A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AUBURN,
WASHINGTON, ADOPTING THE 2002-2007 SIX YEAR TRANSPORTATION
IMPROVEMENT PROGRAM OF THE CITY OF AUBURN PURSUANT TO
R.C.W. CHAPTER 35.77 OF THE LAWS OF THE STATE OF WASHINGTON.
WHEREAS, R.C.W. Chapter 35.77 of the Laws of the State of
Washington requires that the legislative body of each city and town within the
State of Washington prepare and adopt a six year transportation program for
the ensuing six calendar years and that such program be reviewed annually
each year thereafter; and
WHEREAS, a public hearing to consider the adoption of the 2002-2007
six year transportation program for the City of Auburn was held on September
4, 2001, at the hour of 7:30 p.m. in the Council Chambers of the Auburn City
Hall, pursuant to notice published in the legal newspaper of the City of Auburn
on August 22, 2001; and
WHEREAS, said 2002-2007 six year transportation improvement plan of
the City of Auburn was approved by the City Council by motion duly made and
carried in said hearing.

NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF AUBURN,
WASHINGTON, IN A REGULAR MEETING DULY ASSEMBLED, DO
RESOLVE AS FOLLOWS:
Section 1. I There is attached hereto and denominated as Exhibit "A"
and the terms of which are incorporated herewith by reference as though fully
set forth, a designation of the streets within the corporate limits of the City of
Auburn to be improved in the manner therein set forth during the year set for
the improvement of such street or streets.
Section 2. That the City Engineer of the City of Auburn is hereby
directed to forward a certified copy of this Resolution to the Washington State
Department of Transportation, TransAid, for filing not more than thirty (30) days
after the adoption of this Resolution.
Section 3. The Mayor is hereby authorized to implement such
administrative procedures as may be necessary to carry out the directions of
this legislation.

I!mprove!me:nt P:rogram (TIP)
BACKGROUND
The six-year program is updated each year in accordance with RCW,
chapter 35.77, requiring that cities file an adopted program yearly with the
Department of Transportation. The purpose of this program is to "assure
that each city and town shall perpetually have available advanced plans
looking to the future for not less than six years as a guide in carrying out a
coordinated street construction program". This annual update also informs
neighboring jurisdictions of the City's construction schedule for the
purposes of coordination and compatibility.
METHODOLOGY
· Transportation needs are identified by examining the latest information
concerning safety and accident history, growth trends, traffic studies
and the City's recently adopted (1997) and updated (1998/1999)
Transportation Plan.
· A revenue forecast is prepared to provide a reasonable estimate of
funding available to accomplish the transportation improvement needs.
Since the desire to construct transportation improvements typically
exceeds the available forecast revenue, it is necessary to establish
some method of prioritizing the needs.
· The Public Works Committee and Staff review transportation needs as
prioritized by city staff. The likelihood of receiving federal or state
grants for various improvements is considered. Community interest and

values are also considered. All of these factors yield a prioritized list
of transportation improvements. The prioritized list is then financially
constrained to reflect the financial projections to yield the Six-Year
Transportation Improvement Program.
NOTE
The program recognizes approximately $130 million worth of transportation
improvements (including Non-Motorized and pavement preservation) for
the next six years.
NEW PROJECTS
The 2002 - 2007 Six-Year Transportation Improvement Program includes
several new or revised projects. The emphasis of these new projects is
pedestrian safety/accessibility, road preservation and vehicular safety.
Among the new projects are:
· A new citywide pedestrian access (crossing) improvement program
· Strengthened sidewalk improvement program aimed at repai~retrofit
· A new program for local (non arterial) road preservation
· Auburn Way South safety/capacity project in response to a state study
· New transportation system safety improvements such as guardrail
· New non-motorized connections
· An asset management program for streets
· New crossing gates at West Main Street and the UPRR
· A new maintenance/reconstruction project on West Valley Highway
· A transportation plan update

