HomeMy WebLinkAbout3748 RESOLUTION NO. 3 7 4 8 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AUBURN, WASHINGTON, AUTHORIZING THE MAYOR TO AWARD A NEIGHBORHOOD MATCHING GRANT FOR THE WEST HILL COMMUNITY PLAYGROUND PROJECT WHEREAS, the City Council of the City of Auburn appropriated funds in its Year 2004 General Fund budget for the purpose of Neighborhood Matching Grants; and WHEREAS, the City's Department of Planning and Community Development received several proposed grants from prospective applicants; and WHEREAS, among those grant applications was one for the West Hill Community Playground; and WHEREAS, this application was reviewed by City staff and the City of Auburn's Human Service Commission; and WHEREAS, the Human Service Commission forwarded its recommendation for funding for this program to the Mayor of Auburn who, in turn, is submitting it to the City Council for its review and approval. NOW, THEREFORE, THE CITY COUNCIL OF AUBURN, KING COUNTY, WASHINGTIN, HEREBY RESOLVES AS FOLLOWS: Section 1. Purpose. The City Council hereby authorizes the award of a Neighborhood Matching Grant for the West Hill Community Playground project accordance with the application therefor, as set forth in Exhibit #1, which is attached and hereto incorporated into this Resolution. -------------------------- Resolution 3748 July 13, 2004 Page 1 Section 2. Implementation. The Mayor of the City of Auburn is hereby authorized to implement such administrative procedures as may be necessary to carry out the directions of this legislation. Section 3. Exhibit 1 Resolution No. 3748 Summary of Project The Evergreen Heights play yard is the only play area within or near to the defined neighborhood, and is, therefore, highly used as a community park outside school hours. Neighborhood families play, picnic and enjoy sporting events in this play area. Many organizations also use these fields for practices and games including: Auburn Parks Department Baseball, Soccer and Fast Pitch teams, Auburn Little League teams, Auburn-Youth SoceerAssociationteams, Federal Way Soccer teams, and local Boy and Girl Scout Troupes. The purpose of this project is to improve the play area by adding an additional climbing/ sliding structure, park benches, a community bulletin board, and improving community access to the park. The existing play area was designed and installed thirty yeas ago. This play equipment was not designed with family members of all ages in mind. We seek new equipment that is easily accessible to, and appropriate for, all ages - from very young children to senior citizens. Additionally, the rapid growth of family home tracts within the neighborhood has significantly increased the number of people using the play area, resulting in a need for additional, updated equipment and improved access to the area. The planned improvements to the play area will benefit all Evergreen Heights students, neighboring community members, and all the families involved in the above-mentioned organizations. Projected Outcomes and Neighborhood Benefits The improvements to the community play area will benefit all of the Auburn City residents on the West Hill of Auburn. With the addition of several large family home tracts within the neighborhood, more and more families use the play area for family outings sporting events, and recreation. There are no public parks within or even near to the neighborhood, so this school playground functions as the only available park. This plan will significantly increase the number of children and families that can play on the equipment by adding a large, new climbing structure with a variety of climbing apparatus and assorted slides appropriate for a wide range of ages and skill levels. The existing play structure was installed thirty years ago, and no longer meets the needs of the community. The addition of the new structure will provide a safe, comfortable, inviting place for children and families of all ages to play. In addition, the project will improve access to the entire play area from the parking lot by asphalting what is currently a muddy dirt path, and provide park benches for parents and grandparents to enjoy while watching their children at play. With improved access, additional community events can be planned such as a Summer Youth Activity Fair, and a community-wide Rummage Sale. The Auburn School District will provide long term maintenance for the structure and ground surface material. Annual equipment inspections will be done to assure all codes and safety requirements are met, and ground surface materials will be inspected and supplemented as needed. The addition of the new play structure will provide equipment accessible to family members of all ages, young and old. The new structure provides youth the . opportunity to interact with other _c.J.ùldren in the community as well as develop strength, coordination, and strong fitness habits that will last a lifetime. Seniors will appreciate the easily accessible park entrance, pathway, and viewing areas from park benches and newly installed picnic tables. The tables are in close proximity to the equipment, providing easy supervision of children's activity on the new structure, as well as on the existing structure. The planned new structure also meets ADA and accessibility guidelines for play facilities. New and improved structure design incorporates challenging climbing apparatus with easily accessible, metal mesh steps and platforms with railings. The new asphalt pathways will provide easy access for families, strollers and wheelchairs, allowing more community members to take advantage of the improved play area.
