HomeMy WebLinkAbout4013 RESOLUTION NO. 4013 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AUBURN, WASHINGTON, AUTHORIZING THE ACCEPTANCE OF GRANT FUNDS FROM THE DEPARTMENT OF HOMELAND SECURITY IN AN AMOUNT NOT LESS THAN TWO THOUSAND FIVE HUNDRED DOLLARS ($2,500.00), AND AUTHORIZING THE MAYOR AND CITY CLERK TO EXECUTE THE NECESSARY DOCUMENTS TO ACCEPT SAID FUNDS WHEREAS, The King County Fire Marshals Office/Department of Developmental and Environmental Services, in partnership with the King County Fire and Life Safety Association, has secured funding through a grant from the Department of Homeland Security to assist with the Fire Stoppers Program efforts in the City of Auburn/Auburn Fire Department jurisdiction in an amount not less than Two Thousand Five Hundred Dollars ($2,500.00); and WHEREAS, in order to be considered for said funding, the City of Auburn/Auburn Fire Department must submit a Request to Participate, attached hereto, designated as Exhibit "A", and incorporated herein by reference; and WHEREAS, in order to be considered for said funding, the City of Auburn/Auburn Fire Department must also meet the established criteria as set forth in the scope of work provided in the contractual agreement between the King County Fire Marshals Office and the King County Fire and Life Safety Association, as follows: Funds must be utilized for items such as mental health counseling services for high risk youth, safety and educational materials, educational interventions with identified youth and families, personnel to provide in-house intervention services, training for personnel/interventionists, conducting Resolution No. 4013 April 1 0, 2006 Page 1 follow-ups on families that participate in the program, and administration of the program NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF AUBURN, WASHINGTON, ORDAINS AS FOLLOWS: Section 1. The City Council of the City of Auburn hereby accepts a grant from the Department of Homeland Security, distributed by the King County Fire Marshals Office/Department of Developmental and Environmental Services and the King County Fire and Life Safety Association, in an amount not less than Two Thousand Five Hundred Dollars ($2,500.00), for the purpose of providing the Fire Stoppers Program in the City of Auburn/Auburn Fire Department jurisdiction. The Mayor and City Clerk are authorized to ratify the Request to Participate executed by the Auburn Fire Department, attached hereto as Exhibit "A", and the terms and conditions contained therein. Section 2. The Mayor is hereby authorized to implement such administrative procedures as may be necessary to carry out the directives of the legislation. Section 3. As a member in good standing with the KCFLSA, we understand that this funding is made possible through a partnership with the King County Fire Marshals Office/DDES and the KCFLSA, through a grant from the Department of Homeland Security. It is our understanding that the grant will be divided equally between interested agencies able to meet the established criteria as set forth in the scope of work provided in the contractual agreement between the KCFMO and the KCFLSA. I understand that the funds will not be less than $2500, but could be considerable more depending on the number of agencies choosing to participate. We understand that the funds provided to our agency may only be used for the purposes of providing the Fire Stoppers program in our service area. The funds must be divided proportionately between program needs, and as defined by the KCFLSA. Funds may only be used for: mental health counseling for high risk youth, educational interventions with identified youth and families, educational materials used for this purpose, personnel to provide in-house intervention services as well as the education component, training for personnellinterventionists in the arena of youth firesetting and the cost of conducting follow-ups on families that participate in the Fire Stoppers program during the course of this funding cycle. We also understand that all funds provided to our fire department must be spent before December 15, 2006. Any funds that are not spent by this time must be returned to the KCFLSA for immediate return to grant sponsors. We will be required to provide documentation/receipts to the KCFLSA that supports all expenditures. They in turn will provide all necessary reports to the grant sponsors.