Project Descri:ptions [
1. 'M' Street SE - East Main to Auburn Way South
This project involves the grade separation of the railroad at "M" Street SE
and widening in the vicinity of the railroad crossing to allow the corridor to
be 44 feet wide and marked for 4 lanes, and the installation of concrete
sidewalk to fill in the gaps along the corridor. It will improve mobility and
is consistent with the Comprehensive Plan.
Estimated Cost: $20,329,000
2. S. 277th - AWN to Frontace Rd.
Design to widen S. 277th from three lanes to five lanes, including grade
separation at two rail crossings, utility improvements (water, sewer, and
storm) two-way left-turn lane and accommodations for bicycle and
pedestrian facilities. This project will improve safety and mobility on an
existing east-west corridor, provide multi-modal facilities, and ensure that
the link will satisfy concurrency in the near future. Design was completed
by Auburn, project construction is being spearheaded by the City of Kent,
with support from parreefs Aubum and King County.

3. 'A' Street NW- Phase I - 7th St NE to 14th NW
· Complete engineering assessment and pre-design of entire corridor from
Main Street to 14m St. NW. Construct a multi lane arterial from the vicinity
of 7th St. NE to 14th St NW. It will improve mobility and is tied to a
pending development. It is consistent with the comprehensive plan and
contributes to the completion of an arterial corridor.

4. 3rd St SE/Cross Street SE - Division St. to AWS
· Widen from 3 to 5 lanes to accommodate an additional lane of traffic,
including signal modifications. It is a continuation of the corridor enhanced
by the 3rd St. SW Grade Separation Project. It will improve mobility and is
consistent with the Comprehensive Plan.
Estimated Cost: $1,670,000
5. 'C' Street SW/SR 18 West Bound Ramp Realignment
· Realign the existing westbound access ramp of SR 18 to align with 3rd
Street SW. The project will eliminate an existing offset intersection and
provide additional turning lanes for the SR 18 access ramp. This project
involves a grade separation of the railroad that would eliminate the existing
at-grade crossing at 3rd Street SW. The project improves traffic flow to
proposed Sound Transit facility significantly.
Estimated Cost: $31,635,000
6. Auburn Way North - 2nd NE to 4th NE
· Widen Auburn Way North from 4 to 5 lanes by adding a two-way left turn lane
and modify existing traffic signal. It will improve safety and mobility,
completes a pedestrian gap, and is consistent with the Comprehensive Plan.
Estimated Cost: $843,000
7. Citywide Sidewalk Improvement Projects
· Evaluate and improve sidewalk fo a variety of locations.
Estimated Cost: $1,050,000 over six years.
8. Pavement Preservation Arterial
· Implement regular maintenance and rehabilitation of various classified
streets.
Estimated Cost: $2,752,000 over six years

9. Pavement Preservation Non-Arterial
· Implement regular maintenance and rehabilitation of various non classified
streets.
Estimated Cost: $900,000 over six years
10. Kersey Way and Oravetz Road Traffic Signal
· Install a traffic signal at the intersection of Kersey Way and Oravetz Road.
This project will improve the safety of the intersection.
Estimated Cost: $200,000
11. Non Motorized - Green River Trail Green River Beach to
Brannan Park
· Design and completion of Class I trail from Green River Beach Access to
Brannan Park

12. Citywide Pedestrian Crossing Program
· Identify high volume pedestrian crossing areas where access is currently not
improved. Complete engineering study to determine how best to enhance
access.
Estimated Cost: $150,000 over six years
13. "A" Street SW and 2"d Street SW Traffic Signal
· Construct a traffic signal at the entrance/exit to the regional transit hub to
facilitate improved access and safety.
Estimated Cost: $237,000
14. T Street NE - 32nd Street NE to 33rd Street NE
, Construct a four-lane arterial per the City Comprehensive Plan. It will
improve mobility (fills a gap in the arterial) and is consistent with the
Comprehensive Plan. It will complete a major north south arterial from 37th
St. NE to Harvey Road.
Estimated Cost: $300,000
15. 'A' Street NWINE - Phase 2 - West Main to 7th ST, NE
· Construct a multi-lane arterial. It will improve mobility and is consistent
with the comprehensive plan. It connects the Noah Business District to the
Central Business District. This project improves traffic flow significantly
and provides arterial relief to BNSF train blockage.

