Peak period forecasts will be developed.
Operations by the critical aircraft.
Percent local vs. itinerant operations.
Product/Results: The forecast of aviation demand for the Auburn Municipal Airport will be
documented in narrative, tabular, and graphic form for use as a chapter in the Master Plan Update
Report. Because this data will become the basis of the airport demand/capacity and facility
requirements analysis, it will be reviewed and accepted by the City of Aubum and the FAA prior to
initiation of those tasks.
TASK 4 - ENVIRONMENTAL MITIGATION
Objective: The objective of this task includes:
1. Determination of the extent of wetlands on the recently acquired 23-acre parcel, and
preparation of a wetland delineation report.
Approach: Conduct a site inspection to delineate wetlands. Wetland delineation will be conducted
according to the Corps of Engineers Wetland Delineation Manual (1987 Manual) and the
Washington State Wetland Identification and Delineation Manual (WIDM). The wetland boundary
will be marked with sequentially numbered flags. The site inspection will include a one-day visit
by a wetland scientist. Following the site visit, a wetland delineation report will be prepared. One
meeting will be held with airport staff to discuss the findings of the report. Following the
delineation, a topographic survey of the site will be conducted including surveyed location of
wetland flagging. Submit the wetland delineation report and survey exhibit to the Corps for
concurrence.
Develop preliminary cost estimates for construction of the anticipated wetland mitigation. These
cost estimates will be based on estimates of the acreage of the wetland mitigation that may be
necessary. These costs will be utilized in development of the Capital Improvement Program.
Assumptions:
One field day will be necessary to perform site inspection.
Permit applications will be considered formulation for future construction, and are not included
in this scope of work.
Product/Results: A wetland delineation report will be produced. Report will be approximately 10
pages in length, and include up to three 8~ by 11-inch black and white graphics.

TASK 5- FACILITY REQUIREMENTS
Objective: The objective of the demand/capacity analysis is to determine the ability of both the
airside and landside facilities to accommodate forecast activity levels. Based upon existing capacity
and future demand, and the forecast critical aircraft/airport reference code, up to three alternatives
to meet future demand Will be developed, graphically depicted, and analyzed. Based upon input
from the Master Plan Advisory Committee (MPAC), City of Auburn, and the FAA, a recommended
alternative will be selected for the various types of facilities analyzed.
Approach: The capacity of the following components will be analyzed using quantitative
techniques developed by the FAA as outlined in Advisory Circular 150/5060.5 or by other accepted
methodologies:
> AirfieM requirements, including runways, taxiways, apron areas, lighting and markings,
navigational aids and support areas. Printouts of the FAA "Airport Design" program will be
included for runway length and critical dimensions. Appropriate design standards will be
applied, and deviations from those standards noted with proposed disposition for the deviations
so noted.
Approach area requirements, including runway protection zones, obstacle clearance approach
surfaces per AC 150/5300-13, Appendix 2, and FAR Part 77 approach slopes. Consult with
FA.A Flight Procedures Office regarding development of a GPS non-precision approach.
General Aviation area requirements, including hangars and tiedowns, fixed base operator
(FBO) facilities (both commercial and recreational uses), automobile parking areas, and other
facilities.
Other building areas and land uses, including commercial, industrial, fuel storage, and a general
public viewing/picnic area and parking lot.
> Utilities and urban services, needs will be reviewed including sewer, water, power, landside
transportation (streets and roadways), and telecommunications needs.

documented and presented in graphic, tabular, and narrative form, as appropriate for use in the

Master Plan Update Report. A table will be provided on the ALP and within the Master Plan report
noting deviations from FAA design standards with recommendations made for temporary or
permanent modification to design standards and, where appropriate, development projects to bring
the airport into compliance with design standards.
TASK 6 - AVIATION-DEPENDENT DEVELOPMENT ALTERNATIVES
Objective: The objective of the alternatives analysis is to determine the market feasibility and
Airport revenue potentials for developing aviation-dependent land uses for two vacant parcels of
Airport-owned land. The smallest is 3.5-acres, and is adjacent to the Airport office on the north.
The larger parcel is 23 acres, located on the west side of the Airport. In addition, the long-term
revenue potential of METRO Park and Ride property beyond that necessary for safety area or
approach protection will be analyzed. The highest and best use mix of these aviation-dependent
parcels will be determined.
Approach: Analyzing the market feasibility of developing these vacant parcels will entail the
following:
1. Meet with City of Auburn staff to review all pertinent project background data concerning
the vacant sites that bear on the highest and best use market analysis.
2. Develop detailed market data on the supply of potentially competitive land uses including
lease rates, vacancy factors, access, visibility, parking and tenant nreferences.
3. Assess area tenant demand characteristics for possible aviation-dependent uses including
mix, preferences and probable future trends. Such uses may include:
> Traditional aviation-dependent uses, such as hangars, apron and FBO facilities.
> Aviation-dependent commercial/industrial, such as air cargo/air freight. No non-
aviation-related development, such as warehouse or office space, will be considered.
4. Analyze the market potential of these various uses.
5. Identify what special types of tenants might be attracted to Airport land because of its
aviation-related attributes, location and unique amenities.
6. Project market achievable lease rates and annual absorption rates for land and building space
by type at the Airport. Particular attention will be paid to market timing factors (e.g.,
business cycle, movement of business to the Auburn area, local employment outlook for
space users, new space entries, etc.).
7. Recommend whether sufficient market support exists to proceed with development of vacant

