RESOLUTION NO.3 7 6 3
A RESOLUTION of the City Council of the City of Auburn,
Washington, providing for the explanatory statement and
appointing persons to serve on the committees to draft the
voter pamphlet statements for and against the City of
Auburn, Washington Proposition No.1, the Levy for the City
of Auburn Local Street Improvement Program
WHEREAS, the Mayor and City Council have received considerable public
requests for local street improvements that address a variety of community concerns,
including but not limited to: safe pedestrian facilities, crosswalks, street lighting, and the
condition of street pavements, and
WHEREAS, the City has completed an evaluation of the local street system,
consisting of approximately 84 miles of local streets, indicating the need for a long term
street improvements funding program that can provide up to an annual level of financial
resources of approximately $1.5 Million in order to prevent further pavement
deterioration and improve the condition of city streets to an acceptable level of service,
and
WHEREAS, the City Council has determined that existing revenues are not
sufficient to allow reasonable progress towards achieving the improvements desired,
and
WHEREAS, the City Council has also determined that it is in the best interest of
the City to submit to the voters a proposition under Section 84.55.050 of the Revised
Code of Washington (RCW) authorizing a maximum regular property tax levy rate to be
levied in 2004 for collection in 2005 of up to $2.88 per $1,000 assessed value and a
limit factor of 103% per year in the years 2006 through 2010 for the public purposes
described above, and that the amount levied in 2010 for collection in 2011 shall
establish the base for computing the levy increase limitations provided for in Chapter
84.55 RCW for all future years.

WHEREAS, pursuant to Section 29A.04.330 of the Revised Code of Washington
(RCW), the City Council has adopted an Ordinance (Ordinance No. 5864) formally
calling of a special election on the proposed proposition on the 2nd day of November,
2004; and,
WHEREAS, it is also appropriate for the City to provide proposed language for
the voter's pamphlets for the proposed proposition; and,
WHEREAS, pursuant to RCW 29A.32.280, it would also be appropriate for the City
Council to appoint people to serve on the committees to draft the voter pamphlet
statements for and against the proposed proposition, and to request that the proposition be
included in the voter pamphlets prepared by the King County and Pierce County Auditor's
offices.
NOW, THEREFORE, IT IS HEREBY RESOLVED BY THE CITY COUNCIL OF THE
CITY OF AUBURN, WASHINGTON, as follows:
Section 1. EXPLANATORY STATEMENTS FOR VOTER PAMPHLET
By the adoption of its Ordinance No. 5864, on August 2, 2004, the City of Auburn
City Council provided for the submission to the qualified electors of the City of Auburn
at an election to be held on November 2, 2004, of a proposition (Proposition 1)
authorizing a 2005 regular property tax rate of $2.88/$1,000 of assessed value, the
same as 2004, and set the limit factor for computing the maximum levy amount in 2006
through 2010 at 103%, and it is hereby requested that the King County Auditor and the
Pierce County Auditor include the City of Auburn Proposition 1 in their Voter Pamphlets
covering the elections of November 2, 2004. The ballot title and the explanatory
statements (for King County and Pierce County) for the City of Auburn Proposition 1, for

the King County and Pierce County Voter Pamphlet for the November 2, 2004, special
election, shall be as follows:

Proposition No. 1
LEVY FOR LOCAL STREET IMPROVEMENT PROGRAM
The City Council of the City of Auburn, Washington, adopted
Ordinance No. 5864 concerning approval of regular property
tax limits to fund street improvements. This proposition would
authorize a 2005 regular property tax rate of $2.88/$1,000 of
assessed value, the same as 2004, and set the limit factor for
computing the maximum levy amount in 2006-2010 at 103%.
The estimated levy rate in 2010 is expected to decrease to
approximately $2.76/$1,000 and that levy would be used to
compute future levy limits under RCW 84.55. Revenues in
excess of the RCW 84.55.0101 limits would be dedicated
solely to a local street program. Should this proposition be

EXPLANATORY STATEMENTS
A. Explanatory Statement for King County Voter Pamphlet
(250 word limit)
If approved by voters, this ballot measure would authorize the
City to levy regular real property taxes at a rate of $2.88 per
thousand dollars of assessed valuation during 2005, the same
as the current rate. The levy rate would then be subject to a
103% lid for the next five years, which means the total tax
revenues cannot exceed the lid amount the following year. If
the total assessed value of property in the City increases, as it
is projected to do, the levy rates would decrease during this
period.
A portion of the funds would be dedicated to a local street
improvement fund and would not supplant existing funds used
for this purpose.

By Ordinance No. 5864, adopted on August 2, 2004, the
Auburn City Council proposed establishing a plan, which if
approved, would "fund a street improvement program to
maintain and improve the City's local streets system, including
preservation, restoration and reconstruction of existing
pavements, street drainage system, sidewalks, pedestrian
walkways, handicap access ramps, provision of street lights,
crosswalks, parking, traffic calming congestion improvements
and other improvements determined by the City Council to
provide meaningful and beneficial quality of life improvements
to the City and local community."
This program, if approved by the voters, "would help ensure
that the City can provide the transportation infrastructure upon
which its citizens depend."

B. Explanatory Statement for Pierce County Voter Pamphlet
(200 word limit)
If approved by voters, this ballot measure would authorize the
City to levy regular real property taxes at a rate of $2.88 per
thousand dollars of assessed valuation during 2005, the same
as the current rate. The levy rate would then be subject to a
103% lid for the next five years, which means the total tax
revenues cannot exceed the lid amount the following year. If
the total assessed valuation of property in the City increases,
as it is projected to do, the levy rates would decrease during
this period. The additional funds collected would be dedicated
to a local street improvement fund and would not supplant
existing funds used for this purpose.

Section 3. COPIES FILED WITH THE COUNTY AUDITORS.
A copy of this Resolution shall be filed with the King County and Pierce County
Auditor's Offices.
Section 4. IMPLEMENTATION.
The Mayor is hereby authorized to implement such administrative procedures as
may be necessary to carry out the directives of this legislative enactment, including
formulating a program to address the City's street needs, to be known as the City of
Auburn Save Our Streets Program.

Section 5. SEVERABILITY.
If any portion of this Resolution or its application to any person or circumstances
is held invalid, the remainder of the Resolution or the application of the provision to
other persons or circumstances shall not be affected.
Section 6. EFFECTIVE DATE.
This Resolution shall be in full force and effect upon passage and signatures
hereon.