16. Auburn Way South 6th St SE to M St. SE
· In response to a State Safety Study, install channelization to limits left turns.
Install a traffic signal at the intersection of Auburn Way South and 'F'
Street. Secure Right of Way and add a northbound lane from D St. SE to
· 6 th Street SE on Auburn Way South. This project will significantly
improve the safety and capacity of the corridor.
Estimated Cost: $1,310,000
17. Non Motorized Downtown/Fred Meyer Trail
· Construct a pedestrian trail on A Street NE, from 600 to 800 block. Construct
a Class I trail, following approximate alignment of walking path through
vacant lot, connecting downtown with the west side of Fred Meyer. This is a
high pedestrian use area.
Estimated Cost: $36,000
18. 'F' Street SE -4th Street SE to Auburn Way South
· Widen "F" street SE to increase the roadway capacity. It improves mobility.
This project improves traffic flow significantly and provides arterial relief to
BNSF train blockage.
Note: This is will function as part of the detour for project A: "M' Street SE.

19. Non Motorized - West Main Street Interurban Trail to
I ransit Center
· Upgrade existing sidewalk and install a bike lane linking the Interurban
Trail to the Sound Transit Transit Center and downtown Auburn.
Estimated Cost: $426,000
20. 'M' Street NE - East Main to 8th NE/Harvey Road
· Widen from 2 lanes (40-ft) to 4 lanes (44 ft roadway plus left turns at
arterial intersections) and modifying existing traffic signals. It will improve
safety and mobility, completes a pedestrian gap, is consistent with the
Comprehensive Plan, and is along a transit route.
Estimated Cost: $1,590,000
21. SR18 Eastbound Ramp Realicjnment 16th Street SE to
Auburn Way South Including Grade Separation at BNSF Yard
· Realign the SR18 eastbound ramp, building grade separation of main north
south line and Stampede Pass line, and connecting to 6th Street SE. Widen
6th Street SE roadway. from 2 to 4 lanes including signal modifications at
"A" street and Aubum Way South. This project improves traffic flow
significantly due to the potential development of the BNSF yard to an
intermodal freight facility.

22. 'S 277th St. - Auburn Way North to the Green River
· Add two additional lanes to the existing 2 lane roadway.
Estimated Cost: $1,400,000
23. T Street NE -40th Street NE to 52nd Street NE
· Construct a four-lane arterial per the City Comprehensive Plan. It will
improve mobility and is consistent with the Comprehensive Plan. It will
complete a major north south arterial from S 277m St. to Harvey Road.
Estimated Cost: $4,500,000
24. 'C' Street NW - West Main to 3rd NW
· Restore existing pavement including signal modification. It will improve
mobility, is consistent with the Comprehensive Plan, completes a pedestrian
gap, and is tied to a Sound Transit facility.
Estimated Cost: $624,000
25. Non Motorized - Green River Trail Phase 2 Branan Park
to 4th Street SE
· Explore optional routing, right of way and design a Class I trail from Brannan
Park to 4th Street SE. Develop detailed costs for the project. Connects to
projects BB and L.

26. Non Motorized - Green River Trail Phase 3 4th Street SE
to SR 18
· Explore optional routing, right of way and design a Class I trail from 4th Street
SE. to SR 18. Develop detailed costs for the project. Connects to projects AA

27. Non Motorized Link- SW Auburn Ellincjson Rd. to

· Install a Class I paved trail, 12' wide, 8690 linear feet Landscaping, Signage on
the west side of C Street, from 15th St. SW to Ellingson Rd.