Airport land. If justified, prescribe the types of aviation-dependent space market-supportable
over time.
8. Recommend development phasing based upon our forecasted rate of space absorption and
leasehold pricing.
Product/Results: The development altematives analysis will culminate in a document that clearly
communicates our market feasibility findings. The development altematives work effort will be
closely coordinated with the overall Master Plan update effort, and will serve as the basis for
developing a phased capital improvement plan.
TASK 7 - LAND USE COMPATIBILITY
Objective: The objective of the land use compatibility task is to evaluate the impact of the airport
on the surrounding environs, as well as the impact of adjacent land uses on the airport. Evaluation
criteria for the airport can be divided into three categories:
> Noise
> Runway Protection Zones
> Airport Airspace Obstruction Protection
Approach: The approach for this task will be divided into the three categories listed above.
Noise. Noise impacts will be evaluated against existing and planned land uses, and existing or
potential conflicts noted with recommendations made as to how those impacts can be mitigated,
including reconfiguration of the traffic patterns to minimize noise impacts.
Runway Protection Zone. The runway protection zones needed for the airport will be plotted and
ownership and land use within the zones documented. Recommendations will be made regarding
changes needed in ownership or land use to ensure that development within those zones is
compatible with the airport.
Airport Airspace Obstruction Protection. Far Part 77 and Airport Design Appendix 3 Obstacle
Clearance Approach criteria will be reviewed for the Auburn Municipal Airport. Obstructions will
be identified and a removal plan recommended as appropriate. Airspace protection measures for the
City of Auburn will also be reviewed and recommendations made regarding changes which are
needed.

Approach: The ALP package will be prepared using the FAA ALP checklist and will consist of the
following drawings.
Cover Sheet
The cover sheet will provide an index to the other drawings and a vicinity map showing the location
of the airport.
ALP Drawing
This drawing will depict the existing airport facilities and graphically show the recommended
improvements in the following areas:
1. Airfield facilities, including the runways, taxiways, aprons, buildings, navigational aids,
surface vehicle roadways, and automobile parking.
2. Aviation and related development areas, which include general aviation, operations,
maintenance and service areas.
3. Runway object free areas, runway safety areas, rimway protection zones, approach areas, and
building restriction lines.
4. Property lines.
5. Runway and airfield data table.

outs from declared Distances module of the "Airport Design" program (Version 4.2D is

This drawing will illustrate the FAR Part 77 Airspace for the Aubum Municipal Airport and will
include a listing of obstructions and an obstruction removal plan as required.
FAR Pan 77 and Obstacle Clearance Approach & Runway Protection Zone (RPZ) Plans and
Profiles:
These drawings will illustrate a plan view and profile view of the full length of existing and future
FAR Part 77 approaches, the obstacle clearance approaches per AC 150/5300-13, Appendix 2,
Threshold Siting Requirements, and the runway protection zones. Also included will be an
obstruction table which will identify obstructions to either of the approaches listed above. Also
shown will be:
1. Airport property lines, whether owned in fee simple or easement.
2. Obstruction elevations and clearances for each approach.
3. Elevations of roads at the edges of the RPZs and extended runway centerlines.
4. An obstruction clearance plan with a brief analysis of the cost of removal of the obstructions
identified.
5. Contour elevations for the area under the existing and future approach surfaces with a
minimum of 50-foot contour intervals for all sloping FAR Part 77 imaginary surfaces.
6. FAR Part 77 approaches shown full-length without cut lines or truncation in both plan and

