A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AUBURN,
WASHINGTON, AUTHORIZING THE MAYOR AND CITY CLERK TO
EXECUTE SUPPLEMENT NO. 1 TO THE STATE PARTICIPATING
AGREEMENT, GCA 2196, WITH THE WASHINGTON STATE DEPARTMENT
OF TRANSPORTATION, TO PROVIDE FOR INSTALLATION OF
SURVEILLANCE CONTROL AND DRIVER INFORMATION SYSTEMS
WITHIN THE AREA OF CITY PROJECT NO. PR529, KNOWN AS SR18/'C'
STREET SW INTERCHANGE AND 3RD STREET SW GRADE SEPARATION
PROJECT.
WHEREAS, the City of Auburn approved Resolution 3230 on June 19,
2000 which authorized the Mayor and City Clerk to execute a State
Participating Agreement with the Washington State Department of
Transportation, so that the City can provide construction services for the
installation of the WSDOT's surveillance control and driver information system
within the PR529, SR 18/ `C' Street SW Interchange and 3rd Street SW Grade
Separation Project area at the WSDOT's expense; and
WHEREAS, the original agreement authorized $89,475 and allows a
25% increase in costs without supplementing the agreement. The actual bids
for construction increased the WSDOT's costs by more then 25% thus per the
terms and conditions of the executed agreement, the agreement must be
supplemented to authorize the additional cost of $71,640 for a total estimated
reimbursement by the WSDOT of $ 161,115.

NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF AUBURN,
WASHINGTON, IN A REGULAR MEETING DULY ASSEMBLED, HEREWITH
RESOLVES THAT:
Section 1. The Mayor and City Clerk of the City of Auburn are herewith
authorized to execute Supplement No. 1 of the State Participating Agreement,
GCA 2196, with the Washington State Department of Transportation. Exhibit A
of the original agreement is hereby superceded and replaced by Exhiibt A-1. A
copy of said Supplement No. 1 is attached hereto and denominated as Exhibit
1" and incorporated by reference into Agreement GCA 2196 entered into
between the city and the Washington Sate department of Transportation. All
other terms and conditions of said original agreement shall remain in full force
and effect.
Section 2. The Mayor is hereby authorized to implement such
administrative procedures as may be necessary to carry out the directives of
this legislation.

AGREEMENT GCA 2196
SUPPLEMENT NO. 1 -
THIS AGREEMENT, made and entered into this day of ,
20 , befinreen the State of Washington, Department of Transportation, acting by
and through the Secretary of the Departmen# of Transportation, by virtue of Title 47
RCW, hereinafter called the "STATE" and the City of Auburn, 25 West Main,
Auburn, Washington, 98001, hereinafter called the "CITY".
WHEREAS, the parties referenced above hereto entered into AGREEMENT
GCA 2196 on July 10, 2000 which provides for the CITY to install the SC&DI ramp
metering system on the "C" Street SW Interchange/3rd St. SW Grade Separation
Project, and
WHEREAS, it is deemed desirable to supplement the original agreement for
the increase to the cost of accomplishing the work.
NOW, THEREFORE, in consideration of the terms, conditions, covenants,
and performance contained herein, and by virtue of RCW 47.28.140,
IT IS MUTUALLY AGREED AS FOLLOWS:
1. The estimate of cost, EXHIBIT "A" in the original agreement, is hereby
superseded and replaced by EXHIBIT "A-1", attached hereto and by this reference
made a part of this AGREEMENT.
2. All other terms and conditions of the original agreement shall remain in full force
and effect except as modified by the Supplemental Agreement.

EXHIBIT A-1
ESTIMATE OF COST
The City will construct for the STATE a SC&DI ramp metering system on the "C" Street SW Interchange
/3rd St. SW Grade Separation Project. The work is to be done in two phases. Phase 1 consists of
installing all conduit, junction boxes and foundations. Phase 2 includes an ES cabinet and equipment, a
transformer, two ramp meters, induction loop vehicle detectors and all conductors. The installation of
the signal standards, vehicle heads and flashing beacon will be delayed to a later date.
