A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF AUBURN, WASHINGTON, AUTHORIZING
THE MAYOR TO NEGOTIATE AND EXECUTE
CONTRACTS WITH VARIOUS AGENCIES FOR JAIL
SPACE
WHEREAS, the City of Auburn is engaged in various municipal functions,
including Law Enforcement, Prosecution and Municipal Court Operations; and
WHEREAS, when people are charged, convicted and sentenced for
violations of criminal law, one important penalty component is jail-time; and
WHEREAS, in order to provide for the jail-time for people convicted of
crimes and sentenced by the City's Municipal Court to serve time in jail for such
convictions, the City utilizes its own jail facilities (Auburn Jail), but that facility has
limited bed-space, and is not adequate to house all of the prisoners who the City
may be detaining - needing to detain; and
WHEREAS, in order to provide for the additional jail bed-space that the
City needs, the City has entered into contracts with Yakima County and other
jurisdictions to utilize space in the Yakima County Jail and coordinate with other
local jurisdictions for such use; and
WHEREAS, there have been problems with the implementation of these
contracts in making sure that the City has space available for its use that can
provide the needed housing of its prisoners in a way that conforms to the City's
needs; and while the City is working with its contract partners to address the
contract and space problems, along with other efforts to assure that it is able to

adequately house its prisoners, it is appropriate to authorize the Mayor to
negotiate with other jurisdictions to make sure that the City has space to house
its prisoners.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF AUBURN,
WASHINGTON, HEREBY RESOLVES as follows:
Section 1. That the Mayor is authorized to negotiate and execute, on
behalf of the City, agreements with jurisdictions for jail-space, within budgetary
constraints, to make sure that it has adequate facilities to house its prisoners.
Section 2. That the Mayor is authorized to implement such administrative
procedures as may be necessary to carry out the directives of this legislation.
Section 3. That this Resolution shall take effect and be in full force
upon passage and signatures hereon.