Land Use Plan
A land use plan will be developed which illustrates the comprehensive plan land use designations
both on and around the airport. The land use plan will illustrate areas of compatibility or conflict
with the airport. The objective is to develop planning recommendations that are acceptable to the
City of Aubum, will protect and enhance the viability of the airport, and will foster compatible
development adjacent to the airport. Written and graphic materials will be prepared that describe the
completed analysis of on- and off-airport land use.
Product/Results: A set of ALp drawings will be prepared in accordance with the requirements set
forth in FAA AC 150/5070-6A and with design standards as set forth in AC 150/5300-13 and the
FAA ALP checklist. Computer generated drawings will be prepared using AutoCAD Software, and
provided to City of Auburn on 3¼ inch diskettes. A report chapter presenting the drawings and an
explanation of their detail will be prepared as appropriate for use in the Master Plan Update Report.
TASK 9 - FINANCIAL PLAN
Objective: The objective of this phase is to evaluate the financial feasibility of proposed
improvements both as individual projects and in the aggregate as planned phases of future
development. The planned phases are in the 5-, 10-, and 20-year time frames. The base year for the
Financial Plan will be 2000.
Two elements are included in this task.
>. Development of a capital improvement program.
>. Development of a combined capital and operating budget, including projected airport revenues
and expenses.
Each of these elements is described below.
Development of a Capital Improvement Program (CIP)
Approach: All development proposed in the master plan will be separated into specific itemized
construction projects. The level of detail will be sufficient to make accurate preliminary cost
estimates possible. Projects will generally be listed according to the sequence in which they are
recommended for construction and in priority order for FAA Funding. Costs will be estimated for
each project in 2000 dollars.
Product/Results: Projects, together with estimated costs, will be itemized. An accompanying
narrative will describe supporting data. Unit cost data used in developing total costs will be

documented. A staged 20-year Development Plan will show the airport improvements, by priority,
on a first 5-year, second 5-year and final 10-year basis. The improvements recommended during the
first five years will be listed in numerical priority order and in sufficient detail to serve as the
airport's 5-year CIP.
Combined Capital and Operating Budget Forecast
Approach: A detailed cash flow analysis of operating and capital revenues and expenses will be
prepared. This will combine the projected capital development budget, associated and anticipated ,
FAA grant revenues, and operating expenses such as utilities and maintenance expense. Existing
revenue sources will be reviewed to determine if rates and charges are within current market ranges
for similar airports. Where possible, potential new sources of revenue will be identified. An
analysis will also be provided for possible alternative methods of financing the recommended capital
improvements. Particular attention will also be given to the feasibility of the first-phase
development program. A development plan drawing will be prepared which will illustrate the
general location of projects listed in the CIP.
Product/Results: A financial plan composed of a capital and operating budget will be prepared for
the Aubum Municipal Airport. This will be in tabular, graphic and narrative form as well as in an
electronic form (computer spreadsheet) to be maintained by City of Aubum (if they desire to). The
staged development plan, which will illustrate the CIP for the planning periods, will suggest funding
sources for each project. The final product will satisfy the FAA's requirement to produce a 5-year
capital improvement program and will be presented in the FAA CIP format.
TASK 10 - PUBLIC INVOLVEMENT
Objective: Experience from past planning and construction projects at the Auburn Municipal
Airport has shown that there are a number of individuals and groups who have an interest in what
happens at the airport. The objective of this task is to provide a mechanism for ongoing
communication between the City of Aubum, these individuals and groups, and the public at large.
A successful public involvement program will facilitate adoption of the final plan and will provide
an opportunity for a wide range of input throughout the planning process. This task will have several
sub-obj ectives and processes.
Task 10.1 - Coordinate with Stakeholders
Objectives:
> To identify individuals and organizations who need to be involved in this process, and to develop
the appropriate tools and mechanisms to involve them.
> To hear from stakeholders with a high interest in the process, and get their input on history,
process elements, and issues.

Approach: The following steps will be taken to begin initial contacts with stakeholders and to
develop the involvement program:
1. Review City of Auburn files to identify prior contacts, potentially affected Indian tribes,
solicit information from airport tenants to identify stakeholders to interview for backgrotmd
information. Methods to involve the public (public meetings, project newsletter mailings,
etc.) will also be identified.
2. Develop an interview instrument (questions, format, etc.), with project team input to use to
collect information about the airport, the past history, and future needs.
3. Conduct a maximum of 10 stakeholder interviews.
4. Write an interview summary report providing the results of the survey data collected. This
information will be used in the subsequent planning process.
5. Develop a mailing list which will be updated throughout the project.

Task 10.2 - Refine Process
Objective: Based upon the results of Task 11.1, it may be appropriate to refine the public
involvement approach. Task 11.1 is a "test the waters" step which will allow the project team to
judge how volatile the planning project will be, and to make adjustments to the public involvement
process to reduce the volatility.
Approach: The project team will meet and review the results of Task 11.1. Decisions will be made
on how extensive other public involvement program elements will be.
Products/Results: A final public involvement program.
Task 10.3 - Airport Board
Objective: Through the planning process, the Airport Board will convene to work together
proactively in working through issues, reviewing information, and providing guidance in the
development of the plan.

Approach: A five-meeting schedule is planned for the Airport Board with an additional floating
meeting to deal with any problems along the way. The meetings will be moderated by consultant
staff. The following is an outline of the meetings planned for the Airport Board.