28. Non Motorized Link - SE Auburn White River Bridge to
3rd St. SE
· Install a Class I paved trail, 12' wide, 13,990 linear feet, fencing, earth
berming (for noise control), landscaping, signage on the west side of A Street,
from 3rd Street SE to the White River Bridge

29. Non Motorized Link- White River trail head (Roeqner
Park) to East Valley Highway
· Install a Class I paved trail from the White River trailhead to East Valley
Highway. The improvement is part of a non motorized link between Auburn
and Pacific. This project will tie into an under crossing under East Valley
Highway (A St SE) and the BNSF Railroad at the Stuck River Bridge (City of
Pacific project). This will provide a safe walking path for pedestrians under
the road and the rail line and link Auburn to neighborhoods in Pacific.
Estimated Cost: $ 360,000
30. 'Non Motorized Link ST Transit Center to A Street SE
· Connect the Sound Transit Transit Center to A Street SE with a non
motorized link

31. 'M' street SE - 37th SE to 29th SE
Widen roadway from 2 to 3 lanes including a two-way left turn lane and
accommodation of pedestrian traffic. It improves safety and mobility.

32. 'D' St. NW - 37th to 44th NW
· Construct a four-lane arterial per the City Comprehensive Plan. It will
improve mobility, is consistent with the Comprehensive Plan, and is tied to
pending development. It will complete a major north/south arterial
(industrial/manufacturing corridor)from Ellingson Rd. to S 277m Street.

· Widen roadway shoulders to accommodate bicyclist and pedestrians. It will
provide a multi-modal enhancement to a regional recreation bike route.

· Install a Class I trail, to connect neighborhoods to R Street and the surrounding
parks. 37th Street extended, from Pike Street SE to R Street SE

35. East - West Corridor - Auburn Way North to Harvey Road
· Widen travel lanes and provide facilities for non-motorized traffic. It will
improve safety and mobility, is consistent with the Comprehensive Plan,
completes a pedestrian gap, with other major utility projects pending.

36. Street Asset Management Proqram
· The project will enable the City to inventory infrastructure and identify
opportunities to inventory and enhance our infrastructure including
pavement condition, sign condition etc.

37. Transportation Plan Update
· The project funds the required update of the City's Transportation Plan..
The document provides policy guidance and a reference benchmark of the
state of the city' s transportation system as well as a list of future projects
necessary to meet concurrency.

38. Transit Center Pedestrian Bridge
· Install a pedestrian overcrossing of the BNSF Railroad Right of Way at the
Sound Transit Transit Center. The facility will enhance the safety and the
functionality of the transit center and the railroad by reducing walking time and
creating a safe direct pedestrian link between parking, buses, and commuter
trains. The installation of the bridge will be completed with and is dependent
upon the construction of the parking garage at the transit center. Sound
Transit is completing the project with $940,000 of CMAQ funding transferred
from the City of Auburn and with $460,000 of TIB funding administered by
Auburn.
Estimated Cost: $460,000, $300,000 between 2002 and 2007.
39. Crossinq Improvement UPRR and West Main Street
· This project will install crossing gates at the Union Pacific Railroad and
West Main Street. This is a mainline railroad crossing of a minor arterial.

· The project will repave 21st Street from F Street SE to M Street SE

· Wetland mitigation for the B Street NW project. This involves a wetland
monitoring program.

43. West Valley Hwy Peasley Canyon Road to 15th Street SW
· Reconstruct West Valley Highway from Peasley Canyon Road to 15th Street
SW.
Estimated Cost: $ 487,000
44. Citywide Roadway Safety Infrastructure Improvements
· The program will enable the City to identify opportunities to enhance our
transportation system to meet new federal safety guidelines. This would
include the establishment of a guardrail retrofit program and the
establishment of a funding source to address emerging safety issues.
