A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AUBURN, KING
COUNTY, WASHINGTON, AUTHORIZING THE MAYOR AND CITY CLERK TO
EXECUTE A SERVICE AGREEMENT BETWEEN THE CITY OF AUBURN AND
HUMAN RESOURCES SERVICES INC. - NORTHWEST TO PROCESS THE
CITY OF AUBURN'S UNEMPLOYMENT SERVICES CLAIMS.
WHEREAS, the City of Auburn recognizes that minimizing the cost of
unemployment benefits is good fiscal policy, and
WHEREAS, the City of Auburn recognizes that it more cost effective to
contract with a third party to administer the program, and
WHEREAS, the City of Auburn recognizes the need to reduce the cost of
administering the unemployment benefits program by utilizing a flat fee rate as
opposed to a fee based on percentage of payroll,
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF AUBURN,
WASHINGTON, IN A REGULAR MEETING DULY ASSEMBLED, HEREWITH
RESOLVES THAT:
Section 1. The Mayor and City Clerk of the City of Auburn, Washington are
herewith authorized to enter into a service Agreement between the City of Auburn
and Human Resources Services Inc.- Northwest, to process unemployment
benefits claims, which will take effect January 1,2001 and cover services through
December 31,2001, automatically renewing itself unless either party gives notice

to the contrary 90 days prior to the expiration date. A copy of the said Agreement
is attached hereto and denominated as Exhibit "A".
Section 2. The Mayor is hereby authorized to implement such
administrative procedures as may be necessary to carry out the directives of this
legislation.

pERSONNEL DEP~RTMENT
Human Resource Services TnC. - Northwest (HRS-NW) hereby offers its
unemployment compensation management services to Citv of Auburn in the
stale of WA. During the life of this agreement, HRS-NW agrees to perform the
following services.
1. GE'I'FING STARTED
a. review all claims data relevant to future unemployment benefit charges.
b. review current reimbursable charges.
c. Coordinate and facilitate an orderly system for preparing and transmitting
employee termination information, for which unemployment benefit claims
are made, to the HRS-NW database. (HRS-NW will use this information
2. CLAIMS MANAGEMENT
a. process all verbal and written communication with the Employment
Security Department concerning unemployment benefits.
b. file timely appeals to initial claim determinations and/or appeal decisions of
questionable merit at all administrative hearing levels.
c. provide representation at administrative hearings and compose petitions for
review as permitted by Washington State law, rules, or regulations.
d. protest improper charges assigned to your account.
e. monitor overpayments or relief of charges to ensure proper credit and
account experience..
3. INFORMATION AND TRAINING:
a. provide quarterly reports of claims activity and costs by organizational unit
and supervisor.
b. provide professional counsel with respect to unemployment compensation
issues.
c. recommend policies and procedures to insure proper documentation of
circumstances, which influence unemployment compensation situations.

d. conduct workshops to enhance your supervisory staff's knowledge of
employment or termination practices and their impact on your
unemployment compensation account.
e. conduct workshops with appropriate personnel to review unemployment
compensation, stressing potential liabilities involved and the importance of
proper handling of these matters to prevent unwarranted costs.
It is understood that the services to be performed shall be in strict compliance
with the rules and re ulations of Washington State Employment Security and
shall specificall exclu~get any services that now in the future may be deemed
the practice of ~aw or accountancy. or
HRS-NW agrees to render the services specified in this Service Agreement for an
annual fee of $2,000 this will be billed at $167.00 per month for the term of the
contract. The fee is based on an average of 30 claims per year. Fees are
payable in accordance with city accounts payable procedures.
The implementation fee will be waived.
This agreement shall be for the period of one year. It will be effective starting