Meeting 2. Forecast review and preliminary facility requirements and alternatives.
Meeting 3. Facility requirements analysis and preliminary ALPs.

Note: Upon project commencement, an organizational chart depicting Sponsor and other involved
agencies and a listing of the Airport Board members and their affiliations will be provided to the

Products/Results: The Airport Board will be utilized throughout the planning process to provide
input and comment to City of Auburn and the consultant team, and to build local consensus and

Task 10.4 - Community/General Public Information and Involvement
Objective: The objective of this task is to inform and provide opportunities for involvement to the
broader community and the general public.
Approach: In order to involve a broader community, the following steps will be taken:
1. Project Newsletters. Develop and mail a series of project newsletters to people on the
mailing list and provide copies at locations around the airport. Publish up to 5 project
newsletters in an 8.5 x 11 format - single color, simple design with simple graphics and
layout (low tech but effective).
2. Open Houses. Conduct a series of three open houses to allow the public an opportunity to
provide input and review project process. Provide graphics and hand-outs at the meetings.
Summary reports will be prepared outlining the public input and general reception from the
meetings. The following is the recommended sequence within the planning project:
Open House 1. Project initiation, inventory, issues.
Open House 2. Forecast, facility requirements.
Open House 3. Airport plans and implementation.

3. City of Auburn Meetings. The consultant will attend the following City of Auburn meetings
to coordinate the planning work:
a. One Planning Commission Meeting
b. One Council Committee Meeting
c. One City Council Meeting
Products/Results: Press Releases and project newsletters will be prepared and distributed via the
mail and as handouts. Three open houses will be conducted during the planning process providing
the opportunity for public input.
TASK 11 - REPORT PREPARATION
Objective: In addition to the draft chapter reports that will be distributed to the Airport Board for
review, the consultants will prepare draft and final Master Plan Update reports for interim review
and final approval by City of Auburn and FAA. These reports will present the final
recommendations as well as supporting data and analysis deemed essential to the understanding of
the concepts and the recommendations of the Plan.
Approach: The material developed for each task will be presented to City of Auburn and will form
the basis of the chapters in the Master Plan Update report. As each chapter is prepared, copies will
be provided to the Airport Board and the FAA at least one week prior to the Airport Board meetings.
Copies sent to the FAA will also contain the appropriate section of the FAA Master Plan and ALP
Checklists.
Product/Results: Up to 30 copies of each draft chapter will be distributed to the Airport Board and
others as designated by City of Auburn. FAA will receive two copies of working papers and reports.
5 Draft ALP sets with FAA Checklists will be provided to the FAA for their review.
Final master plan printing will be as follows:
30 copies of the completed Master Plan Report to City of Auburn.
2 copies of the completed Master Plan to the FAA.
3 sets of signed blue-line prints of the full size plans. ALPs to be signed (2 sets to the FAA, 1
set to City of Auburn).
1 unsigned mylar set of the full size plan sheets to City of Auburn.
1 electronic copy of the report and drawings on 3.5 inch diskettes to City of Aubum (Word for
the report and AutoCAD for the drawings).

Auburn Municipal Airport Fencing Installation Scope of Work
PROJECT DESCRIPTION
Install approximately 2,200 linear feet of new chain link security fencing and manual gates along
west airport perimeter, from 30th Street South to the newly acquired 23-acre parcel of airport
property.
Scope of Work
CONSULTANT shall provide the following services for the project as described below. Consulting
work shall be performed using accepted engineering principals and practices, and shall provide
quality products that meet or exceed industry standards.
1. Prepare one 11 -inch by 17-inch layout plan with fencing details.
2. Prepare technical specifications for the project utilizing FAA Standard Specifications.
Assemble FAA standard contract clauses and federal wage rate schedules for incorporation
into construction contract. Prepare a bid solicitation request for distribution to interested
bidders.
3. Prepare construction cost estimates.
4. Solicit comments from City and FAA personnel. Incorporate review comments and finalize
construction plan, specifications, and cost estimates. Publish up to 10 sets of bidding
documents and plan sheets.
5. Assist City with bidder questions and interpretation of project requirements. Following bid
opening, prepare a bid tabulation and make recommendation for award.
6. Provide up to three (3) field visits during construction to observe construction progress,
confirm conformance with schedules, note observed departures from the plans and
specifications, gather data for construction pay quantities, and document significant
conversations or situations. Provide copies of field reports to City personnel.
7. Prepare one monthly contractor pay estimate for processing by City.
Assumptions
> All construction surveying will be provided by City of Aubum.
> No geotechnical investigations will be performed as part of this project.
> City will assemble the construction agreements based on contractor bids and consultant-prepared
layout plan, details, specifications, and contract clauses.
