A RESOLUTION OF THE CITY COUNCil OF THE CITY OF
AUBURN, WASHINGTON, REQUESTING PERMISSION
TO APPLY FOR FUNDS IN THE AMOUNT OF THREE
HUNDRED THOUSAND AND NO/100 DOLLARS
($300,000) IN GRANT FUNDS FROM THE STATE OF
WASHINGTON INTERAGENCY COMMITTEE FOR
OUTDOOR RECREATION (lAC) FOR THE
REFURBISHING AND INSTAllATION OF SYNTHETIC
MATERIALS ON THE SOCCER FIELDS AT GAME FARM
PARK
WHEREAS, the Auburn Parks, Recreation and Open Space Plan identified a
rapidly growing interest in soccer, which has recognized the need for the development
of thirteen (13) additional soccer fields; and
WHEREAS, The Auburn Parks, Recreation and Open Space Plan recommended
the upgrade of two fields at Game Farm Park by installing synthetic playing materials on
the fields to help meet these needs and to correct their poor drainage conditions of the
existing fields; and
WHEREAS, the playability of a synthetic surface will create a safer playing
surface and allow a longer period of play time; and
WHEREAS, the renovation of the fields will be cost efficient due to existing
amenities already available in the park, i.e. existing field lights, parking, concession
stands, and restroom facilities; and
WHEREAS, the growing need for quality soccer fields currently has our local
soccer teams traveling outside of Auburn for practices and playing games, and games
have to be rescheduled due to poor drainage of existing fields; and
WHEREAS, the City Qf Auburn has received letters and signatures of support
totaling 706 as of May 12,2006; and

WHEREAS, Green River Community College, Auburn School District, and
Auburn Youth Soccer support the renovation of Game Farm Park fields with pledges of
cash and in-kind support;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF AUBURN,
WASHINGTON, HEREBY RESOLVES as follows:
Section 1. The City Council of Auburn, Washington hereby agrees to accept
the conditions as set forth in a form substantially as set forth in the Washington Wildlife
and Recreation Program Authorizing Resolution, a copy of which is marked as Exhibit
"A" and the Washington Wildlife and Recreation Program Local Parks Category
Application Project Summary, a copy of which is marked as Exhibit "B". both of which
are attached hereto and incorporated herein by this reference.
Section 2. That the Mayor is further authorized to implement such
administrative procedures as may be necessary to carry out the intent of this legislation.

A resolution authorizing application(s) for funding assistance for a Washington Wildlife and Recreation Program (WWRP)
project to the Interagency Committee for Outdoor Recreation (lAC) as provided in Chapter 79A.15 RCW, for acquisition,
development, or restoration of habitat conservation and outdoor recreation lands and facilities.
WHEREAS, our agency/organization has approved a comprehensive plan that includes this project area; and
WHEREAS, under the provisions of WWRP, state funding assistance is requested to aid in financing the cost of land
acquisition and/or facility developmenVrestoration; and
WHEREAS, our agency/organization considers it in the best public interest to complete the land acquisition and/or facility
developmenVrestoration project described in the application;

NOW, THEREFORE, BE IT RESOLVED, that:
1. The Mavor
lAC for funding assistance;
2. Any fund assistance received be used for implementation of the project referenced above;
3. Our agency/organization hereby certifies that its share of project funding is committed and will be derived from _Cash
Donations $325.000 .Local Grants of $600.000:
Other arants $153.650 (General Fund and Impact Fees).

4. We acknowledge that we are responsible for supporting all non-cash commitments to the sponsor share should they

5. We acknowledge that any property acquired or facility developed/restored with lAC financial aid must be placed in use
as an outdoor recreation facility and be retained in such use in perpetuity unless otherwise provided and agreed to by
our organization and lAC (generally, lAC approves removing facilities from the perpetuity requirement when the
facilities have reached their designed life expectancy, or because of extraordinary vandalism, acts of nature, fire, etc.);
6. This resolution becomes part of a formal application to lAC; and
7. We provided appropriate opportunity for public comment on this application.

DESCRIPTION:
The project scope is to renovate the two existing "all-weather" cinder/clay fields at Game Farm Park into all weather
synthetic turf product fields. The current conditions are sub-standard and overall non-performing. The fields were built in
the 1980's as part of a Land and Water Conservation Funding Grant. The site is located on 143 acres of Game Farm
Park a regional park in Auburn.The area being renovated is on the north half of the site and provides active and
passive recreation.The proposed renovations will include a design for removal of the existing cinder/ clay fields,
grading, drainage, paving and grass. Installation of two synthetic product fields will improve play, safety and allow
longer use of the fields to meet the need for additional soccer field use as identified in the 2005 Auburn Parks,
Recreation & Open Space plan. The U.S. Census says that 29% of Auburn's 40,000 population is youth, 19 years of
age and younger. The Auburn Parks Plan notes that soccer fields are deficient to support local community groups
including the Auburn user groups that currently travel to Tukwila for games and practices due to the limited soccer
fields located in Auburn. Also as part of the growing user groups our local hispanic population are requseting more
soccer time on the local Auburn fields. With the new design, the fields will provide 3-4 times the hours of available
playing time for local users and will reduce traveling to areas out side of the city.
