A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF AUBURN, WASHINGTON, STATING THE
CITY COUNCIL'S SUPPORT FOR THE
PROPOSITION ON THE NOVEMBER 7, 2006,
BALLOT WHICH, IF APPROVED, WOULD CREATE
AND ESTABLISH THE VALLEY REGIONAL FIRE
AUTHORITY, ENCOMPASSING THE AREA OF THE
CITIES OF ALGONA, AUBURN AND PACIFIC
WHEREAS, over the past few years, the cities of Algona, Auburn and
Pacific, like other cities across the state, have faced increasing legal constraints
that have resulted in decreased tax revenues while the demands for municipal
services have increased; and
WHEREAS, the result of these influences creates a more increasingly
challenging task to provide adequate level of municipal services for its citizens;
and
WHEREAS, state law was recently amended to increase the advantages
of municipalities to join together to form a regional fire authority, whereby their
fire services would be consolidated and the participating jurisdictions would
benefit from increased efficiencies, while potentially freeing up other monies that
could then be used to meet police and law enforcement funding needs; and
WHEREAS, pursuant to the requirements of chapter 52.26 of the Revised
Code of Washington, the cities of Algona, Auburn and Pacific formed together to
establish a planning committee which developed and approved a plan which, if
approved by the voters, would create such a regional fire protection service
authority; and
WHEREAS, it is the City Council's position to endorse and support that
ballot measure expressed at a meeting at which members of the public are given
the opportunity to voice opposing views pursuant to RCW 42.17.130.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF AUBURN,
HEREBY RESOLVES as follows:

Section 1 . The City Council hereby expresses its support for
Proposition 1, coming before the voters of the cities of Algona, Auburn and
Pacific, on the November 7, 2006 general election, which if approved would
establish the Valley Regional Fire Authority encompassing the area of those
three cities.
Section 2. That the Mayor is authorized to implement such
administrative procedures as may be necessary to carry out the directives of this
legislation.
Section 3. That this Resolution shall take effect and be in full force
upon passage and signatures hereon.
