A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AUBURN,
WASHINGTON, AUTHORIZING AWARD OF PURCHASE CONTRACT
02-31 FOR THE PURCHASE OF A SIDEWALK/RIGHT-OF-WAY
CLEANING EQUIPMENT PACKAGE TO NORTH-SOUTH TRADING
CORPORATION
WHEREAS, the City desires to purchase a Sidewalk/Right-of-Way
Cleaning Equipment Package to allow City staff to clean sidewalks and
infrastructure; and
and
WHEREAS, there was no similar item on the state-wide contract lists;
WHEREAS, none of the neighboring municipalities had a current
specification for a similar piece of equipment; and
WHEREAS, the purchase of this equipment is not a public works project,
and therefore, falls outside of State bidding requirements for public works; and
WHEREAS, the City's intention was to use the bidding process to
maximize available choices while achieving an economical product; and
WHEREAS, the City chose to write a flexible bid specification that
allowed the City to choose a product based on performance while considering
cost; and

and
WHEREAS, Requests for Bid were distributed to seven (7) companies;
WHEREAS, three (3) bids were received and opened and publicly read
aloud at 11:00 a.m. on December 20, 2002; and
WHEREAS, the bids have been reviewed and analyzed by staff; and
WHEREAS, North-South Trading Corporation is the only company that
proposed a single power source cleaning unit; which has fewer moving parts
thereby being easier to operate and maintain; and
WHEREAS, North-South Trading Corporation is the only vendor that
proposed a 50 horse power diesel engine to power all of the electrical
components, which is less costly to operate.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF AUBURN,
WASHINGTON, HEREBY RESOLVES as follows:
Section 1. That the City Council makes findings in accordance with the
recital provided herein and finds that the bid proposal submitted by North-South
Trading Corporation is the proposal that best meets the needs of the City.
Section 2. That the Mayor is authorized to execute Purchase Contract
No. 02-31 with North-South Trading Corporation for the purchase of a

Section 3. Effective Date. That this Resolution shall take effect and be
in full force upon passage and signatures hereon.
