RESOLUTION NO. 4141
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
AUBURN, WASHINGTON, REQUESTING THAT THE
ANNEXATION OF AN UNINCORPORATED AREA (ISLAND)
CONTIGUOUS TO THE CORPORATE LIMITS OF THE CITY BE
PLACED BEFORE THE VOTERS OF THE PROPOSED
ANNEXATION AREA LOCATED WEST OF AUBURN WAY
NORTH IN WHITE RIVER VALLEY HOME TRACTS 2nd ADDITION
KNOWN AS THE "KLUMP DISTRICT"
WHEREAS, the City of Auburn has areas of unincorporated territory contiguous
to the corporate limits of the City, which includes unincorporated territory located west of
Auburn Way North in White River Valley Home Tracts 2nd Addition identified for
reference known as the "Klump District"; and,
WHEREAS, the City is authorized to initiate annexations via election pursuant to
RCW 35A.14.015; and,
WHEREAS, when the Auburn City Council determines that the best interests and
general welfare of the City would be served by the annexation of the unincorporated
territory contiguous to such city, it would thusly be appropriate to call for an election to
be held to submit to the voters of such territory the proposal for annexation.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF AUBURN,
WASHINGTON, HEREBY RESOLVES as follows:
Section 1. That the Auburn City Council has determined that the best interests
and general welfare of the City would be served by the annexation of the
unincorporated territory contiguous to such city, and that it is appropriate to call for an
election to be held to submit to the voters of such territory the proposal for annexation.
Section 2. That the description of the boundaries of the area to be annexed,
hereinafter identified and known as the "Klump District" annexation area, is as follows:
That portion of White River Valley Home Tracts Second Addition, unrecorded,
located in the east half of the southeast quarter of Section 36, Township 22 north,
Range 4 East, Willamette Meridian, and the west half of Section 31, Township 22 North,
Range 5 East, Willamette Meridian, King County, Washington, described as follows:
Beginning at an angle point in the northwesterly boundary of the lands described in City
of Auburn annexation ordinance 2511, said point being at the intersection of the south
line of the William A. Cox donation land claim and the east line of Tract 19 of the Plat of
White River Valley Home Tracts as recorded in Volume 13 of Plats at Page 17, records
of King County, Washington;

Thence north along said east line of Tract 19 and along the northwesterly boundary of
the lands described in City of Auburn annexation ordinance 2511 a distance of 105 feet,
more or less, to the northeast corner of said Tract 19, the southeast corner of Tract 20
of said White River Valley Home Tracts and the southeasterly corner of the lands
described in City of Auburn annexation ordinance 3823;
Thence north along the east line of said Tract 20 and the east boundary of the lands
described in City of Auburn annexation ordinance 3823 a distance of 227 feet more or
less to the southeast corner of Tract 21 of said White River Valley Home Tracts and the
southeasterly corner of the lands described in City of Auburn annexation ordinance
4347;
Thence north along the east line of Tracts 21, 22 and 23 of said White River Valley
Home Tracts and alo,:,'l9 the east boundary of the lands described in City of Auburn
annexation ordinance 4347 a distance of 681 feet more or less to the southeast corner
of Tract 24 of said White River Valley Home Tracts and an angle point in the easterly
boundaryof the lands described in City of Auburn annexation ordinance 4843;
Thence north along the easterly boundary of the lands described in City of Auburn
annexation ordinance 4843 and along the east line of Tracts 24 and 25 of said White
River Valley. Home Tracts to the southwest corner of Tract 4 of the White River Valley
Home Tracts Second Addition, an unrecorded subdivision (the legal description of said
tract 4 is recorded in Volume 2006 of Deeds, page 485 and recorded under King County
recording number 319996);
Thence east along the south line of said Tract 4 a distance of 416.3 feet more or less to
an angle' point in the easterly boundary of the lands described in City of Auburn
annexation ordinance 4843, an intersection with the lands described in City of Auburn
annexation ordinance 5805, and the west marginal line of 85th Avenue South;
Thence east along said lands annexed to the City of Auburn by ordinance number 5805
and along the easterly extension of the south line of said Tract 4 to an angle point in
said lands described in City of Auburn annexation ordinance 5805 and the east
marginal line of 85th Avenue South;
Thence south along said lands described in City of Auburn annexation ordinance 5805
and along said east margin line of 85th Avenue South to the northwest corner of the
lands annexed to the City of Auburn by City of Auburn ordinance number 3621 ;
Thence continuing south along said east marginal line of 85th Avenue South and along
the westerly line of the lands annexed to the City of Auburn by ordinance number 3621
a distance of 225.20 feet to the northwest corner of Lot 2 of King County short plat
KCSP976060 recorded under recording number 7703080682;

Thence east along the north line of said Lot 2 and along the southerly line of the lands
annexed to the City of Auburn by ordinance number 3621 a distance of 200 feet to the
northeast corner of said Lot 2;
Thence south along the east line of said Lot 2 and along the southwesterly line of the
lands annexed to the City of Auburn by number 3621 a distance of 54.12 feet to the
southeast corner of said Lot 2;
Thence east along the south line of Lot 1 of said short plat and along the southwesterly
line of the lands annexed to the City of Auburn by ordinance number 3621 a distance of
51 feet more or less to an angle point in the southerly line of said City Limits;
Thence southeasterly and easterly along the southerly line of said City Limits
to the west line of Tract 30 of said unrecorded plat of White River Valley Home Tracts
2nd Addition and the westerly boundary of the lands annexed to the City of Auburn by
ordinance number 2511;
Thence south along the west line of said Tract 30 and along the westerly boundary of
the lands annexed to the City of Auburn by ordinance number 2511 a distance of 666
feet more or less to the north line of the south half of Tract 18 of the unrecorded plat of
White River Valley Home Tracts 2nd Addition and the northeast corner of the lands
annexed to the City of Auburn by ordinance number 5412;
Thence west along said north line of the south half of said Tract 18 and along the north
boundary of the lands annexed to the City of Auburn by ordinance number 5412 a
distance of 389.77 feet to the east marginal line of 85th Avenue South;
Thence south along said east marginal line of 85th Avenue South and along the west
boundary of the lands annexed to the City of Auburn by ordinance number 5412 a
distance of 168.18 feet to the south line of said William A. Cox donation land claim and
the boundary of the lands annexed to the City of Auburn by ordinance number 2511 ;
Thence west along said south line of said William A. Cox donation land claim and along
said City Limits established by ordinance number 2511 a distance of 426.57 feet to the
point of beginning.
Section 3. That the number of voters residing therein as nearly as may be
determined is 33.
Section 4. That the City shall pay the cost of the annexation election.
Section 5. That, in light of the small size of the annexation area (less than 50
acres), pursuant to RCW 35A.14.220, it is requested that the King County Boundary
Review Board waive or decline review.

Section 6. That a certified copy of the resolution shall be filed with the legislative
authority for King County, and with the King County Boundary Review Board.
Section 7. That the Mayor is authorized to implement such administrative
procedures as may be necessary to carry out the directives of this legislation, including
providing notices pursuant to RCW 35A. 14.070, and filing a Notice of Intent to Annex to
the King County Boundary Review Board, and communicate the City's request that the
King County Boundary Review Board waive or decline review. The Mayor, or designee,
is further authorized to take such other steps as is reasonably necessary to have the
annexation placed on the ballot before the appropriate voters.
Section 8. That this Resolution shall take effect and be in full force upon
passage and signatures hereon.
