HomeMy WebLinkAbout4016 RESOLUTION NO.4 0 1 6 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AUBURN, WASHINGTON, EXPRESSING CONCERN ABOUT THE SERIOUS IMPACTS OF THE PROPOSED ANNEXATION OF TERRITORY IN SOUTH KING COUNTY BY KING COUNTY PUBLIC HOSPITAL DISTRICT NUMBER ONE, PROPOSITION NO.1 - VALLEY MEDICAL CENTER ANNEXATION (ANNEXING MAPLE VALLEY AND BLACK DIAMOND AREAS AND PROVIDING FOR TAXES FOR THE CALENDAR YEAR 2006 OF 59 CENTS PER $1,000 OF ASSESSED VALUATION - RESOLUTION NO. 830) WHEREAS, the City of Auburn has been advised that King County Public Hospital District Number One is planning to annex additional territory in the Black Diamond and Maple Valley areas of South King County; and WHEREAS, the proposed annexation would provide for increased taxes for the calendar year 2006 of 59 cents per $1,000 assessed valuation for the annexed areas; and WHEREAS, the proposed annexation is scheduled for a special election on May 16,2006, with the title, as initially provided, stating as follows: PROPOSITION NO.1 VALLEY MEDICAL CENTER ANNEXATION The Commission of Public Hospital District No. 1 (Valley Medical Center) proposes to annex the territory described in Resolution No. 830. If approved, the District's boundaries will be adjusted to better reflect Valley Medical Center's service area and allow for urgent care clinic services to treat minor emergencies and expanded access to doctors and nurses in areas with a documented shortage of medical services. Shall the territory described in Resolution No. Resolution No. 4016 April 19, 2006 Page 1 of 3 830 of the Commission of Public Hospital District No. 1 adopted on March 15, 2006, be annexed to the District? and WHEREAS, the City of Auburn and the area surrounding Auburn is presently served by the Auburn Regional Medical Center, providing high quality medical services to South King County; and WHEREAS, the proposed annexation by the hospital district into South King County would cover areas presently served by the Auburn Regional Medical Center, and the proposed annexation could cause the Auburn Regional Medical Center to offer fewer services; and WHEREAS, it is expected that the annexation would significantly increase property taxes of the property owners in the annexation area; and WHEREAS, the City Council is very concerned about the impacts and effects of such annexation and is especially concerned about the pursuit of the annexation in an escalated time-table that has not given adequate time for sufficient consideration of all impacts. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF AUBURN, HEREBY RESOLVES AS FOLLOWS: Section 1. That the City Council expresses serious concern about the impacts of the proposed annexation of territory in and around Maple Valley and Black Diamond by King County Public Hospital District Number One, slated for a special election on May 16, 2006, as Proposition No.1, as it is convinced that sufficient time has not been afforded to consider all impacts.
